Pacific Electric Inland Empire Trail, Phase I from Maple to Cactus Avenue (“Rialto Trail”) Project
The “Rails to Trails” project is in the final stage of the design. Public Works staff is reviewing the final design Plans and Specifications. It’s anticipated that the project will go out to bid for construction in the coming months. The City has received a Transportation Development Act (TDA), Article 3, Grant in the amount of $330,000 from SANBAG. Staff is working to obtain a Traffic Enhancement (TE) Grant in the amount of $600,000 also from SANBAG for this project. The project includes construction of an eleven (11) foot-wide concrete trail along with landscape, lighting and traffic signals between Maple Avenue and Cactus Avenue.
This project is Rialto’s response to the AWESOME, BEAUTIFUL and calm walking trail Rancho Cucamonga has that extends from the 15 freeway to the far west cities like Claremont.
59 Crimes in the first 4 months of 2012 in the area.
As the Picture above shows on www.CrimeMapping.com in the last 4 months this area where the trail is that connects to the East side of Fontana has experienced 59 documented crimes. I use this trail when I have time and I feel comfortable knowing that my wife and daughter use it as well when they want to get out.
Now Rialto wants to have their own trail that connects to the Fontana one, meaning you would be able to walk or ride from Rialto to well beyond Rancho Cucamonga. Nice right? No not really because they chose a bad area to put it in and last time I spoke about this before the Dias at council meeting everyone in the meeting thought this was a safe area surrounded by Single Family homes. I guess former Chief Mark Kling (who was the police dept rep at that meeting) was unaware of the nickname for the area where phase 1 is to begin. Its Called THE WOODS. It’s a reference to the street names inside this area and the mixture of low-income condos a massive apt complex and some single family homes scattered about.
161 Crimes in the first 4 months
In this picture above you will see crime in the Phase 1 area for the walking trail is 4 times what it is in Rancho. The city of Rancho Cucamonga makes sure that it has the appropriate amount of resources to keep crime off the trail and deal with surrounding areas. Rancho has police on, off-road vehicles, bike & volunteers in units going up and down the trail giving bad guys the signal that these people are not easy marks & walkers the ability to feel safe while excersing. Rancho has something Rialto doesn’t money because of the creative development they have created there. Yes Rialto has a bike team of officers but it’s always getting shut down to put officers on patrol. Don’t get me wrong I love our police officers and they do the best job they can with the resources provided, but Rialto is a much ruffer city than Rancho and until the City Leadership takes this issue head on nothing will really change.
Now before Councilman and Bar owner (O’Learys) jumps down my throat because he doesn’t like to be questioned let me state the following:
Yes I understand that this is grant money that can’t be spent on anything else. With that said just because we can get the money that doesn’t mean build it no matter if we can keep it safe.
Yes we need nice things for people who live here and are looking to live here to do. But if you are building it you need to make sure that extra money is there to make it safe. If it’s not dedicating police officers have CSO’s or its hiring a private security firm to patrol in uniform and can act as a deterrent. Because leaving people at the mercy of criminals looking to take advantage of people as well as the overburdened dispatch board is simply unacceptable.
At the last Council meeting Joe Baca Jr stated that he thinks that we need more parks and amenities for residents to enjoy, he used bud bender park as an example. An old poorly lit park in disrepair and I agree this park is in bad shape, but I also look at the crime in the area and the amount of tagging that is left on walls and gangs that are left residing there. This park has parking lots that are set in the back and hard to see from street and our police don’t have time like they would like to drive into every park. Plus volunteers can only look and see they don’t make contact.
In conclusion we found out at the council meeting on April 24th that this city has been ignoring the plight of our Rialto Girls Softball. Fallen down light poles and poorly manicured fields leave the girls in a un-safe state of affairs with the city offering little to no solutions.

I have lived in Rialto since 1969 and during that time the leadership in this community has done little or nothing to attract quality businesses.
There is no Target, Office Max, Best Buy, etc. I am amazed when I venture to north Fontana and see the businesses in the Summit Center. How did Fontana succeed when all we get from the Rialto mayor and her cronies are empty promises of a Target and an In-N-Out? One of the promises was if they built a new fire station that the land left vacant would be used to build an In-N-Out.
I am still waiting to order my double-double.
Other than Carrows and Corky’s, there is not even a good sit-down family restaurant north of Base Line. There are discount 99-cent stores and fast-food places.
What did the leadership of this community do with the money that they already had? They are bemoaning the fact that they will lose redevelopment money but what happened to the funds prior to this?
Since they squandered the funds in the past I will not support a raise in water and sewer rates and I encourage others to oppose the increase as well.

Rep. Joe Baca is aggressively spending money on his campaign for the newly redrawn 35th Congressional District, despite what observers say is a high likelihood he’ll move forward past the June 5 primary and into the general election.
The San Bernardino-based congressman is far ahead in fundraising and spending compared to his main opponent, Gloria Negrete McLeod, who represents much of the district’s area in the state Senate.
Baca has raised about $123,000 from Jan. 1 through March 31 and $527,000 since the beginning of the election cycle, according to quarterly finance information from the Federal Election Commission. He’s spent about $128,000 in the past quarter, but still has about $248,000.
“You’ve got to show a clear picture between yourself and you can’t wait until the general election and allow momentum to shift from one candidate to the other,” Baca said.
“That’s why I’m running aggressively right now. We shouldn’t be on the same playing field. I am the congressman and I am the incumbent. I’m doing everything aggressively to make sure people know there is a difference between an incumbent who brings back the bacon.”
McLeod’s campaign, in the past quarter, has raised about $17,000 and has spent about $28,000. She has about $110,000 left in her treasury as of March 31.
Efforts to reach McLeod for comment on Wednesday were unsuccessful.
McLeod contributed $50,000 to her own campaign last September, with about $20,000 coming from PAC contributions and $80,000 coming from individual contributions since the beginning of the election cycle, according to the Center for Responsive Politics.
In addition to a number of individual contributions, Baca’s committee has received funds from the Pechanga Band of Luiseno Indians, the National Rifle Association, Upland-based Lewis Investment Company, and corporate political action committees including JP Morgan Chase, Exxon Mobil, Comcast, Coca Cola, and Univision.

“I feel good about the people supporting me,” Baca said. “I want to thank the supporters who have gotten behind me. This is only the beginning. I think we’re going to see a lot more people coming through, from labor to the private sector as well.”
Observers expect Baca and McLeod’s money and name recognition to take them past the primary. New rules allow the top two vote earners in the primary to be on the November ballot.
Green Party candidate Anthony Vieyra, a financial analyst from Pomona, said he has yet to begin raising money for his bid, but has expressed faith in web-based media and meeting people door to door.
“My plans are to finish up my website this week,” Vieyra said. “It’s going to have a contribute button … I’m also printing up envelopes and possibly do some fundraisers. I may go ahead and have friends help me with YouTube videos which might reach a broader section of people than TV ads.”

Tom Ammiano represents the 13th district and was key in shooting down key legislation that would put harsh penalties on teachers looking to take advantage of their students.
So who wants a new reason to despise their elected officials?
I got one for you, who thinks its ok for teachers K-12 to date their students? Who thinks its ok for teachers to pull full pensions when they have committed a crime especially crimes against children?
The Committee on Public Safety Voted down Assemblywoman Kristin Olsen, R-Modesto, who sponsored a bill that would have made it a felony for teachers to date their students. , accused committee members of siding with predators.
Why does she accuse them of siding with predators, because their committee voted down Mrs Olsons bill. Her bill would have re-drawn the lines between the Student Teacher relationship. Yes a law is needed because of the bond a child can develop with their teachers especially with parents becoming more busy and kids are spending more time with their adult teachers vrs their own parents. Plus teachers hold a level of control over their students that gone unchecked can be dangerous.
I speak with knowledge of my education in Child Development not to mention the ease teachers in LAUSD and other surounding districts have been abusing children and going undetected.
committee chairman Tom Ammiano, D-San Francisco called the bill “not fully baked” and suggested it might violate the rights of consenting adults. Who cares about the children Right Tom Ammiano?
Olsen said at least 16 other states have passed similar laws. She said it was not knee-jerk legislation. I agree our legislators have wasted time on do nothing bills and ignored crime and the budget. This is why we need a pert time legislator.
James Hooker left his wife and three kids for a former student who just turned 18.
Assemblywoman Holly Mitchell, D-Los Angeles, objected to targeting the pensions of a single group of public employees. She said she would be open to a bill that made teacher-student relationships a felony but did not go after retirement benefits. So Mrs Mitchel is more worried about Criminal Teacher Pensions than your children’s safety.
Assemblyman Gil Cedillo, D-Los Angeles, joined Ammiano and Mitchell in voting against the legislation. Cares more for criminal Teachers than your kids Safety. Mr Cedillo makes me the most sick because LAUSD seems to be the main breeding ground for education pedifiles.
Assemblywoman Nancy Skinner, D-Berkeley, abstained from voting, and is a coward for doing so what good is she if she wont go on the record.
The two GOP members of the committee, Steve Knight, R-Lancaster, and Curt Hagman, R-Chino Hills, were absent.
Public Safety Committee (Vice Chair) Steve Knight was absent from the committee meeting where a bill was introduced that would place harsh penalties on teachers looking to take advatage of their students.
Steve Knight was in Sacramento by his own admission on his Face Book page pandering to the airspace lobby instead of casting his vote and being the voice for the people. Both GOP lawmakers are cowards and could care less about our children or their communities.
Long story short all of these legislators are afraid of the teachers union. The Democrats are in debt to the teachers union because they fund their campaigns and if they cross the union the union will fund their opponent. Republicans are scared because the teachers union already target them these republicans don’t speak for their communities because they are scared losers.

While writing this post it looks like Frank Montes and Edgar Montes are ready to sit down and plan out some local events. Follow us and be kept up to date on all of the upcoming information on events and goings on in our area.
In Rialto we are almost always last at the table for fail to ever show up and its sad. We do have a beautiful community and were right smack in the middle of a ton of larger cities and we have the space and diverse population that would pull nice numbers for events. Not to mention 3 new schools and 2 others that are well-known and have a rich history behind them.
Food Truck Events have been pretty exclusive to Ontario, Riverside, Corona, Orange and LA Counties best we have seen of the events was the extreme westside of San Bernardino County. Thanks to Keith Kahn local food truck advocate smaller and food truck events have been popping up more and more and now we have 2 very close to Rialto. Redlands and Rancho School Districts took advantage of slow-moving County legislators and are hosting events this month to help support school programs that require funding assistance.
If it seems as if there’s another food truck festival every weekend here in the Inland Empire, it’s because there is one.
This Saturday (April 14), food trucks will be rolling in to Rancho Cucamonga for the Cougars Booster Club’s first food truck festival at Rancho Cucamonga High School, 11801 Lark Drive, Rancho Cucamonga.
The event will take place from noon to 6 p.m. on the practice football field behind the school. Admission is $5. Kids five and under are free.
An event flier promises DJs, live bands, a kids’ fun zone and 18 trucks.
Even though gourmet food trucks are not yet able to operate on a daily basis here in the Inland Empire, the food truck craze is continuing to spread, with events here almost on a weekly basis.
Redlands’ first-ever food truck event is happening from 11 a.m. to 3 p.m. Saturday (April 21) at Redlands East Valley High School, 31000 E. Colton Ave., Redlands.
Our friends over at I.E. Gourmet Food Trucks have invited some of the best food trucks from L.A. and Orange counties to join I.E.-based Suite 106 Cupcakery and Cafe 2 U to tantalize your taste buds.
With thirteen trucks scheduled to be in attendance, you’ll be able to satisfy whatever you’re craving, whether it’s a peanut butter/jelly/bacon/Sriracha burger from Grill ‘Em All, grilled cheese with a twist from Rebel Bite, a fried shrimp Po’ Boy from Ragin’ Cajun or a lobster corn dog from Slummin’ Gourmet.
Admission is only $5, with proceeds benefiting the Redlands East Valley Football Program and Second Harvest Food Bank. Kids four and under are free.

Rialto citizens can block these unfair rate hikes, but there is no time to lose!

Pictured Below : was the representative from the county child abuse division Rialto had 1,285 reports of child abuse 10% were found to be true.
So the first meeting after the meeting where Rialto’s Water and Waste Water systems were sold down the river to American (German) Water. Lets just say I learned a little more about the RUA (Rialto Utility association) and it wasnt good.
First order of business was to raise your fines for late payment of water and waste water bills. Did you know that there is a 20% rate reduction for Seniors 65 years of age and older and Very Low Income residents. You qualify for the rate reduction if you fall into one of the following (this is gross before taxes):
- 1 in household – 23,000 yearly income.
- 2 in household – 26,000 yearly income.
- 3 in household – 30,000 yearly income.
- 4 in household – 33,350 yearly income.
- 5 in household – 36,050 yearly income.
How do they pay for this program? With the 1.5% fine you pay if you pay your bill late. Now for some reason staff’s recommendation was to raise the rate to 10% because of the increase in water rates and also to fall more in line with other cities that charge 20-30%. They are operating under the assumption that more people will apply for the discount with the increase in rates.
One problem with this, why would more people qualify if it’s based on their income and not overall financial burden? Maybe because they are horrible at publishing what this city has to offer it residents, but that’s it. This is a hidden tax increase because the unused portion goes into the general fund so the city can allocate where the money goes.
So what did our elected officials have to say on the issue?
Mr. Ed Scott had an issue with the fact that it rolled over into the general fund but still voted for it.
Mrs. Deborah Robertson was wondering if it should be at 7-8% based on the reason staff was making the recommendation.
Mr. Ed Palmer was fine with the full 10% because we need to keep up with the jones even if it was un-nessicary we should feel good because we don’t pay 20% yet.
Mrs. Grace Vargas agreed with staff on the increase.
Mr. Joe Baca Jr. was also fine with the full 10%.
The way to get Mrs. Robertson to vote for it was to allow the income levels to be increased from Very Low to Low Income residents which follows as:
- 1 in household – 30,000 yearly income.
- 2 in household – 33,000 yearly income.
- 3 in household – 37,000 yearly income.
- 4 in household – 40,350 yearly income.
- 5 in household – 43,050 yearly income.
So with this yes you should see an increase in enrollment if they were ever going to tell anyone. This passed with a 5-0 vote.
Next was the total amount the city paid to MDI Media for the development and implementation of community outreach sources (the sale of our utility) $15,000 was set aside and grand total came out to $66,205. Does anyone think that we received our moneys worth? For that kind of money I would have liked to see all the bids from all companies in some type of online format. Passed 5-0.
Next was the changing of the company that handles the street sweeping we reduced the times to once a month instead of twice and we low balled it so don’t expect to get any real street sweeping done anymore. Passed with a 4-1 Mrs Robertson voted no because she didn’t believe the new contractor would be able to fulfill the contract at the bid rate (she is right BTW). Next was the realization that we still are responsible for certain things in the waste water system and their not cheap so far 1.7 Million has been spent on one piece of equipment. Council added to throw another 112,900 at it. Vote 5-0.
Now before we leave the water issue for this post let me tell you how out of touch our city government (excluding Joe Baca Jr) is with the residents. Ed Palmer stated at the council meeting that in the 2 weeks after the vote to sell our water interests to German Water he recived 30-50 calls & emails supporting the water deal? He never stated if these were residents, how many were unions or workers of American Water he just took it as there are only 30-50 people living in Rialto and they all want it so it’s a good deal, really?
Im a firm believer that our current council is well planted in fantasy land and either don’t know or care about what the tax payers want. Either way its wrong and borderline criminal. They all think that another Walgreens (Pepper & Foothill), adding a Circle K store to the 76 station (Foothill & Riverside), a new repair shop on foothill, more Dollar General stores (location unknown) that Rialto is making serious economic progress forward. Walgreens and Discount stores in Rialto are just not safe, Rialto PD is not able to handle the stores and crime we have now, I can’t even shop in this city without being robbed or having shady subjects approach me and my wife. People sit on the curbs in our neighborhoods drinking and acting crazy, drugs all over, gangs control massive sections of the city, robberies and petty thefts, stolen cars, cars broken into and homes broken into. Read the paper or watch the news a lot crimes comited in the recent months in Southern Ca are traced back to Rialto. Brian Stow beating, gang injunction, massive crack raid, RIALTO: Suspended officer charged with making criminal threats.
Your council wants to sell your water interest for 30 million in payoffs, they are all old and wont be around to see this water contract expire. They say they need the 30 million to replace RDA funds attract development. What happens when that money is gone? What are they going to sell next?
What scarier is they are going to attend the big retail shopping center conference in Las Vegas in the later part of May to represent our city in attracting new business. What we need is a pimp to go with them and every time they talk to someone pitching a discount mall, liquor store, medical marijuana store, some type of dollar store or we will re-sell you the stereo equipment we just stole from your vehical store the pimp would slap them and redirect them to a more favorable option one WE THE PEOPLE would like to shop at.

Here are the facts:
San Bernardino and Highland have new In & Out Burger locations.
Highland didn’t use any development funds to get that project done. (per the sun paper)
Our City Manager in Rialto says that there is little hope for an In & Out here. ( Stated at the Area 1 command meeting in January)
Listening to council and our mayor use the Dias and Sun Newspaper as their mouth piece stating that without the selling off of our utility and getting paid off they can’t attract new business.
I decided to give In & Out a call and I spoke to the Project Manager Ken. Ken said that they were days away from signing the deal and getting started when Governor Brown killed the RDA’s. He said that they are still committed to a In & Out restaurant here in Rialto and that they have done all of their due diligence paid all their fees and are waiting on the city to re-draft the contract from the RDA to the City.
So when your city council & mayor tell you that unless we sell off our water interests to a German Company and raise your rates over 100% and guarantee German water 30% a year profits no new business will come here know that they are full of it.
The real issue is that the people who council is playing to is big developers like:
Lewis Properties developers of the proposed Target shopping center where the airport now resides. The city has already thrown millions of dollars at this project to no where in environmental and Economic Studies, removing tenants from airport and re building streets. Now Council wants you to dump most of their 30 million dollar payoff from German Water into this project, a project lewis homes ran screaming from once because of the housing crash then with the loss of RDA’s. The only reason they are back in because there is now the possibility of more money 30 million worth.
Ron Pharris developer of the proposed Lytle Creek development project and the main reason that the water system needs to be up graded NOW. You see Ron wants to add a massive home community up above the 210 freeway, but he doesnt want to wait or pay to have the system upgraded he wats you to. SUPER WALMART someone is fighting for a Super Wal-Mart I don’t know who but they are. To make that project happen WE the RESIDENTS must pay to have infrastructure upgraded.
Lowes in old Wal-Mart spot ( One we get that Super Wal-Mart yuck) Lowes couldn’t pull off a successful store in North San Bernardino where more wealthy people live, what makes them think it will work here.
Unions AFL-CIO, Pipe Layers or Metal Workers they will sell your water company down the road to these select few to have the veiled promise of jobs and heck German Water can afford it remember the city has promised them 30% profits every year on top of expensive labor.
So don’t listen to what council IS SAYING listen to what their not saying.

Below is the article in reference to the latest IN & OUT Burger location to come to the IE. Highland landed the popular burger chain after 5 years of work, and they used no development funds. Yes if you approach them the right way and prove that thier is nothing but upside to adding thier business to your city GOOD companies will take the measured risks in opening a new location.
Our city officals can’t figure out how to do this without selling off all their utilities and allowing a German Company to steal from the residents.
HIGHLAND – In-N-Out has arrived.After years of waiting, Highland residents now can say they have an In-N-Out Burger.The newest Inland Empire location at 28009 Greenspot Road opened last week.
Mayor Larry McCallon said the arrival of the popular burger chain “is a big deal.” It’s the most common question people had asked, he said, “When is In-N-Out opening?”
McCallon said the quest for In-N-Out began some five years ago when he and other city officials approached the company’s booth at an annual convention of the National Association of Shopping Centers in Las Vegas.
Does anyone from Rialto even know what this is? If not our new council should figure it out.
He also said that no redevelopment funds were used to entice the restaurant to the city.
The restaurant employs about 50 (if these were union jobs our current council would be tripping over themselves to get ours open) and features one drive-through lane plus indoor accommodations for 97.
This location of the Irvine-based chain is led by manager Shauna Myers, an employee of the company for 15 years.
Highland residents were excited to know that the long-awaited restaurant had finally arrived.
Anita Fonnett said, “all my friends are really excited about this.” Her husband, Richard, said he’s been a fan of the chain since at least 1978.
Both said there would be more occasions for enjoying In-N-Out now that the restaurant has opened in their town.
After finishing classes at Redlands East Valley High School on Monday, Steven Taylor, 17, stopped by his hometown’s newest restaurant.
“The animal fries are addicting,” he said.
Paul Todak, 25, of Redlands said he has been eagerly awaiting the opening.
On Monday, he met several family members at the restaurant for lunch, including his sister Katrina Johnston, 34, also a Redlands resident.
“I wish they would open one in Redlands,” Johnston said. Redlands will probably see one in their city before Rialto ever does.
