Rialto Residents Brace for Another Gas Price Increase Yet Again

Because we are gluttons for punishment in California and especially in Rialto our fearless leaders are dropping yet another gas tax on people who buy gas in California. Rialto residents get additionally taxed because Rialto residents have to pay for damage that Burttec has caused to our streets.

California is poised to charge the highest taxes and fees on gas in the COUNTRY once the 5.6 cent tax increase goes into effect on July 1st. What is scary is that State leaders say they will still be BILLIONS of $$$$ short of what is needed to fix California roads. They are still trying to fix what is already there still they have no plans on how to increase lanes yet they keep increasing the population. These taxes are part of the SB1 bill that state Demoncrats approved in 2017 and California Voters failed to pass a proposition that would have killed SB1 and the pending tax increases.

Even with the increased taxes the state claims they will be $78 Billion short of what is needed to bring California Roads and Bridges into GOOD repair. Why are all these taxes not enough? Here are some glaring reasons:

  • More than 60% of the money from SB1 wont ever go to fund a single road repair project, this money is going to mass transit, failed high speed rail and bike lanes.
  • Caltrans is a drain on society, they work slow and have thousands of engineers that sit around. They agency is full of fraud, bribery, favoritism, bid rigging, and  spending work time to derail a citizen proposition.
  • California leaders have been robbing the road fund for years only to now say we don’t have enough.
  • Funding health care, drivers licenses, food stamps, public education and so much more for illegal aliens.
  • They even go so far as to give themselves yet another raise!
  • Don’t forget the massive looming deficit coming for the State in the Retirement System PERS!

So it looks like California and Rialto are in for more and more increases in taxes until they start speaking louder from the ballot box!

All Residents Pay A Unpopular Fee, but Not All Benefit From It

On May 28th we learned something about our least favorite fee in the city that should have your blood boiling. For the last 4 to 5 year you have been paying and ever increasing tax on your monthly trash bill. This TAX was added to deal with Rialto’s streets that are deteriorating much faster than Rialto officials can keep up at least that is what we were told.

On May 28th we found out that streets that are in poor repair will not be fixed with the Trash Fund money, only newer streets will get any work done from the Trash Tax. There is a promise that they will seek out a way to do something for those residents but they say that as we head for Bankruptcy!

Activists told the city council and the residents that the city would find ways of putting this money back into their own pockets and moving street maintenance money around to other pet projects. The last honest Councilman caught his colleagues playing games with this money shortly after it was approved.

Councilman O’Connell was interviewed by Sun reporter Leslie Parrilla and said:

“We gave the impression that we were going to use that money to help improve the roads,” O’Connell said.

The increased rates for the city’s solid waste collection, recycling and disposal service rates were passed to help maintain Rialto’s deteriorating roads. But after the fees started being collected, the roughly $1.2 million normally budgeted annually for road improvements dropped to $600,000 this year, instead of increasing with money from the new fee.

“It seemed to me the citizens got it right when they said, ‘be careful, they’re going to take advantage of it,’ ” by moving money around, O’Connell said.

The plan was to decrease the Trash Tax and fix the roads with Measure U. Well a year later Councilman O’Connell passed away unexpectedly and since then here are all the things Measure U is targeted to cover:

  • Millions in behind street maintenance.
  • Reduce the now PERMANENT Utility Users Tax by 25%.
  • Cover our $150 Million Dollars of Unfunded Liabilities.
  • Provide for more cops.
  • Provide more money for Recreation Programs.

The only problem with these promises is that even with best case scenario is that the tax would bring in $15 Million a year. As of today there is less than $10 Million in an escrow account while the tank farms sue us. It looks so grim that the Mayor and Ed Scott are publicly talking about settling for way less than expected just to get something.

While that goes on Burrtec spends thousands of dollars on campaigns for elected officials that act as rubber stamps for their programs and agendas. While Burrtec is holding a fundraising party for the Mayor they got:

  • Rialto residents to pay for the damage thier trucks do to the road.
  • A 10 year contract that never expires because it renews for another 10 years each year and we have to give them 10 years notice if we want out of the contract.
  • They got $1.3 Million back in their pockets that was supposed to go to create a community garden for the North End of the city.
  • We now are forced to pay burrtec through our property tax bills so we can’t see the many times they raise our rates.

Sean Flynn Offers A New Approach To Creating Change In San Bernardino

We had a chance meet with Sean Flynn a candidate for the 31st Congressional District which stretches from Pomona all the way to Mentone!

This district covers a large portion of Rialto and most of San Bernardino.

The city of San Bernardino has been in trouble ever since the city went through bankruptcy and things have been pretty bleak. Many former San Bernardino residents that have returned for business or visits have described what they see when returning as a gut punch. Public Safety services and General Public services took a hit and still struggle to come back to life as San Bernardino rises from Bankruptcy.

The recent shooting that put 8 people in the hospital including one minor has once again surfaced the talk of what can be done in San Bernardino to deal with crime? The answer currently is to place private security officers at the location of this most recent shooting and argue over how to police a city that seems to be still dealing with the massive collapse of their economy.

The ideas being put forth now are the same old answers that sadly haven’t worked and even though the current congressman feels bad for those effected by this horrible incident he has nothing worthwhile to offer as a solution.

Sean Flynn sat down with us to talk about a lot of what he wants to bring to the District if he is elected to Congress in November. His take on San Bernardino even before this horrible situation is so vital we thought it would be a good idea to put this part out before we release the entire interview.

We thought this idea of taking federal resources and applying them to struggling communities was very innovative and hasn’t been brought forward yet, what do you think?

How Regional Boards Are Eating Rialto Alive

Hello Rialto hope everyone is doing well.

We are just a few weeks away from the City of Rialto asking you to further burden yourself with a Tax (Measure M) that you will no longer ever have control over. We thought it would be good to start spilling out the massive problems with the Mayor and Councils approach to development.

Our fellow video blogger Gary Gileno put together a video about how city councils in other cities have a major impact on the lives of residents like Rialto. The video that Gary posted is about City Councilman and Regional Government Thug Alan Wapner. Why is this important to Rialto? Well many on the Ontario Council have made statements that they don’t fear upcoming unfunded liabilities within the PERS program because they are flushed with cash.

What most people don’t know is that the Medline Warehouse brings in over $6 Million each year in tax revenue Rialto only gets $3 Million each year. The other $3 Million goes to Ontario because of a deal Ontario worked out with Medline. Yes we took on a tenant that still has to pay money we should get to a city FLUSHED with CASH!!!! Must be a nice problem to have.

All of this was done without even letting the public know……..

Local IE Activists Support Victims Of International Crime

Local activists that are spending their time and energy to hold the line on corruption and abuse of tax dollars stood behind Republican Presidential Candidate Donald Trump representing the adults and children that have been killed by people who were allowed to enter this country illegally. We were in Ontario California at the Double Tree Hotel looking to cover the Candidates looking for your vote here in Rialto for Congress, Senate and Assembly. These people were speaking to the voting members of the San Bernardino County Republican Party Central Committee to endorse them in their prospective races. Ben Lopez listed as the groups Treasurer/Parliamentarian took it upon himself to shut down us and another attendee in recording the candidates not the unorganized fashion they ran their meetings. We have slammed Democrats for this very thing after shutting down our camera we stated that nowhere was there a posting that recording wasn’t allowed Ben Lopez barked its in our bylaws. Well as a guest reporter we found it difficult to know the rules of a group we just found tonight. What is funny is someone sent us a photo that was taken from the stage while we were recording, a news camera right over our shoulder and others on cell phones for nearly a half hour while Rafael Cruz addressed the same meeting.

Statewide Coalitions Call Foul On The Assembly & Senate Pushing In Last Minute Marijuana Legislation

So while you were looking at Gas Taxes the Governor, Senate & Assembly were working a back door deal to push further Marijuana legalization in a last minute vote on the last day of the legislative session. this effort comes on the heels of the Director of the Office of National Drug Control Policy’s report showing a rise in Marijuana use in teens 12-25 years of age. National Data showed the following:

“Overall, the use of illicit drugs – including marijuana – among Americans aged 12 and older increased from 9.4 percent in 2013 to 10.2 percent in 2014. This was driven particularly by the increase in adult marijuana use.

So why would the State Legislative Body push last minute regulations when this evidence shows that young people are suffering at the hands of lies from Big Marijuana and the Pro Drug Legalization Movement? The bills in question are SB 643 & AB 266 both had last minute deals struck to change the wording and regulations of both bills to better suit Big Marijuana yet as of 10am this morning the language has yet to be updated according to Scott Chipman the Southern California Chair of CALMca (Citizens Against Legalizing Marijuana).

David Phillips the Executive Director of Inland Valley Drug Free Coalition said that one of the bills sponsors Assemblyman Tom Lackey’s office said Friday that the text would be updated by noon Friday for public review. Mr. Phillips has heard about the changes and isn’t buying it. Mr. Phillips said “One of the biggest issues is the lack of criminal penalties if the new Law isn’t obeyed. Without criminal penalties this effort only further hurts today’s youth and our communities. Even doctors and pharmacy’s can face jail & or prison time for not following regular drug laws and policies what makes Big Marijuana any different.”  Mr. Phillips is referring to the shops that are shutdown then reopened days later. Drug dealers don’t care about business licenses or monetary fines and or penalties the profit for selling Marijuana makes it worth it. You have seen it in the Southern California media LA, Costa Mesa, San Diego & San Bernardino are just a few of the cites that have been dealing with the revolving door of Marijuana Drug stores.

Now is the time to once again lean on our elected official’s to speak for children and communities rather than Big Marijuana & Drug Dealers. Call your elected official’s and tell them to vote no one bills SB 643 * AB 266

After nearly 20 years, at the last minute of the last day of the legislative session, Californians will see the “deal” lawmakers have made regarding regulation of the multibillion dollar “medi pot” industry. The obvious reason this regulation is difficult is because THERE SHOULD NOT BE a “medical” marijuana industry.

In 1996 Prop 215 voters did not vote for a big marijuana industry. They didn’t vote for drug dealers operating behind glass doors in local business districts. They did not vote for hash oil labs or the hash oil laced candies, cookies and sodas that provide dangerously high levels of THC. They did not vote for drug culture advertising to youth and young adults.

The fact that California is now the largest supplier of marijuana to the rest of the country is tribute to a legislature that has been unwilling to address the reality that “medical marijuana” is a rues in support of just plain drug trafficking and dealing. With the “Emerald Triangle” providing 60% of all the marijuana in the country we now are the drug cartel for the US.

Through inaction and tacit and institutional approval, elected local, federal and state officials have created a huge illicit drug industry, drug addicted population, and drug harmed society. Now the answer to the public health and safety hemorrhage created by government is a government band aid?

What is needed would be to get back to what the voters approved in Prop 215 only. If a band aid is all that can be applied then a proper band aid would at least include:

  1. Local control maintained – of course! This has already been upheld by the CA Supreme Court. It is not a real concession to allow local control to continue. It must be considered a given.
  2. Raise age of use/purchase to 21! – The science would argue for 25 when the brain is fully developed! How can there be a big concern about under 21 tobacco smoking and not marijuana smoking? More kids and college students are smoking pot than cigarettes.
  3. If this is “medicine” treat it like medicine – use the CURES system like every other pharmaceutical This would include limiting the THC level to the levels of FDA approved cannabis based drugs such as Dronabinol (marinol).
  4. Limit the number of recommendations a doctor can make for marijuana and a proven connection between the ailment and the marijuana being recommended. Require a second opinion from a specialist in that medical area.
  5. Eliminate advertizing especially to youth, including product placement in print and onscreen use in film and television. NO PORN STAR SPOKESPEOPLE PLEASE!
  6. Eliminate packaging mimicking well known products like candies/cookies/sodas and other well known edible products.
  7. Require full compliance with the Sherman Food and Cosmetic Act. All other industries must, so why not the pot industry?
  8. Include tracking from seed to sale. Where is it coming from and where is it going? Every “patient” must be registered and have purchase records kept. That is a pharmaceutical industry standard.
  9. Eliminate all private grows and sales. These are just drug dealers operating for a profit. Establish state run grows and distribution in each county. At least require full non-profit status. Anything less is drug dealing pure and simple.
  10. Enforcement must be real and not left up to localities. The feds have said they won’t interfere in a state that has strong effective pot regulations. Well, if state regulations are not being followed the state should ask for federal enforcement help. This would be real enforcement with real consequences. The state ABC is an example of an agency with almost no enforcement (or investigations). We have no confidence that local enforcement will materialize.
  11. Eliminate illicit deliveries that don’t come from a properly regulated (all of the above) establishment. Call for federal enforcement against unregulated delivery services.
  12. Eliminate the sale of hash oil products – BHO explosions are epidemic now. Where does the BHO come from? Illegal labs of course. And nearly 50% of sales are high strength BHO infused products
  13. Create a drugged driving test and track and publish the negative impacts such as child fatalities related to marijuana (Arizona does it) and fatality crashes where marijuana is involved, and arrest percentage numbers of those testing positive for marijuana. Don’t allow permits until these tests and tracking procedures are in place and functioning.
  14. Establish an education system for parents, kids and teens on the science behind the harms of marijuana. (This could be dangerous as the PC anti drug war crowd would likely be assigned by Gavin Newsom to create and control the curriculum.)

Does this sound like a lot of regulation? Yes it is and yes it all should be done. There is nothing required above that is not already in place for other industries that have the potential to negatively impact public health and safety. If the goal is to protect health and safety there can be no half measures.

Some will say, “Finally, we got something!” But what we will likely have is another institutionalization of a drug dealing “big marijuana” industry. Some will say, “We have to do this to protect against the potential of legalization in 2016.” This band aid is a great argument for why, from now to November 8th, 2016, the voters of California should speak out in opposition and then vote against the further institutionalization and legalization of marijuana.

Meeting Wednesday may be one step closer to toll lanes in the Inland Empire

One of the items before the board of San Bernardino Associated Governments (SANBAG) is a draft on how toll lanes would operate and how money would be collected and spent at the board’s regular meeting that starts at 10:30 a.m. on the second floor of 1170 West 3rd St. in San Bernardino.

The Board is currently looking at two plans to bring toll lanes to the 10 freeway from Pomona to Redlands and the 15 freeway from Riverside to Hesperia. The current Toll Lanes and Toll Roads in Southern California go mostly unused and empty leaving more freeway unused when traffic is already so bad. To make matters worse lets not forget the lower economic status of most Inland Empire residents so to levy a new FEE on residents seems heartless. Their is mixed reaction to the idea and it seems the crowd against Toll Lanes has the most community support but is getting snubbed by the County Board.

Bryon Thornberry said via Facebook “Toll=Tax, CA is already one of the most taxed states in the US.”

Tressy Capps one of the leaders looking to halt this idea in it’s tracks said this “I discovered the CAG meetings for the 1-10 corridor project (TOLL lanes) on the website and went to the meeting in Colton on Mar. 18, 2015 I was stunned at the lack of transparency and secretive nature of the meeting. I was told I could not videotape the meeting. They mentioned checking with their attorney, which felt like some sort of threat. I did not feel welcome at all and now doubt they have any real intention to disclose their TOLL lane plans in a meaningful way that the public can legitimately engage in. The feedback I have received when discussing the prospect of TOLL lanes with the public is overwhelmingly negative. The problem with these meetings is people with their own pocketbooks in mind are making decisions that affect the community at large and they don’t seem to care about the communities opinion or thoughts. Tim Watkins spokesman for SANBAG said in an interview with the PE

“Carpool lanes are being considered for I-10 because that freeway is more heavily used, said SANBAG spokesman Tim Watkins. Approving the toll policies will allow the project study process to move forward, he said.

Public Safety Committee shoots down Teacher Sex Bill

Tom Ammiano represents the 13th district and was key in shooting down key legislation that would put harsh penalties on teachers looking to take advantage of their students.

So who wants a new reason to despise their elected officials?

I got one for you, who thinks its ok for teachers K-12 to date their students? Who thinks its ok for teachers to pull full pensions when they have committed a crime especially crimes against children?

The Committee on Public Safety Voted down Assemblywoman Kristin Olsen, R-Modesto, who sponsored a bill that would have made it a felony for teachers to date their students. , accused committee members of siding with predators.

Why does she accuse them of siding with predators, because their committee voted down Mrs Olsons bill. Her bill would have re-drawn the lines between the Student Teacher relationship. Yes a law is needed because of the bond a child can develop with their teachers especially with parents becoming more busy and kids are spending more time with their adult teachers vrs their own parents. Plus teachers hold a level of control over their students that gone unchecked can be dangerous.

I speak with knowledge of my education in Child Development not to mention the ease teachers in LAUSD and other surounding districts have been abusing children and going undetected.

committee chairman Tom Ammiano, D-San Francisco called the bill “not fully baked” and suggested it might violate the rights of consenting adults. Who cares about the children Right Tom Ammiano?

Olsen said at least 16 other states have passed similar laws. She said it was not knee-jerk legislation. I agree our legislators have wasted time on do nothing bills and ignored crime and the budget. This is why we need a pert time legislator.

Assemblywoman Holly Mitchell, D-Los Angeles, objected to targeting the pensions of a single group of public employees. She said she would be open to a bill that made teacher-student relationships a felony but did not go after retirement benefits. So Mrs Mitchel is more worried about Criminal Teacher Pensions than your children’s safety.

Assemblyman Gil Cedillo, D-Los Angeles, joined Ammiano and Mitchell in voting against the legislation. Cares more for criminal Teachers than your kids Safety. Mr Cedillo makes me the most sick because LAUSD seems to be the main breeding ground for education pedifiles.

Assemblywoman Nancy Skinner, D-Berkeley, abstained from voting, and is a coward for doing so what good is she if she wont go on the record.

The two GOP members of the committee, Steve Knight, R-Lancaster, and Curt Hagman, R-Chino Hills, were absent.

Public Safety Committee (Vice Chair) Steve Knight was absent from the committee meeting where a bill was introduced that would place harsh penalties on teachers looking to take advatage of their students.

Steve Knight was in Sacramento by his own admission on his Face Book page pandering to the airspace lobby instead of casting his vote and being the voice for the people. Both GOP lawmakers are cowards and could care less about our children or their communities.

Long story short all of these legislators are afraid of the teachers union. The Democrats are in debt to the teachers union because they fund their campaigns and if they cross the union the union will fund their opponent. Republicans are scared because the teachers union already target them these republicans don’t speak for their communities because they are scared losers.
