Rialto Residents Brace for Another Gas Price Increase Yet Again

Because we are gluttons for punishment in California and especially in Rialto our fearless leaders are dropping yet another gas tax on people who buy gas in California. Rialto residents get additionally taxed because Rialto residents have to pay for damage that Burttec has caused to our streets.

California is poised to charge the highest taxes and fees on gas in the COUNTRY once the 5.6 cent tax increase goes into effect on July 1st. What is scary is that State leaders say they will still be BILLIONS of $$$$ short of what is needed to fix California roads. They are still trying to fix what is already there still they have no plans on how to increase lanes yet they keep increasing the population. These taxes are part of the SB1 bill that state Demoncrats approved in 2017 and California Voters failed to pass a proposition that would have killed SB1 and the pending tax increases.

Even with the increased taxes the state claims they will be $78 Billion short of what is needed to bring California Roads and Bridges into GOOD repair. Why are all these taxes not enough? Here are some glaring reasons:

  • More than 60% of the money from SB1 wont ever go to fund a single road repair project, this money is going to mass transit, failed high speed rail and bike lanes.
  • Caltrans is a drain on society, they work slow and have thousands of engineers that sit around. They agency is full of fraud, bribery, favoritism, bid rigging, and  spending work time to derail a citizen proposition.
  • California leaders have been robbing the road fund for years only to now say we don’t have enough.
  • Funding health care, drivers licenses, food stamps, public education and so much more for illegal aliens.
  • They even go so far as to give themselves yet another raise!
  • Don’t forget the massive looming deficit coming for the State in the Retirement System PERS!

So it looks like California and Rialto are in for more and more increases in taxes until they start speaking louder from the ballot box!

All Residents Pay A Unpopular Fee, but Not All Benefit From It

On May 28th we learned something about our least favorite fee in the city that should have your blood boiling. For the last 4 to 5 year you have been paying and ever increasing tax on your monthly trash bill. This TAX was added to deal with Rialto’s streets that are deteriorating much faster than Rialto officials can keep up at least that is what we were told.

On May 28th we found out that streets that are in poor repair will not be fixed with the Trash Fund money, only newer streets will get any work done from the Trash Tax. There is a promise that they will seek out a way to do something for those residents but they say that as we head for Bankruptcy!

Activists told the city council and the residents that the city would find ways of putting this money back into their own pockets and moving street maintenance money around to other pet projects. The last honest Councilman caught his colleagues playing games with this money shortly after it was approved.

Councilman O’Connell was interviewed by Sun reporter Leslie Parrilla and said:

“We gave the impression that we were going to use that money to help improve the roads,” O’Connell said.

The increased rates for the city’s solid waste collection, recycling and disposal service rates were passed to help maintain Rialto’s deteriorating roads. But after the fees started being collected, the roughly $1.2 million normally budgeted annually for road improvements dropped to $600,000 this year, instead of increasing with money from the new fee.

“It seemed to me the citizens got it right when they said, ‘be careful, they’re going to take advantage of it,’ ” by moving money around, O’Connell said.

The plan was to decrease the Trash Tax and fix the roads with Measure U. Well a year later Councilman O’Connell passed away unexpectedly and since then here are all the things Measure U is targeted to cover:

  • Millions in behind street maintenance.
  • Reduce the now PERMANENT Utility Users Tax by 25%.
  • Cover our $150 Million Dollars of Unfunded Liabilities.
  • Provide for more cops.
  • Provide more money for Recreation Programs.

The only problem with these promises is that even with best case scenario is that the tax would bring in $15 Million a year. As of today there is less than $10 Million in an escrow account while the tank farms sue us. It looks so grim that the Mayor and Ed Scott are publicly talking about settling for way less than expected just to get something.

While that goes on Burrtec spends thousands of dollars on campaigns for elected officials that act as rubber stamps for their programs and agendas. While Burrtec is holding a fundraising party for the Mayor they got:

  • Rialto residents to pay for the damage thier trucks do to the road.
  • A 10 year contract that never expires because it renews for another 10 years each year and we have to give them 10 years notice if we want out of the contract.
  • They got $1.3 Million back in their pockets that was supposed to go to create a community garden for the North End of the city.
  • We now are forced to pay burrtec through our property tax bills so we can’t see the many times they raise our rates.

Rialto Leadership Lacks The Ability To Lead ALL of Rialto

With homeless population increasing every single day and the core of the city falling into disrepair many of the regular unconnected people in Rialto are asking if our leaders still have what it takes to lead all of Rialto. There is development happening in the North and South ends of the city but as you move closer to the city center the decay becomes quite evident. This question isn’t just something whispered about in quite circles but people are asking it out loud in public forums and there really isn’t any answer to the questions.

At the Rialto Unified School Safety Seminar the question was asked multiple times about what the city and schools are doing to deal with homelessness and the crime and consequences that come with them. Rialto Police Lt. Cameron Nelson said that the police departments hands are tied by new public camping laws (nobody ever references a specific law). The problem has become so bad that parks and schools are now dealing with homeless living in the or near them. One are that was brought up at the school safety seminar was the walking trail behind Rialto Middle School and Warner Elementary School. Both of these schools have access gates that open up into this trail. This BLOGGER brought up many concerns with this trail and having access gates to the schools. The powers that be said I was crazy and just trying to get in the way of progress. Now we have unstable people living where kids walk to school and have access to the schools. Does a child have to be hurt or go missing before anyone listens?

When it comes to what our leaders it seems that most of them are ok with Rialto becoming an homeless magnet. Mayor Deborah Robertson seems on a fast track to begin opening housing shelters in Rialto. When new laws are thrown in the public’s faces as the reason that more isn’t being done to fix the problem I wonder what benefit we get from the HUNDREDS of THOUSANDS of $$$$$ we spend on lobbyists and having our elected officials travel with our tax dollars to Washington and Sacramento.

Some if the worst areas of our city are the main corridors that people travel every single day! Areas like Route 66 that are full of shuttered businesses, graffiti and homeless are far from the beacons of progress and prosperity that our leaders preach about.

While You Were Sleeping Massive Changes Took Place in Rialto

 

 

On June 12th 2018 the Rialto City Council voted to move animal control services over to Riverside County rather than look to keep those operations local. Interim Police Chief Mark Kling went on and on at the June 12th meeting saying how nice the Riverside County Shelter is and how this will be better for Rialto. The Police Chief asked three of the people from the Riverside County west shelter to come out and do a presentation.

What was poor in this presentation is that there were a lot of games being played when it came to the shelters’ kill numbers. When Chief Kling spoke about Devore he used exact numbers when referring to Riverside County’s kill rates, they spoke in vague percentages. There was no mention of any issues are problems. For example what happens when the shelter runs out of space or how will the city get the word out to people, letting them know where they can find their lost pets as of July 1st. This is very concerning since it is right before the July 4th holiday when most people loose their pets. There is no money being dedicated to getting the word out in mass in the next four days (thank god for this blog). We did speak to John Welsh with Riverside County Shelter systems and he did say he would be reaching out to local media (including this publication) to work to educate residents on the change in shelter services

While the Riverside shelter is beautiful and very state of the art, we have questions on whether the facility is designed to handle animal services for two counties let alone two of the biggest counties in the State of California. John Welsh told us that this contract was possible because of the work that Riverside County has done to address their numbers of animals housed in their shelters. John Welsh seemed pretty optimistic that there wouldn’t be any problems with reaching capacity.

We sat down with Police Captain Wilson with Rialto Police and he said that this is not a perfect situation, but it was something worth looking into. He also broke down some of the items that were not clear in Police Chief Kling’s presentation to council on June 12th.

  • Devore requires injured animals to be taken to a vet prior to being admitted to the shelter forcing the city to pay a separate vet bill – Captain Wilson was not sure why in house vet services covered by SB County are not used to cover these costs.
  • Devore doesn’t like to take cats and will not take kittens. Currently if we have kittens we have to take them to Grand Terrace at a cost of $70 a kitten.  Riverside County will take cats and kittens as part of the contract – Reports from people living in the Riverside County area are reporting that even though Riverside County takes kittens,  they euthanize them (see image below). John Welsh from the Shelter system wasn’t sure about the complaint below but did acknowledge that they are getting better at dealing with felines.
  • Riverside County has a panel set up for animal seizures from homes found to be unfit costing the city money to hold the animals while the case is adjudicated – What this will do is build a greater barrier between owners who may be likely to seek out an opportunity to fix the problems found and keep their animals.
  • There is no plan to address the longer travel time to the new shelter when picking up lost animals – According to the last Southern California Associated Governments local profile on Rialto “32 percent of Rialto households own one or no vehicles”. This means over a third of our population will lack the needed resources to travel 55 mins to get to the shelter to pick up their animals. Another problem is that 7.8% work and live in Rialto, while 92.2% commute to other places meaning that people who have a car to get to this far away shelter are at work and stuck in traffic. The Riverside shelter does not have late hours and are only open for a short time on Saturdays and closed on Sundays.
  • There is no plan in place to deal with the problem of what happens when the shelter is full – Riverside County already has a big problem with lost and abandoned animals. Now with Fontana, Rialto, Loma Linda, Grand Terrace and Colton adding animals to the system the question isn’t if , but when they hit capacity. John Welsh told us that this contract was possible because of the work that Riverside County has done to address their numbers of animals housed in their shelters. John Welsh seemed pretty optimistic that there wouldn’t be any problems with reaching capacity.
  • When asked about the accusation that Riverside County is reaching well outside their boarders in an effort to fill the gap of a lack of adequate funding in a County facing massive budget shortfalls Captain Wilson confirmed knowledge of Riverside County hasting budget problems and that these contracts would provide some relief – So the question is how can we guarantee that we will still get what we have been promised out of the contract and that they wont start making massive cuts to save the program? John Welsh admitted that the shelter spent the last year in the red but that they did not hunt out this contract, the city of Rialto came to them.

We spoke to someone in the office of SB County Supervisor Janice Ruthaford. They claimed that Riverside County was poaching San Bernardino County cities in an attempt to cover cuts in funding, that SB County has set aside $10 Million to develop a new state of the art animal control facility to be placed in a more central location to cities in the valley that currently use Devore. Dan Flores from Josie Gonzalez office also confirmed that there is a plan to build a facility here in the Inland Valley region. He did say that if they did not have the partners from local cities that they may be forced to re think the design and capacity of the facility.

The problem with this is that the change in shelter services was made without any public input. The Police and city are quick to run out and promote the latest tax increase or law, but when they are looking at a hot button issue like moving animal shelter services they are tight lipped and move under the cover of darkness.

The problems that still exist are access to the animals for the Rialto population, why the city was so tight lipped about the change and why are they still waiting to tell people about the anticipated change in shelter locations? We here at Rialto Now feel confident that we have spurred the right people into moving with the information sooner rather than later.

 

 

Travel and Transparency Remain Out of Control in Rialto

Rialto Police Department wants you to believe that they are concerned with providing money to keep your Police Department fully staffed. They went as far as to scare local residents into voting for a permanent tax this month to keep police services at their current levels.

This blogger would like to remind you of the following:

  • We have harped on out of control spending on travel.
  • We have told you that there is Zero transparency in the City of Rialto.
  • Outside of this blog NOBODY is reporting on or writing about Rialto.

At the June 12th city council meeting the city council approved

Request City Council to Approve a Travel and Training Request for
Lieutenant Dean Hardin to attend Senior Management Institute for Police
(SMIP) of the Police Executive Research Forum (PERF) in the Estimated
Amount of $10,405.60, Budgeted in the Proposed Fiscal Year 2018/19
Budget.

As you can see from the photo above the estimate that Rialto Police Department submitted was from April 30th yet they are barley bringing this item forward on June 12th? The date of travel is July 7th, not sure about you but airline rates get more expensive as you wait to book your flight closer to the departure date. Don’t worry being frugal with tax dollars is a thing of the past now.

Literature that looks like it was copied on a machine from the 80’s state this is a training for Chief’s of Police. Are we spending over $15K to give a Lt. andance training so he can qualify for a promotion? Shouldn’t that be the burden of the employee not the Tax Payers?

“Chiefs must find new ways to address these issues and deliver a wide’r scope of services, often with fewer resources.”

Also this was stuck on the consent calendar meaning their was no discussion and very little input on why this travel expense was relevant in the 1st place. This must be why people like to work in Rialto they get to travel for FREE on your tax dollars.

TheREAL FACTS About Measure M
  • Measure M is a tax increase. The 8% Rialto Utility Users Tax (UUT) was given to the city council and all they did is abuse the tax and waste time and money. Now to remove any responsibility to the voters they are giving themselves a permanent TAX increase FOREVER!!!!!!!
  • This levy on utility bills provides roughly $14 million in revenue per year. These funds go into the General Fund and are abused by the city. The mayor and council play games with your taxes and name buildings and parks after their political allies. The council needs this money to cover the MILLIONS in Lawsuits that they have single handily brought on Rialto Tax Payers.
  • To scare you into voting for this measure the city is using the old scare tactic of taking away police and fire services. Councilman Ed Scott has been Quoted saying that rialto police the bottom of the barrel.
    • The police never respond to complaints and are causing more problems then they solve. Rialto Police are famous for the drive by they do when they respond to a call. This consists of cruising by the location at 45 MPH. Rialto Fire spends more time outside the city under a mutual aide agreement than they do inside the city. Also they are preparing to stack a Fire Tax on top of this one next year. ALL WITHOUT YOUR CONSENT!
    • Reducing the Public Works Department by 11 positions, will make little change since the city looks horrid as it is so nothing will change.
  • Had it not been for dedicated people like us the Council was HELL bent on charging this tax on all seniors!
  • Rialto Fire charges annual fees to pick you up in an emergency leading to more people avoiding calling for help and risking further injury by waiting or self transport.
  • Rialto charges you a TRASH TAX because BURRTEC trucks are too heavy for Rialto streets but we can’t charge BURRTEC for it because they are political allies of Mayor Robertson.
  • $100,000 a year is paid so that our elected leaders can travel all over the country on your DIME.
  • Even if this measure passes Rialto will still be bankrupt in 4 years. The only difference is you will be stuck with a Utility Users Tax that NEVER ENDS!!!!!
  • The people signed onto this TAX are doing so to keep the flow of your tax money into their pockets. A small handful have been bullied into signing on to this tax. Multiple people have reached out saying that the Mayor said get on board or else.

Rialto Top Officials Skip Out On Fallen Officer Remembrance Event’s

On Wednesday October 18th a Memorial and Remembrance Luncheon was held for fallen Rialto Police Officer Sergio Carrera Jr. who lost his life in the line of duty 10 years ago. Both the Graveside Memorial and Remembrance Luncheon were put on and put together with the hard work and support of Rialto Police Benefit Association without the police union this event would have never happened. Source tell us that if the Rialto Police Benefit Association had not stepped up nothing would have been done to honor this 10 year anniversary.

Those in attendance said that the event was a great way to remember a great officer who was taken away from his family and co-workers too soon. You may remember we called out the Mayor for not attending another event to honor Rialto’s fallen officers and Mayor Robertson got very upset with us and even Ed Scott barked at us for even suggesting that the Mayor and her council don’t support our fallen officers. Well actions speak louder than words and sources tell us that the council’s lack of actions speak louder than any words they may speak.

On October 19th sources close to the event reported that not one of the cities elected leaders even stopped by to say hello to the family or even give their condolences. Sources tell us that Captain Andy Karol from the command staff attended the Remembrance Luncheon on behalf of the Department. Also officers who stopped by the Luncheon that was in the city limits to remember their fellow fallen officer were scolded for doing so.

We reached out to those on Council and got a response from Councilman Andy Carrizales:

 “The Carrera family and our police officers were on my mind yet I was unable to attend due to being out of town”
When we asked Councilman Carrizales his thoughts on nobody from the city showing up to either event all he said was “wow”.

This is one of the many reasons local election advocates urge the community to look for sincere elected officials that will take these moments to show care and concern about their communities needs. As a son of a Military and Law Enforcement professional I can tell you that the pain of losing a loved one in the line of duty is a fear I am glad my family never had to endure.

Public Safety takes a Break from Regular Duties to Attend Mayors Jazz Festival

So it appears that police from three different cities will be hanging around Jerry Eves Park in North Rialto. Mayor Robertson has brought back her failure of a Jazz Fest event once again to the city of Rialto. This time instead of just wasting our resources three cities are wasting valuable public safety resources on yet another failed event.

Whoever the Mayor has running her ticket sales they should have learned from the last failed event that dropping ticket prices at the last minute tells people WE CAN’T SELL THESE TICKETS. Normally you give early birds a great price then the general admission price kicks in, but Mayor Robertson not having a business bone in her body just can’t seem to learn how to course correct for the life of her. As you can see the price never went back up it stayed at the $45 price event at the day of the event.

Like it or not our Mayor has once again took it upon herself to spend YOUR tax dollars on a PRIVATE event without any outside oversight, here is a list of what DA Ramos and his staff are refusing to look into:

  • City Commissioners say that Pam Kennedy the Main office Manager was passing out a stack of what looked to be at least 200 tickets out to city staff and commissioners. Who paid for these tickets?
  • Police from Rialto, Fontana and San Bernardino are being used to “Police” the event. Watching Mayor Aquenetta Warrens FB live videos the police are partying right along side the event guests.
  • Nobody else has ever been allowed to completely shut down a public park EVER!!!! Let alone break park rules allowing Alcohol, Tobacco and Marijuana to be consumed in public park property.
  • Leveraging against local vendors forcing them to purchase large ticket purchases to keep getting lucrative contracts with the City of Rialto. Burrtec, Rialto Water Services LLC, Rialto’s Grant Writers and many more are constantly used to try and make these events successful.
  • Giving preferential treatment to one ride sharing company over others. Mayor Robertson not only excluded Uber drivers from working the event, some drivers have been told to remove their Uber sicker if they drive for both Uber and Lyft. Lyft is the only company allowed to work the event.    

There is nothing wrong with helping a non profit.

There is nothing wrong with helping kids.

There is A LOT wrong with making special rules for yourself, allowing people to speed and drive drunk. There is also something wrong with not following the rules laid out for our PUBLIC parks. Some of the most restrictive rules the mayor supported herself. There are people every weekend using our parks and they get into trouble if they drive cars onto the grass, bring alcohol into the park, smoke tobacco or marijuana in our parks or restrict others from using a PUBLIC PARK.

If people that were previously cited for breaking these rules were smart they would get their citations reversed off of the cities double standard when it comes to enforcing their own municipal code.

Mayor Robertson not a Fan of Trump but wants Taxpayers to pay for her to watch Trump Inauguration

Request City Council to approve travel and training request for Police Chief Randy De Anda and Lieutenant Paul Stella to accompany Mayor Deborah Robertson as security detail during the United States Conference of Mayors Winter Meeting in Washington, DC, January 17-19, and the Presidential Inauguration on January 20, 2017.

As you can see the Mayor wasn’t a fan of President Elect Trump. As you see in the text above the Mayor is telling you that she wants a protective detail to go watch a Inauguration of a candidate she didn’t like. Looking at the Chart provided with the agenda there is no allocation for Chief Deanda or Lt Stella yet there is a base amount for the Mayor to attend the Mayors Conference by her self. We know that Councilman Ed Scott was given his ticket to the Inauguration by Congressman Pete Aguliar but who is picking up the travel and stay for Councilman Scott on this trip:

So were paying $7,397.04 for the Chief and an Lt, plus a minimum of $3,200 for the Mayor and another $5,000 for Council Member Scott for a minimum of $15,597.04!!!!!!

Mayor Robertson used the Republican Nominee Trump as a way to hurt people running for election here locally. Here are a few of the examples:

  • Candidates that were republican or had a more conservative leaning Mayor Robertson used this to turn people away from them. She was heard routinely saying those trumpsters are going to take away everything.
  • Mayor Robertson poisoned voters minds when they were considering candidates like her opponent Ed Palmer, City Council Candidate David Phillips and Congressional Candidate Paul Chabot. It was so bad that it was routine for a public event for a Mayor Robertson supporters trying to shut down these candidates when they tried to speak.
  • Mayor Robertson not only hurt Republican candidates but committed democrats who failed to fall in line with her tactics or policies.
  • Lynn Hirtz – Democrat running for city council was tied to Donald Trump by Mayor Robertson.
  • Ana Gonzalez – Bernie Sanders Democrat supporting Hilary was tied to Donald Trump by Mayor Robertson.
  • Joe Britt – Running for City Council was tied to Donald Trump by Mayor Robertson.
  • Ed Killgore – Democrat running for reelection to the water board was tied to Donald Trump by Mayor Robertson.

If the Mayor is so upset over the Election of President Donald Trump why does she have to go and why are the taxpayers paying for it? Mayor Robertson even had former Assembly Member Cheryl Brown calling out people who challenged Mayor Robertson at Democrat meetings as trumpsters that needed to be stopped. What makes matters worse is Mayor Robertson is the Mayor of Rialto a struggling working class city. Our people are hard working but a majority of our families are still struggling or just getting by. Most of our ids will never stay in a $400 a night hotel room, eat lavish meals and fly all over the country. The sad reality is that less than 50% of Rialto youth will never even go on a field trip and when they do it is to s neighboring city that offers more than Rialto.

Reach out to your leaders and let them know that Rialto needs to bring travel costs under control and leave Chief Deanda and Lt Stella home so that they can do their jobs.

Thousands of Dollars Wasted on Travel for Mayors Private Security Detail

For years Rialto public leaders have used your tax dollars to go on lavish trips all over the nation. The situation got so bad that an audit 4 years ago led Councilman O’Connell to ask the Council to approve measures that would bring travel spending under control. These changes were short lived as Mayor Robertson has allowed commisoners to travel on the tax payers dime and now the city council has a $99,000 travel budget for the year.

Our Mayor has used the Mayors Conference to use your tax dollars to spend time taking selfies with Presedent Obama in the distant background and eating rich food and staying in 4 star accomidations. All of these are luxuries that the people of Rialto will never get the chance to enjoy. Mayor robertson was questioned for bringing City Clerk McGee with her to lavish travel destinations with no clear reason for the City Clerk to atend.

Now Mayor Robertson is making good on a campaign promise, reports are that if she won she would be taking Cheif Randy Deanda to Washington DC with her. Well we found out how this abuse of tax dollars would bare out. Mayor Robertson is taking Cheif Deanda and Lt. Paul Stella with her to Washington DC has her own personal Security Detail!!!!!!! 

Lets break down these travel requests that total more than $7,000!!!!!!

  • Where in the budget are they pulling this money?
  • Why are we paying for 4 seperate cab fare’s when they are supposed to be security detail?
  • How much is the overtime going to cost with these two not being home doing their duties?

    We spoke to current Mayors, Council Members and Former Elected leaders and nobody has heard of ever brining their own security detail to any travel. In addition those attending the Trump Swearing in are not brining in their own security they are relying on the Washigton DC city, county and federal law enforcement officers to keep everyone safe.

    Residents already on edge after freshman Councilman Rafael Trujillo tried to start Rialto down the road of becoming a Sanctuary City are wondering what is happening to their city. One resident said “when will our council and mayor just do what is right for us” and another said “if Mayor Robertson couldn’t have her raise she will get her money one way or another”. 

    On top of this $7,000 travel bill for security Mayor Robertson is spending $3,200 minimum on this trip. It is unclear if the taxpayers are paying for Councilman Ed Scott’s travel as well. Unless someone comes to their senses this will be approved on Tuesday January 10th 2017 at 6pm.
