First of all we loved the shout out ED SCOTT gave us from the Dias and validated our reporting on this issue of the money from the water deal.
We commented on a Press Enterprise Story where they reported a portion of the money from the water deal would go to SBIA (San Bernardino International Airport). We were never outright told that this money was going to another city government that has horrid money management, especially to the tune of $12.3 million.
Mr. Ed Scott since you read or someone reads the blog to you please explain to us how the development monies from the sale and rape or Utility Rate Payers in the City is going to go for any other project in the city besides the “Target” project. We ask you to clarify this because:
- After Robb Steels presentation we have spent the entire $30 Million on this one project.
- There is still so much profit sharing that after its all said and done were still in the hole $4 Million.
- The Airport project is expected to take 11-15 years.
- We have capital improvements for YOUR Super Wal-Mart project.
Since our current council cannot bring real infrastructure to the city with massive amounts of money is this it?
Mr. Scott you want to be our mayor so if you please send us a email or comment on this post we promise to post all material you return on this issue without edit.

Below you will find a story from the Press Enterprise Newspaper. The articles purpose is to highlight the work moving forward at the San Bernardino Airport with the closing of the Rialto Airport. We were told that the $30 Million the city would secure by selling off our water for 30 years and raising our rates over four years by more than 100% was going to go to allow the city to afford the types of upgrades necessary when your developing land where there isn’t drainage, adequate streets for expected traffic along with street lights and signals. Reading below at first sight you think your reading about the continued relocation of the airport to move forward with its closure, but that’s not the case to those of us who still fight against this evil deal.
The following was never made clear to the public:
- Anything about the bulk of land sales going to the San Bernardino Airport for relocation costs.
- That now that the land is worthless and not desired by anyone, the city made another bad deal on our behalf to give away the supposed Capital Development money obtained from the bad water deal.
What makes the water deal and now the Airport Closure stink are:
- Closing of the Airport puts our own Helicopter program in jeopardy. We will have to take our own helicopter to another Airport creating an unnecessary delay in response time (which newspaper article will we find tells us where our helicopter will be based since the city hates telling the community what they are doing).
- $30 Million isn’t allot of money when it comes to large development. If a BULK of the money must go to San Bernardino what money is left for all the BUSINESS they think they can attract to come to RIALTO?
- Why wont the city tell us all the people connected to the city who will make millions at Rialto Rate Payers Expense.
- The statement from Councilman and Mayor Candidate ED SCOTT that the settlement money from the perchlorate cases wont be enough to repay Rialto businesses who paid perchlorate fees for years right along with Rialto residents. So Ed Scott wants us to promote him to Mayor and trust him with the responsibility of attracting new business to the city. He has his hands super dirty in being on the committee that hired failed Superior for graffiti removal services, being a council member that still likes and wants American Water as the servicer of Rialto’s failed water deal and calls the police and makes false accusations against Rialto Residents because he doesn’t like what they say.
- Target, Super Wal-Mart and In & Out are the three projects on tap for the $30 million, if we have to give most of that money to San Bernardino how will any of these projects happen?

Little activity goes on at Rialto Airport these days. The last few tenants could find a new home at San Bernardino International Airport.
Seven years after an act of Congress ordered Rialto Municipal Airport closed, the effort to shift tenants to San Bernardino International Airport took a small step on Wednesday, Sept. 12.
The San Bernardino International Airport Authority awarded contracts worth up to $1.8 million combined for the design of hangars that will serve private pilots and the San Bernardino County sheriff’s aviation operation.
TR Design Group, a Riverside-based company that built a city call center at Riverside Municipal Airport as well as structures near March Air Reserve Base, was awarded up to $902,720 to develop plans, including architectural and engineering, for the sheriff’s hangar.
An $868,500 contract went to Parsons Brinckerhoff Inc. for design work and oversight of the eventual construction of amenities for private pilots and their planes that would be relocated from Rialto to San Bernardino’s 32-acre site.
Funding will come from the authority’s related Inland Valley Development Agency. The agency has so far received approval from the state’s Department of Finance to use bond revenue for the new hangars and amenities. State law dissolved redevelopment agencies earlier this year and forced them to seek approval from the finance department when they want to spend property tax revenue on unfinished redevelopment projects.
The IVDA has estimated it could cost $9.55 million to build the sheriff’s hangar, according to the list of financial obligations approved by the state. The general aviation improvements could cost nearly $7 million.
In 2005, Congress made the rare move to close Rialto Airport because the city — the airport’s owner — wanted to see the land developed with homes, retail and other improvements. A large portion of the money earned from selling the land was supposed to have gone to the San Bernardino airport to create space for the tenants forced to move. But the economy soured, land values plummeted, and no land was sold or developed. Tenants still pay rent month-to-month at Rialto Airport, where weeds are visible sprouting from the runway.
Recently, the city of Rialto approved a complicated deal to contract out its water management in order to earn money to reimburse San Bernardino airport for a portion of the costs.
Rialto Airport, which has been further tangled in uncertainty because of the dissolution of the city’s redevelopment agency, is expected to close by 2014, said Chad Merrill, project manager for the IVDA and San Bernardino airport.

Is it possible to propose exemptions to rate increases depending on household incomes? This might be a way to protect the most vulnerable in the community but still facilitate the deemed ‘necessary’ upgrades.
Now we were sent an interesting piece of news. The article below is about the failure of American Water to secure the contract with the City of Rialto. I find it interesting that in the press release they (RWS) claim they decided to sever ties with American Water, but here it looks like American Water was the one cutting the ties. Insiders have told me that the cities decision to ignore the residents desire to put the outsourcing issue to a vote in November gave American Water an uneasy feeling about moving forward. The city attorney’s bad advice to the council now looks like a failed political move.
You see they didn’t put the issue on the ballot for a ton of reasons:
- They don’t want to know what you think, at least the Eds and the city attorney. Call them sometime and try asking questions they will try everything in their power to shove you off they just want to make their money.
- They know it’s an election year with a presidential election which means more people at the polls.
- Putting the issue on the ballot would remove their ability to say that most of the people want this deal.
- The city wants to have a stock pile of money to dip into to bring us “Development”. What happens once the $30 Million is gone and spent? How then will you bring us the economic development we desire?
- The city tried to hide from their bad decision by saying it was a union issue not a community issue, let alone I saw hundreds of residents getting petitions signed the union got what they wanted and left, the residents are still here and a few of us refuse to stop fighting.
- Lastly, from the looks of the words of American Water’s CEO American Water walked away. So the city took what they thought would remain secret and tell us we (Council) have decided to remove American Water from the deal and not change the deal just the players right before an election. They didn’t hear us if they did they would have started from the ground up and better involve the community and find ways to protect residents that are elderly, poor and struggling.
Also if this deal is to bring Development to our city can someone explain the consequences of their miss-direction and lies as seen at the bottom of this article from the Public Works Newsletter:
The deal called for American Water to be paid $26.5 million a year to run the system and cover certain maintenance expenses – but not counting the automatic price escalator each year. Multiply that out 30 years – and that’s just for the O&M, which of course must be covered by sufficient revenues from the ratepayers, on top of covering the financing for the improvements, the $30 million “catch up lease payment” to the City, refinancing existing RUA debt (at much higher interest rates), etc.
When I asked Megan Madsen from Table Rock Financial about the built in profit guarantee that was there for American Water she said she had no idea what I was talking about. So when information I stumbled across leads one to believe there is more than they are telling us. Does anyone know that 27.4 million is going toward refinancing existing debt?
No one will tell us the rates they are financing at or why it nessicary to add such a massive amount of debt to something that’s tied to our WATER & WASTE WATER systems. On financial person told me that depending on how the loan is structured it may very well hurt more than help if the city ever found its self in the same situation as our neighbor San Bernardino. I have been told we will be in deficit spending this next fiscal year in the realm of $5 million dollars.
We need to be wiser to WHO is sitting on certain sub communities when it comes to dealings with contracting out services.

Hello readers here is our review of the area command meeting in area 1. This is Lt Karol’s second meeting since his promotion and assignment as area 1 commander for Rialto. Lt. Karol ran this meeting alot like one of our favorite retired Lt Crispin, the meeting was very comfortable and flowed nicely.

Topics were well covered and residents were given and opportunity to comment and vent without being chased out of the room because they didn’t entirely agree with the presenter. Not every presenter spoke because the presenters that did speak were important to the people sitting in the audience.
I wasnt entirely sure how the chosen venue would suit this meeting when I first heard about it, but after the meeting was over the only critique is that it was hard to find out which room the meetin was in because Sunrise Church is such a large facility. Proper signage would help negate this issue. The people who attend there who were there for bible studies and other groups were very nice, hospitible and helped you find the right room.

First up was Larry from Superior Graffitti Removal – They are the new graffitti removal company and they are promising to do more for less. How many of you have ever paid less for for a service or product and been at all happy with the end result? My fear is that they will relize this city is more work than originally factored and come back to council looking for money &/or allow their service drop off due to the additional expense of serivcing our city. They promise next day service & a national reporting serivce that is free to the city. They say that if you call on graffitti and they cant remove it or refuse to because of some strange rules they will call you and inform you. Well I debunked that this week I called on three spots this week no removal and no call. They say they are the largest graffitti removal company in LA County, like that was a badge of honor. LA County has a reputation of throwing bad money after good and has graffitti blanketing their communities. Where is the graffitti removal response? You can find them at http://4superior.com .
Scott Enoch with City of Rialto Parks and Rec
Scott Enoch with Parks and Rec seemed a little unprepared for the types of questiones he recived. He spoke about the cataloge that the city puts out to inform the community about services they provice and annonced the dedication cerimony at Freguson park that will take place Saturday July 14th. Whats funny is the football feilds wont be stripped until just before the dedication and grand opening of the park because they want it to look nice, yet the park is already open. In my opinion it sends the message that the city dosent care about the comunity just the press and media that wont show up for the event. The only time media covers Rialto is for bad things very rare to hear about positive things in the Sun or ABC 7 in reference to Rialto.
The questions Mr Enoch wasnt ready for was about the violence, crime, debachury and filth that currently resides in our parks. People complained about the janitorial services that Mr Enoch had never met or seen in his life. People described to cleaning staff as 2 mexican ruffians pulling up in a lifted black truck and doing very little cleaning. Bathrooms cleanliness was also a issue sticky and trashed almost all the time, waste baskets with busted out bottoms, gangs taking over our parks and much more.
If you want to know more about our parks you are directed to the parks and rec commision meeting 3rd tuesday of every month. Also if you have issues with broken or damaged park equipment call public works and or Parks and Rec.

Public works was next and they had a traffic engineer out to speak to the public. 2 new traffic signals were installed 1 at Valley/Cactus and the other on Rverside Ave in front of Fire Station 202. Cactus south bound is sceduled to be widened, Ayala north bound will be widened, Linden north bound to Carter and a new signal will begin the planning phases at Linden and Riverside Aves. This intersection is the source of many accidents and fatilities in the past and is well over due. Also Pepper will be extended to the 210 freeway.
Mike Story is the City Manager addressing some issues within the city
Last was Mike Story the city manager for the city of Rialto. First off read his monthly report its full of great information. Mr Story spoke about some of the issues that were being brought up. In and Out in Rialto will happen at its latest is 2013, the city is getting leaner but its finding ways to to the same with less. Mr Story is a straight shooter with a positive outlook as long as we can remain together during the lean years. Super Walmart is finally moving along, Mr Story spoke about ways his department is making Rialto more business freindly without giving away the farm. San Bernardino has done just that with the new Amazon Wharehouse, Kohls Distribution center, Regal Cinema project in downtown and many more they earn so little on tax revenues and have nothing to pay for toads damaged by truck traffic or crime that follows these developments. Mr Story is using quick building permits, defered project payments and more to help developers.
Finally Lt Karol closed the meting with some recent crime trends in the area and city:
- Ding Dong Break In – Somone comes up to your door and knocks and rings the bell if none awnsers another person access your backyard smashes in your slider and ransacks your home in and out in about 2 mins. If your home awsner from inside you dont have to awnser the door but with them knowing somones home they normally move on.
- Front Door Kick In – Yes its back they caught 2 males who had been victimizing homes on the south end of area 1. Key here is to report people that dont belong in your neigborhood.
- Into the Garage – Do you leave a garage door opener in your car? If yes then you could be a waiting victim of this breakin.

Its so funny when I brought this item to council attention they said it was stalled because the State may still have an intrest in the site now its because they are giving away 2 million dollers?
Somone needs to make up thier minds and tell us really why its so stalled? All of these council members needs to be removed so we can make some real progress here.
Demise of redevelopment agencies throws a wrench into Rialto’s plans to lure an In-N-Out

RIALTO – The demise of more than 400 city redevelopment agencies statewide on Feb. 1 – including Rialto’s – has pushed projects such as a new In-N-Out restaurant all the way back to the negotiating table.Many area redevelopment officials have said that redevelopment funding and rules governing their operations were key tools to eliminating blight and attracting new development.
But now in a post-RDA California, brokers, a developer and the individual restaurants are talking to a new Rialto partner. Similar actions, to be sure, are unfolding up and down the state.
Contract terms painstakingly worked out with the Rialto Redevelopment Agency are now meaningless.
Incentives legally available to a redevelopment agency can’t be offered by the new partner in the transaction – the city of Rialto, said Robb Steel, who ran the city Redevelopment Agency and is now assistant to the city administrator and development services director.
Timing of the dissolution of redevelopment agencies has meant that “the bulk of the big expenses are in front of us,” Steel said late last week in a telephone interview about the restaurants.
The city’s tab for the improvements needed to get the three restaurant pads ready for construction is likely to be between $1.7 million and $2 million, Steel said.
At last week’s City Council meeting, council members made it clear that the general fund should be used to front the expenditures necessary to make
“The city does not have the same (economic development) tools as the Redevelopment Agency, Steel said.
For example, the now dead RDA deal with In-N-Out contained provisions for property-tax and sales-tax rebates, tools not available to a city, Steel said.
On the bright side, it might mean that in a deal with the city, In-N-Out can pay less in wages for the construction of the new restaurant, Steel said.
Under the new rules, negotiations have begun anew with the In-N-Out hamburger restaurant chain and Miguel’s Jr.
The city is also looking for a third restaurant for what would be the largest on the site of former Rialto Fire Station 202, which has moved about two blocks south and officially opened Saturday.
With the demise of redevelopment agencies, “cities are going to have to work more diligently and creatively to attract development,” said Councilman Joe Baca Jr.
In-N-Out and the other restaurants, he said, “will do a lot for the community” and “the return will exceed the investment” over time.
Mayor Pro Tem Ed Scott said the status of the In-N-Out “is the No.1 thing the community talks to me about.”
At Tuesday’s council meeting, Scott asked the city’s staff to work hard and expeditiously to get these deals accomplished.
Steel said that the In-N-Out could open in 2013.
In-N-Out officials could not be reached for comment last week.

Below is the form email that went out from SOS Water, the organization that is spearheading the drive to allow City of Rialto Voters to vote on the decision to outsource our water and waste water systems. I hope this push proves a few things to the city council and mayor of Rialto:
- Simple transperity isn’t enough when it comes to our water and a 30 year contract – Besides people who either work for the city, sit on a city commission/board or belong to a group or organization that is owned by the city government no one things that the information meetings were informative, they were more confusing. No other proposals were shown, staff presenting the information came off cocky and rude & people were left with more questions than answers.
- When the people (Rialto Residents) speak listen – 80+ people signed up to speak on the impending vote on water services & the city council choose to instead listen to Union reps, possible future business owners, labor lobbies & inappropriate city mouth pieces (Ref June Hayes calling one of the speakers a card carving communist). When Rialto business owners and residents filled 4 rooms and spoke their piece and you still chose to ignore it, you work for us remember that.
- For years this city government has made a choice to ignore the water system, now when RDA funds are gone we make a made dash for the first person willing to pay us off. How is this fair to the city? Why should the residents pay for your lack of leadership. It was best said today as Governor Brown was making his latest pitch for higher taxes he ask a reporter if she didn’t like his plan what did she think he should do and she said “THATS YOUR JOB”. IF the city water is in such disrepair then let’s get to work fixing it. Start off by using the 30 million dollars the Utility owes you and let’s get to work. Then lets talk about slow graduated increases that will hurt less over time to obtain the remainder of the money and finish the work. By the councils own admission this alone will bring business here that was avoiding us because of our water systems age and disrepair. I don’t agree that is why they are avoiding us but that’s for another post.
- SOS is comprised from people out-of-state that have seen American Water at work and know first hand what type of service they provide. This doesnt bother me one bit because without the hard work and passion of the people of Rialto their efforts would have died out eons ago.
Dear friends and neighbors:
On Saturday, May 12, we filed our petition with the City Clerk with substantially more than enough signatures to place the water privatization scheme before the voters of Rialto. Under California law, this means that the City will be required to present this critical issue to a vote of the people.
We needed 10% of the registered voters of Rialto to qualify for the ballot – or just over 3,600 signatures. Instead, we turned in more than 6,400 signatures!
The people of Rialto really came through to let City Council know that the voters of Rialto deserve to have the final say on this misguided 30-year privatization scheme.
The next step is that the City will review our petition to verify that we have submitted a sufficient number of valid signatures. After that, this issue should be presented to a public ballot sometime over the next few months. We will need to re-double our efforts to make certain this water privatization contract is defeated at the ballot box.
In addition, in the next few days we will be sending Prop 218 protest cards to all Rialto property owner who are affected by the huge rate hikes that the City Council is trying to push through to finance this deal. If a majority of property owners protest these rate hikes, then the City cannot impose the rate increases and the entire water privatization scheme fails.
We will keep you posted on both of these efforts as we move forward.

We the People have spoken. The final count is into the Rialto City Clerks Office.The Referendum Petition that we fought so hard for, 3 weeks of door to door asking all Rialto Voters to please sign and you did. We were hoping for min of 3500 and topping out 5000 for padding and our numbers are 6418, You did it. We the People of Rialto have spoken. Ok everyone we have recived the phone calls from both sides and with an issue like this in these economic times it can be hard to decifer the honesty and mistruths in both messages.
On one hand you have SOS Save our Water with a petition drive to undo the decision by the City Council and Mayor to sell off our water and waste water systems to American Water. The only Council Member to vote against this twice was Joe Baca Jr. who is running for Assembly.
I spoke to somone down at the city and this is the best I can decifer from both messages.
SOS Save Our Water (AKA AFL-CIO) – The union that represents the water workers dosen’t like this deal. So what they are doing is they have begun over the last couple weeks began circulating a petition to put on the ballot for the voters to decide on wheather they want American Water to actually take ownership of our systems. It does not effect water rates increasing, it just reverses councils decision. In my opinion this is a bad deal with the wrong company. Its just a last ditch effort to sell or water off for 30 YEARS for a small one time payment of 30 million dollers.
City of Rialto, Edward J Carrillo, Scott Beard, Midge Zupanic, Mayor Grace Vargas, Bill Perez & Randall Lewis – This group has Robo Called, wrote in the voice of the people and mailed out letters. They want you to believe that without American Water no upgrades will ever be done and the city will crumble around itself. Ok maybe the city falling apart was my adding of dramatics but not without a little help from the city goverment. There are other companies out there with better deals for residents, its the 30 million doller pay back that has council salivating. They keep calling the 30 million dollers Redevelopment money, they had better be careful lest the state takes ownership of that money as well. If all else fails let the current employees do their job and slowly upgrade our systems. What your telling us is the people the city employed to do the job can’t meaning you don’t know how to hire the right people. Also I really dont understand how a private company can get better deals on materials and supplies but a City can’t. Cities have resources like legislators, County Supervisors and others that can help them get those great prices on supplies. Hey if Lewis Comercial Properties want to build here so bad why can’t they or Ron Pharris help the city barter for reasonable prices. With the right protection and projects Rialto is a reat place to bring your business because so many of us shop well outside our community for entertainment and day to day needs.
City office said if you don’t like the American Water Deal feel free to sign the Petition, But if you want to battle the water rates only then you must mail or walk in a letter of protest with the following information.
Name, Adress or APN & Signature. These three things must be on your letter I am signing the petition and sending out a letter and I suggest that the rest of the city does the same.

Who Really owns Rialto?????
Below is a letter from the San Bernardino Sun Newspaper from realeste developer Randall Lewis. In it he makes it sound like what the city council did by voting to outsource our water department was a good thing. What it really boils down to is a group of lobbies that are getting well fed while the rate payer suffer for the next 30 yrs. What people like Midge Zupanic, Max & Pualine Tiddler, the Mayor and all of council don’t seem to understand is we can swallow the idea that rates may need to be adjusted, and that the repairs that THEY have failed to implement over the years need to be done. But what we don’t need to do is:
- Promise American Water or any other company a 30 year contract that runs like a mortgage, meaning if we get a few years into this and find out they couldn’t deliver on their promises we are on the hook to re-pay 130 million early termination charge that reduces by 4 million for every year until the end of 30 years.
- Promise American Water or any other company 30% profit every year for 30 years.
- Use the 30 million dollar pay off to line the pockets of developers like Ron Pharris or Randall Lewis.
- To pander to one union while stabbing another in the back.
The reason you have petitions in circulation right now is the AFL-CIO/TEAMSTERS will lose the shop because it will no longer be a union shop, the current employees are only guaranteed their jobs for a year and a half after that there is no promises of jobs. So while they are singing the praises of creating jobs in the industry of construction of the water system upgrades, they are signing the pink slips for every water and waste water employee & their families. Our Mayor and city council sold their own people down the river for the promise of a Target Shopping Center, a Super Walmart (which is still in litigation), a Lowes and then maybe we will finish the In and Out Project. Most of this money (30 million Dollar pay off) will be given to Randall Lewis for his “Target” Shopping Center. Our water employees family’s will suffer because of this councils actions and the prior ones inactions.
- Fail to give the community the ability to decide. People have to force the city to seek out what the public thinks and wants to do.
Most of the proponents of this Sale are Elderly meaning they Qualify for the 20% discount for low-income and senior citizens. Also meaning that they wont be alive to see the end of this bad deal. Yet we will all suffer their ill-informed, illegal decision.
So when you get recorded calls from the city telling you not to sign the petition and allow democracy to decide this very important decision, or the city manager mayor and sell Rialto down the river lobby (Randall Lewis and Ron Pharris) write letters to the sun stating how great this is and that we should be proud of this council and mayor. Listen to what their not saying. If you see them tell them what you think and ask them why we didn’t hear any of the other proposals from local companies working with local water and waste water systems. Ask them if they will repeal the brown lawn ordnance since we will no longer be able to afford to water our lawns. Ask them if they even CARE.

A city’s economic vitality is based in large part on its ability to create jobs and it’s commendable to see that the leaders of Rialto understand that necessity. The city has faced difficult choices and will face more in the months ahead as it positions itself for an economic recovery that will favor those communities with the infrastructure to compete for new businesses.We understand that growth requires investment, and appreciate what Rialto has done in that regard. Recently, the City Council took the difficult step of raising water rates, with the very specific intention of reinvesting in the community to help make Rialto more competitive.
However, it doesn’t end there. With the loss of redevelopment agencies, cities need to be more resourceful and visionary than ever. They need to address challenges head on and turn them into opportunities.
By taking bold steps, Rialto is fulfilling its promise of a “2nd Century of Progress.” That bodes well for the city’s economy and its ability to provide residents with the essential services they’ve come to expect.
