Internal Affairs Investigation Ruins K9 Partner “Jordy’s” Career

Initial reports are that the city has paid over $6000 in boarding fees for former officer Glen Andersons partner Jordy. He was kept at Adlerhorst in Jurupa for ten months at $25.00 per day. This poor hardworking police dog is one of the greatest victims of whatever the Police Chief had an issue with former officer Glen Anderson.

The department purchased a new dog costing around $11,000 from Adlerhorst using money from the police department that could have been spent elsewhere if the Police Chief had not cut ties with the Friends of Rialto Police K9 program. Reports are that K9 Jordy was given back to Adlerhorst for another dog the a new K9 officer choose. Rialto Police added two officers since officer Glen Anderson was fired. These officers will be going through the basic class which cost is approximately $5,000 each costs that the Friends would have normally paid. Due to the length of time Jordy sat at the kennels he was no longer desirable for purchase by any other police agency and was sold to a private party.

This awesome police dog and a former Military Veteran (K9 Military Dog) was locked up, had to spend his birthday in a cage all because of an issue our Police Chief had with one of his officers. Whether officer Anderson was fired for a good reason or for a power struggle the Dog paid the ultimate price for something that was out of his control. The blame falls to Chief Deanda since his actions against former officer Anderson led to Jordy’s lockup.

It’s not just Rialto Now that is worried about Jordy one of our biggest critics since we began writing about the issues at the PD commented this on one of our last articles:

The people of Rialto have the added burden of costs that are not needed because of the chief’s actions against the Friends of Rialto Police K9’s.

We have received some heat for these stories. These stories are not meant to be done put of spite but to inform the people of Rialto about what is going on in your city. Lets look back at some of the things we have highlighted that if we didn’t write about our failed leaders would have been able to hide their failures and get away with the consequences we the people have to pay:

Selling off Rialto’s water – We were key in trying to shut this action down working to highlight that the cities scare tactics were nothing more than just that scare tactics. We also pointed out that NONE of the improvements would ever be made. Five years later we keep electing the same people and all that has been done is our rates are skyrocketing and some of the water meters have been replaced. Almost every single improvement is YEARS behind schedule and our leaders could care less.
Money moved around to pay for pet projects – We have been harping on the money movement game for years. It wasn’t until former councilman Shawn O’Connell saw it for himself did it come to a stop temporarily. Were now doing it again and allowing our leaders to get away with it.
Councilman Trujillo & Sanctuary Cities – Had it not been for this blog newly elected Councilman Trujillo would have held his sanctuary city meeting and Fontana Herald reporter would have reported it in a much different light. If not for this blog we would be in jeopardy of loosing MILLIONS in federal dollars.

So when we write about these actions it is up to you to dig into them for yourself and look at each situation with clarity and not allow personal relationships to cloud your judgement.

Now Rialto Water Services claims to have increased customer service and is working to make your experience with them as painless as possible. What is funny is if you spell the name Rialto Water Services right in google you get this:

Rialto Water Services has not registered their new address with Google. Well who cares right its not like were living in a digital age where use google to locate places. Rialto Water Services spends money where it counts, on the pet projects of our elected officials. Go ahead try and get them to donate money to keep kids off drugs or help people without jobs get training that will help them find work. Unless your connected to one of the elected officials you will find ZERO help here.

Now if your having a bad day you might just stumble over the correct search as long as you don’t click Googles correction of your spelling of the name RialtoWaterServices.

So if your looking for Rialto Water its not as easy as they make it seem………..

West Valley Water District Cuts Rates & Approves Rebates

In a post to the Bloomington MAC Facebook Group newly elected Board Member Gregory Young announced that the board had voted to reduce rate payers rates and rebate the money they saw as excessive. Here is his statement:

“I am pleased to introduce my new after meeting report on what actions were taken this evening. I will be doing this for every meeting I am at in the future. The big news from tonight’s meeting is that we voted unanimously to rescind the scheduled rate increases for 2016 and 2017. Having run to repeal these increases, I am so pleased to have fulfilled my promise to you to stop these increases. Additionally, we also voted unanimously to rebate back to you the increases from 2015. A big night for you the ratepayers of the district!”

According to Director Young we found out the following:

“The total amount to be refunded is ruffly $3 million.”

“The rebate will come in the form of a check that should be mailed out sometime after March 1st.”

“The exact amounts will vary as will the exact time people will receive it.”

We also asked about people who payed for water in West Valley Water District in 2015 and have moved if they would see a refund?

“In terms of those who may have moved, staff is working on addressing that situation. Obviously, most people who move don’t tell us where they go so that makes it difficult to provide the rebate to the appropriate party. The public affairs committee will be looking into the whole process in the coming months.”

As we watched the many City of Rialto rebate programs avoid looking to include people who paid and struggled avoid looking to repay everyone it is nice to see West Valley Water working to repay those who may have moved.

Moves like this bring up more questions because of the rules on raising water rates under prop 218. Prop 218 is used as a way to limit rate increases that are not needed to provide utility service. So why were the rate increases approved? Why were the necessary?

According to sources the Water District operates with a $25 million surplus in the bank but really only $15 million cushion for unknown expenses. If we had a major earthquake or if a Natural Gas well started spewing toxic gasses into the air driving people from their homes and businesses waiting on the Federal Government isn’t going to work in the short term. So having a buffer to work from is vital.

Previous board members looked at the Bond Rate Governance and the fact that homes were going empty at alarming rates during the housing crisis they decided that a rate increase was needed to make sure the District could continue to provide water services to its customers. Some on the inside at the time say that previous board members may have gone a little bit overboard but their overall intention was to make sure the Water District remains solvent.

Clearly this is a win for rate payers that paid some of the highest water rates in the area but what is unclear is where this leaves the district with a emergency fund in which to provide for residents water needs in the midst of a crisis.

Rafael Trujillo Exits Stage Left But May Be Waiting In The Wings

Rafael Trujillo is a name you may know but may not be able to remember where from. Prior to September his greatest claim to fame would be a former aide to numerous State and Federal elected officials and a member of the Rialto Parks and Recreation Committee. He has tried to run for every local office that is available to him and has always fallen short. He has even used political favors to try and get appointed to Rialto City Council but not even that worked.

It wasn’t until a seat came open on the West Valley Water Board that Rafael found his way in. This September Rafael was appointed as a Director of the water board. He still had to cross a hurdle that he has yet to successfully win an election where the people had to choose him. He failed to win one of three seats on the water board even though he worked hard to tarnish the reputation of the only incumbent seeking re-election Alan Dyer.

At the November 5th meeting Rafael hinted at the future for him even though he had already lost the election? What pray tell can be his future when he lost the election?

On top of all this Rafael was given a glowing recommendation of his time on the board three whole months. Below is Rafael’s speech after he was given his Resolution for his three months as a water board director.

Here are our problems with this:

Two board members left with this election Betty Gosney and Rafael Trujillo. The resolutions were done on different meetings Mrs. Gosney the outgoing President and 13 year veteran did not get her resolution and was called a racist. Rafael Trujillo revived his with a unanimous vote for only three months of service.
When President Clifford Young gave Rafael Trujillo his award Mr. Young gave Rafael time to speak yet he didn’t limit him to the same three minutes that he limited all other speakers to.
Rafael refers to issues he was passionate about but fails to remember his passionate issues when accepting his public resolution.
The West Valley Water Board continues its witch hunt on Mr. Dyer and if they find enough dirt to remove him from his seat you can guarantee that Rafael will be there waiting in the wings.
Are there people on the board feeding Rafael information from closed session meetings? Everything having to do with the Boards illegal informant is done in closed session and Rafael seems to be well versed in what has been going on.

We write all of this not because we dislike Mr. Trujillo or to cause him grief we simply want to get our elected officials to work on the peoples behalf not their own.

West Valley Water Board Swears In New Members & Changes Rules

On Thursday December 3rd West Valley Water District ushers in a lot of change. With the coming changes the cloud of controversy that hangs over the sitting board remains.

The first order of business will be to administer the oath of office for the three board members that were elected in November. The three people include Greg Young, Alan Dyer and Donald Olinger. Greg Young was one of the three people that current Vice President of the West Valley Water Board was supporting which lays a layer of uncertainty over his seat on the Board. One of the people Greg Young replaced (Rafael Trujillo) appeared follow Clifford Young’s lead even when it led to potentially violating the Brown Act as well as possibly misappropriating funds and hiding information that the public inside closed session that should have been heard before the public. Alan Dyer the only sitting incumbent won re-election but not without being under extreme scrutiny by Clifford Young, Linda Gonzalez and the private counsel that is being paid public funds to investigate Mr. Dyers residency and secretly report back to the Water Board in closed session. Don Olinger is a common name in the city of Rialto as a former teacher, school board member and a former West Valley Water Board Director. Given the latest antics that the current board has underwent Mr Olinger has his work cut out for him.

The next major item on the board agenda is a change from the Roberts Rules of Order to the Rosenberg Rules of Order. Now you may say who cares what system they use. Well I would caution you to hold that thought it was Clifford Young who asked for this change and as he stated in the first meeting of November he is not at all happy with the increase of public participation that his actions have garnered lately. If you look below we copied some of the areas of the Rosenburg’s Rules of Order sections for you and the one that stood out the most was “a five-member body with a few members of the public in attendance” Clifford Young wants to use a system that works with low public participation.

If one is chairing or running a parliament, then Robert’s Rules of Order is a dandy and quite useful handbook for procedure in that complex setting. On the other hand, if one is running a meeting of say, a five-member body with a few members of the public in attendance, a simplified version of the rules of parliamentary procedure is in order.

Below it talks about these 21st Century rules have found a welcoming audience. How is this possible if its used to lower public attendance? We see the writting on the wall and more public elected boards will be doing what they can to get better control of what the public is ALLOWED to participate in.

These rules have been simplified for the smaller bodies we chair or in which we participate, slimmed down for the 21st Century, yet retaining the basic tenets of order to which we have grown accustomed. Interestingly enough, Rosenberg’s Rules has found a welcoming audience.

Finally this is the best part for Mr. Clifford Young he wants to be able to silence people that speak against him and his tactics.

The chair should always ensure that debate and discussion of an agenda item focuses on the item and the policy in question, not the personalities of the members of the body. Debate on policy is healthy, debate on personalities is not. The chair has the right to cut off discussion that is too personal, is too loud, or is too crude

It is unfair to ask someone to bottle up their passion for a given issue but when it comes to elected power and water issues nobody seems to want to play fair lately.

Proclamation-Small Business Saturday-Mayor Deborah Robertson – Not sure what Mayor Robertson knows about Small Business when she spends more time with big corporations like Wal-Mart.

Proclamation-Purple Heart City-Mayor Deborah Robertson – Looks like this is a way to honor a select few Purple Heart Veterans who support her as Mayor.

Proclamation-Law Enforcement Records and Support Personnel Day Mayor Deborah Robertson – Not sure when our Mayor began to LIKE our police

Resolution-Veterans Wall of Freedom-Council Member Ed Palmer – Not sure what this is but it may mean a Veterans Wall in Rialto.

Request City Council to Approve Resolution No. 6846 to Establish a New Full-Time Classification of Emergency Medical Technician (EMT) and Establish the Basic Compensation Rate. Eliminate the Part-Time EMT Classification from the City’s List of Approved Classifications.

This is the Policy that the Recreation Commision and the City Council have been kicking back and forth leaving youth sports programs in the lurch.

TAB3 Request City Council to Consider Amendment No. 4 to Employment Agreement between the City of Rialto and Michael Story, City Administrator for changes to be effective from January 1, 2016 through December 31, 2017.

Looks like Mike Story is going to be made whole again after giving up a lot what we don’t understand is where is all this money coming from?

TAB8 Request City Council to Ratify the Termination of the Contract Services Agreement with Commercial Cleaning Systems and Approve a Professional Services Agreement with ABM in the Amount of $23,728.13 Per Month Not To Exceed Five Months for a total of $118,610.66 for Janitorial Services and an additional $31,359.37 for Consumable Supplies.

Yet another attempt to find someone that can clean up after the filth our local elected officials leave behind.

TAB10 Request City Council to receive and file a status update on the Concession Agreement Water and Wastewater Capital Improvement Program; provide direction to staff as appropriate. approving staff to return in February 2015 with a status update on the Concession Agreement Water and Wastewater Capital Improvement Program for the next three months.

Here is yet another opportunity for the Gang of four to try and save the poor water deal that they threw us into. Last time they met Ed Scott said he wanted to not charge the public the next scheduled rate increase but we know he was just saying that he really doesn’t care about the rate payers. What is scary is that were bringing in massive amounts of large developments and we have done ZERO to upgrade our old overtaxed system why are they letting Rialto Water Services get away with this? Well its because four of the five elected leaders have taken money from the Rialto Water Services gang and now they need to pay it back in the form of FAVORS!!!!!!!!!!!!!

Local Ratepayers Call For Leadership On The West Valley Water Board

If you were not aware a lot of issues have been brewing on the West Valley Water Board. From rate increases to political positioning it looks like the trouble has boiled over into ratepayers actually attending meetings and calling out into the light some issues that appear to be more serious than anyone first thought. Over the last three years there has been a series of regular rate increases that have set off a firestorm of controversy and led certain people to act in ways that now that have people questioning certain board members agendas.

Board Director Linda Gonzalez, Recently Appointed Board Director Rafael Trullio & Vice President Clifford Young are leading the charge that they are the voices of reason and will be the team to lower WVWD ratepayers rates. Current President Betty Gosney said the rates were increased to make sure that WVWD could afford to deliver water to it’s customers.

Fast forward to today and the WVWB has approved the use of PUBLIC funds to investigate current Board Member Alan Dyer on his residency and former WVWD General Manager Butch Ariza on his ability to run for the water district. Clifford Young, Linda Gonzalez and Rafael Truillo are also calling into question where Mr. Ariza’s campaign funds came from. Clifford Young, Linda Gonzalez and Rafael Truillo claim that election funds came from people who currently hold contracts with WVWD. Well if this isn’t ok then someone better tell every other political person because sadly this is all to common take the money out of politics and this won’t be an issue.

There are two sides to every story and were asking for everyone for their statements. On the residents side of things Mr. O’Connell the Author of this flyer (see above) has gone on record See Below:

“I have said numerous times and I will continue to say it, the public doesn’t trust politicians and there are reasons why. You need to earned that back.

Some of the reasons were clearly visible at the West Valley Water District Board meetings that I attended on 10/12/15-noon and 10/15/15.

The first thing I noticed was a clear lack of effective leadership, poor decision-making and a form of bullying going on.

After exiting from close session, the first thing the board did was fire their attorney by a vote of 3 to 2 (YES – Young, Gonzalez and Trujillo).

Instead of having another attorney available to step in or even closing the Special Meeting until the next regular meeting – 3 days later, the board members continued without any legal help. Normally this shouldn’t be a problem but this board kept stepping into quicksand -potentially violating the Brown act.

On at least two occasions, myself and another citizen informed the board that they were violating the Brown act. (Brown act – a law that effectively states that elected officials must do their business in public. There very strict requirements and significant penalties for failing to follow it.)

I was surprised at what they were doing, since every elected officia has to take a class that teaches the Brown act.

I, along with 50+ private citizens were stunned buy what we witnessed by our elected WVWD Board members. We pay to much money to see it wasted at their level. Whether it’s them spending money on things that they have no mandate or doing things in such a reckless manner as to open the district up for Financial loss. They need to be good stewards of our money.

Not all was loss. I appreciated Director Gonzalez coming down and providing snacks for the children, as well as speaking with all of us. That showed a small level of commitment to community that I respected.

Local Community Advocates Stop Water Meeting In It’s Tracks

On Monday October 12th West Valley Water Board held a “SPECIAL” meeting to address issues that arose from the October 8th regular board meeting. We covered the “SPECIAL” meeting in a previous post to give the public a better idea of what was going to take place at noon on a Monday workday. At the meeting we saw a powder keg of emotions and Electioneering going on while the Water Board of Directors went into an early Closed Session meeting to come to an agreement to fire their current legal counsel from the firm Redwine and Sherrill and to proceed down a path of a dangerous General Public Agenda that from the talk in the crowd was ripe with violations of the Brown Act the very set of rules that dictates how elected boards are to be run and handle themselves. This meeting never made it past the first item on their public agenda.

The water Board legal counsel was not invited into the closed session we found out later it was because there had already been a decision to fire him and his firm possible Brown Act violation #1

The first general agenda item was listed as Appointment of Special Counsel. Many in the crowd had an issue with the vague nature of the item in question and once the public began speaking out it was more clear what this “SPECIAL COUNSEL” would be tasked to do. This special counsel was apparently going to be given marching orders to put a negative shade on two people currently running for the water board. Clifford Young the Vice President of the Board had a very angry look on his face and his comments and body language were very aggressive. I spoke on record about the costs of hiring an attorney just to sully the reputation weeks before an election of two people seeking seats on the board and asked how that was fair to the rate payers. I also spoke to Mr. Young and his aggressive posture and the message that was sending to the audience.

After I spoke Mr. Young got up and proved that he was out to cast negative shade over current Board Director Alan Dyer and Former West Valley Water District General Manager Butch Arizia who is running for one of the three seats open for this election. Even though the attacks on Mr. Arizia were proven false still on social media the group out to take total control of the Water Board still post these types of statements:

This meeting had about 20 local residents out asking a lot of good questions and the two words of the day were TRANSPARENCY & BROWN ACT VIOLATION. Mr. Young was affected by these mentions of the Brown Act and the potential violations that existed within the make up of the Special Meeting Agenda that he started to call out the people making the accusations and the people he was speaking too should know their Brown Act pretty well they all have had to abide by it pretty recently. These people were former Councilwoman Lynn Hirtz, Councilman Shawn O’Connell and Private Investigator Thompson all had words of caution for the board if they choose to proceed. The meeting itself and the timing of the meeting.
The appearance of more than two Board Members meeting and deciding on the issue of firing the current legal counsel.
Putting out information at a board meeting that would harm or sully the reputation of a fellow board member or other person running for a board seat.
Calling for a vote on allowing the General Manager of the Water District to find alternate legal counsel for the Thursday regular meeting without it being on the agenda or calling the meeting a emergency meeting.
The attempt to hire a person that would only report to the board of directors.

If you look at the agenda for tomorrow little has changed except the Confidential Assistant that will report only to the Water Board has gone from a public item to a Closed Session Item.

The meeting is tomorrow at 3pm at 855 West Baseline Road it appears this one will be just as exciting as Monday.

West Valley Water District Board Calls Special Meeting

So in today’s era of the Great California Drought and the massive amount of influence that local water boards have on the use and cost of your families water more attention is being put on Elected Boards that have a direct influence on our most valuable utility water. Most water companies are overseen by a Utility Commission but the final body to approve changes lies with Elected Council members and Mayors. Well in Rialto there is a strange mixture of utilities when it comes to the delivery of water and sewer services. This isn’t a perfect boarder but basically if you live south of Baseline Ave your serviced by Rialto Water Services north of Baseline you are part of West Valley Water.

West Valley apparently had a very turbulent board meeting according to Board Member Linda Gonzalez on Board Vice President Clifford Young’s Facebook page:

Now Mrs. Gonzalez telling people to check the minutes was a weird statement due to the fact that the only minutes that had been published were up to 9-3-15. Never the less we hear that there is a special meeting that was called and here is the meat of the agenda:

BUSINESS MATTERS

Consideration of:

1. Appointment of Special Counsel.

2. Appointment of Confidential Assistant to Report Directly to the West Valley Water Districts Board of Directors.

3. Appointment of Treasurer for the West Valley Water District Board of Directors.

4. Begin Conducting an Independent Review of all West Valley Water Districts Contracts.

5. Independent Review of all Contracts during the Tenure of Prior West Valley Water Districts General Manager. Consideration of Possible Suspension of all District Contracts Independent of Contracts Directly Critical to the Delivery, Safety and Operation of Water Services to the District.

Rumors are flying about the reason for the special counsel that the board is looking to hire as well as why does the WATER BOARD need a Confidential Assistant? Were also wondering why this board is now calling into question EVERY SINGLE contract that was signed during the tenure of Mr. Butch Ariza the former General Manager of the WVWD. A lot of this smells of political leveraging against Mr. Ariza due to the fact that he is running for a seat on the water board. It’s horrible because public safety doesn’t even seem to matter as they look to suspend “Suspension of all District Contracts Independent of Contracts Directly Critical to the Delivery, Safety and Operation of Water Services to the District” This is horrible and has us wondering what is the motive for such a bold move?

Our 2 cents is they know that they fly way under the public radar and they think you don’t care enough to get upset. Well it should be on your radar because these people are well compensated for their time sitting on this board. According to the link on the WVWD website that each board member can be compensated at least $13,000 each year and the General Manager can approve for them to go over that amount if need be. Rialto City Public Works Department Targets Businesses & Schools

Tuesday June 9th at the regular city council meeting Robert Eizenbiez and his staff laid out a confusing and hard to understand plan on how to deal with water restrictions sent down by Governor Jerry Brown. Mr. Eizenbiez a new Public Works Director to Rialto is new to his job here but not new to public service working in the largest California city to file for bankruptcy San Bernardino as an engenier and as an interim Public Works Director. City Council moved the public works presentation up to the June 9th meeting as they were waiting for over a month to hear why they should approve harsh regulations on the community of Rialto when no presentation has ever been made? Councilman O’connell said at a past meeting that he would like to see a healthy education component before they started attacking the community. Councilman Palmer wanted to see language like no watering during high winds and no watering after measureable rain for 48 hours better outlined and Councilman Scott wanted to know why we had a green lawn ordnance if we are now telling people not to water their lawns?

Very few of these questions were answered but we did learn that the city will be asking you to do their job for them and turn in your neighbors via a mobile app that could be located online. Rialto Public Works Department is touting awesome numbers in getting the message out to Rialto water customers their first workshop in March 2015 had 45 people the workshop had 70 people. Ron a local business owner who watched the meeting online said “So a city of 200,000 people an increase of 25 people shows success?” The Rialto Public Works presentation did say that people are calling about rebate programs but are saying the the rebates are too low and don’t provide enough to accomplish the goals that were set. Local marketing professionals and Political Activists say that the rebates are just there to get you to purchase new items you can’t afford. Anthony from Rialto Watch Dogs says “take the Weather based irrigation timers they only give you a $100 rebate yet a inexpensive unit that isn’t reliable will cost you $200 and that’s not including the other materials or labor to install the unit.” Even the Public Works presentation stated that rialto water customers are saying that the $350 max rebate for turf removal doesn’t do much.

Rialto Public Works Department also stated that they will be TARGETING Schools and Local Businesses in an effort to force the 28% water reduction that the Governor laid out in his latest drought plan. The public works Department Presentation says it will begin with education but they can and will levy fines of $100 to $500 for each offense in addition to monetary fines Rialto Water can install water restrictive flow device or shut off the water.

The city of Riverside has sued a state agency over water restrictions intended to combat the drought, claiming the rules are unfair because the city has ample groundwater supplies. The Southern California city argues it has been unfairly ordered to cut water use by 24 percent even though it has groundwater supplies for four years and does not rely on any imported water, according to the lawsuit filed Thursday in Fresno County Superior Court. Riverside, a city of 317,000 people, wants to be allowed to cut water consumption by 4 percent along with some jurisdictions in Northern California that rely on surface water supplies, the suit said. Why does it appear that Riverside cares more about their residents than Rialto? Rialto’s City Attorney will attack a citizens right to FREE speech but not protect the communities right to not be unfairly attacked by over reaching legislation.

Local people in the City of Rialto are kinda tired of rialto trying to build the plane while in mid flight. This means it seems like every project is thrown together and the community gets to suffer while they feel their way around ill conceived poorly planned ideas.
