Rialto Mayor, Mayor Pro Tem & Councilman Spin Miss-use of Public Funds Into Tears and Past Tragedy’s

Questions over the Mayors use of public funds for her State of the Woman started with a request from City Treasurer Ed Carrillo to the state and county organizations that are responsible for keeping elected officials from overstepping their authority and keeping them honest. Ed Carrillo (as seen in our prior story) reported Mayor Deborah Robertson for her use of public funds, city resources and staff to put the event together, repair bathrooms and other misuse of funds (Here it from the City Treasurer Below):

As you can see from the City Treasurer he has many concerns. Two years ago when the city succeeded in selling the community on Measure “U” a measure that imposed hire fees on the Gasoline Tank Storage farm in the south end of the freeway. When the city went on their PR push for this measure the city promised these things:

  • The City told us that they would be transparent with all money that was spent here in Rialto no matter the source grant funds to general tax fund expenditures the money would be spent wisely.
  • A Yes vote on Measure U will finally require the billion dollar oil and gas companies who store their fuel in the “tank farm” on South Riverside to sacrifice just like Rialto residents and small business have. 
  • If Measure U passes, Rialto residents will get a break in the form of lower utility taxes with a cut the utility tax by 2%.
  • Safety measures for the dangerous rails to trails project.

None of these things are happening and we doubt they ever will. What is happening and what was happening as these promises were being made was a raid of Rialto’s general fund and city resources. When was the last time the city came by and covered the cost of repairing your roof? Fixing your plumbing? Redoing your bathrooms? When was the last time the city ever covered the cost of turning on your utilities or even paying the bill?

Mayor Robertson worked very hard to insulate herself from these bad choices by having City Administrator Mike Story say he was the one who authorized the city staff to make repairs on a privately owned building, turn on utilities, pay utility bills and use staff time and resources to set up this event. Special sound and camera equipment were also purchased for this event. City Administrator Mike Story said that the use of the building was donated so the additional costs were appropriate. Normally when you rent a facility the costs are not $20 thousand and your not required to make improvements to the rental property.

To make matters worse is there is a private trust attached to this event and the GENERAL FUND!!!!!! This private trust cost the city of Rialto’s  General Fund an additional $10,500 due to improper reporting practices!!!!! So lets do the math…….

10,500 + 20,000 + 9,000= $39,500

You see the Mayor Robertson thinks she is above being questioned. She thinks she is better than the rest of Rialto. So over the last few years we watched our former airport and beautiful fields that used to be filled with wildflowers of all different colors being filled with big ugly warehouses right in the communities back yard. Can you guess where Mayor Robertson is holding her self promotion events now? Inside the very warehouses she pushed on our small community. Mayor Robertson complains that there is nowhere BIG ENOUGH to hold her event. Yet it is unclear if the Mayor has ever looked to use one of the three gyms that at any of the Rialto High Schools or even asked to rent space from Calvary Chapel Rialto, Sunrise Church or Lighthouse for the Blind all who have large newer buildings that would accommodate the Mayors event.

What is the given tag line when T.V. cops are looking to find a criminal act? Follow the money. Well the publicly elected person that oversees the cities finances has called a foul on Mayor Deborah Robertson & City Clerk Barbara McGee. Accusations of gifts of public funds and misuse of city employee’s duties has led Edward Carrillo to file a complaint with the San Bernardino County District Attorney’s Public Integrity Unit on the actions of the Mayor and City Clerk when it comes to private events that get thousands of public tax dollars to fund them.

If the mayor had your neighbors roof repaired and repaired their bathrooms would that be a proper use of tax dollars? Below is a snap shot of one of many pages to Edward Carrillo’s complaints to the San Bernardino County District Attorney’s Public Integrity Unit asking for an investigation into these tactics.

Edward Carrillo says that the money spent over the years on events like those below were a misuse of public resources for their personal gain or benefit. So in a scramble to make these charges null and void the Mayor is trying to get the city council to call her events city events and not just into the future but PRIOR events as well. Mayor Robertson believes that if she can get two of her colleagues to go along she can skirt the investigation by the public integrity unit. What this has done is force the Mayor, City Clerk and other Council Members to try and cover their tracks.

The sad part is Mayor Robertson is lumping these events geared to promote her in a positive light in the community with real city events that are of a community interest.

Below are a few of the many REAL public events that Mayor Robertson is using as leverage to get her private events approved. What is sad is in the two events above that shows another $10,500 that could be used to highlight Rialto Athletes or Really make a summer series that people want to attend.

Sports Hall of Fame – is a dynamic recognition ceremony that honors athletes that have brought honor and fame to the City of Rialto. The Athletes recognized range from individuals to championship teams.($3,800)

Summer Series – this event is designed to keep children entertained in a safe, affordable, productive environment during the summer months while school is out. There are combo movies/concert series, as well as other events in the parks with a variety of activities, like “Bark in the Park”, “Sounds of Rialto” and Pool Activities covering May through August.($9,000)

The answer is simple:

  • Mayor Robertson should remove herself from the room as she has a conflict of interest in this item.
  • Council should make a motion to approve all of the events except for the State of Women Conference & Run Around the Rocks
  • Any Council member that try’s to help the mayor avoid a investigation by voting these two events in should be put on notice that this will effect re-elcetion.

Roberto told us “its not fair that the people we elect spend more time trying to hurt us rather than help us.

Cindy said in a quote “I voted for Mayor Robertson as did my family and she not only helped put her opponent back on council but she is doing the same things we expected from him (ed scott)”

Speaking of the election when looking for a photo for this story we stumbled on a story that Josh Dulaney did on the win over Ed Scott.

Robertson didn’t hesitate in saying she will bring a different kind of leadership than Vargas, who had a reputation for being swayed by other council members when it came time to vote.

“There’s a difference between Grace and I,” she said. “Grace was there and Grace was led. I’m there and I’m very comfortable with leading.”

Robertson pledges to bring transparency to City Hall, and says the top priorities are jobs, economic development, a healthy community and open space issues.

How is spending public money on non city events transparency? How are you leading if you are not listening to your colleagues?

Political Game Playing Caught On Camera

So yesterday January 9th 2016 we were covering the SCAG Regional Transportation Q&A hosted by the Mayor and City Council (not one council member was present) at City Hall.

While the story on that is coming we couldn’t pass up on the opportunity to show off how normally the people with all the political power in this city and region act.

The powers that be tell you that they act on your behalf and value your opinion. They also say that as YOUR elected official you should be able to express yourself if you agree or disagree with the current or planned direction of the area in which they govern.

Yet when you step out and oppose their grand ideas they will work to shut you up or shut you down. As can be seen below.

Tressy Capps who is a local political activist who is well versed in the rules of exposing incorrect information that is being given at a public meeting.

But that isn’t good enough for John Longvile who jumps up to shut up the person who doesn’t agree with the given regional plan.

City of Rialto Shows You How They Plan To Take Away Your Car!!!!!

The City of Rialto is teaming up with SCAG (Southern California Associated Governments) to show you how they plan to get you out of your cars and remove your freedom.

 

This Group is run by a former communist from RUSSIA Hasan Ikhrata and as you can see from the photo below he is all about his own version of fair. The force climate change rules on us, force people into electric cars then claim that those electric cars that don’t use fuel are the reason SAN BAG and SCAG are pushing you out of your cars and forcing you to pay twice for freeways with TOLL LANES.

What cracks me up is in the video below Hasan Ikhrata asks a room full of Progressive Hippies who has a Hybrid car and only one person has one and he still trys to use that one person as the main reason that we can’t fund road construction.

The real reason there is no money for roads is that the people YOU elect into office vote to raid the gas tax funds to pay off special interests and line the pockets of them and their friends. Don’t be fooled these people do not care about you all they want is you out of your cars and into crowded homes.

Affordable Housing = Stack and Pack no yard just more small houses

Bike Sharing = No more freedom of choice you use what is available to others

Bike Lanes = Well you must have somewhere to ride that shared bike

Bus Transit = You know those large, smelly things that hold all the people you try to avoid? Yeah they want you in one of those.

Freeway Improvements = Toll Lanes so you can pay twice for smaller lanes and no more shoulders

Replacement Bridges = A great way to spend millions for those people that worked to get you elected the special interests

We asked SANBAG when we would begin to see any advertisments about the public comment session since it was supposed to begin in December and this was their message to us:

As we shared with you and the other Community Advisory Group members on December 17, 2015, the I-10 Draft Environmental Document, which was originally scheduled to circulate this month is now planned for circulation in February/March 2016. This additional time is needed as the Environmental Protection Agency has a new air quality modeling requirement and we are in the process of running new models to comply. We are looking to provide additional updates on timing of the circulation as we continue to make progress on the modeling. Once a firm date is identified for the start of the circulation period, there will be a full public outreach push to meet and exceed notification requirements for the public review and comment period of the Draft Environmental Document. Please stay tuned for updates in the coming weeks. Thank you.

So are they looking to go all the way to March or is this failed attempt at “informing” the public going to come at an abrupt end soon?

Rialto Community Coalition Seeks To Take Away Community Rights

on defending against people using tax money to steal your rights.

On December 1st 2015 the Rialto Community Coalition took a vote to move down the road of creating a city ordinance that would take away legal rights of law abiding adults. The organization that oversees the Rialto Community Coalition a group of community residents and leaders focus was Drug and Alcohol Prevention has now been given approval from the County of San Bernardino to also focus on Tobacco use. So Mental Health Systems the organization that oversees the Rialto Community Coalition has decided to partner with the Lung Association and IPS another private company tasked with drug and alcohol prevention to take away peoples right to smoke cigarettes outdoors. In documents we have received from Mental Health Systems the organization works county wide with a contract that is over $1 million to provide services to various cities throughout the county. Couple that with the $150 Thousand that the Lung Association and IPS are working though and it seems like that money should be better spent helping people off the addiction to Tobacco, provide education on the dangers of E-Cigarettes and leverage more retailers to not sell the product within the city limits. But no they sat down at Brothers Pizza in a Strategic Planning Meeting that was not open to the public looking at how they can further restrict the legal rights of people 18 years of age and older.

The meeting was held in a back room of Brothers Pizza that was set up for 15 people and only had 10 if you include all the paid staff employees from the various organizations looking to spend their government grant money. Now members like Pat from Rialto Unified School District Public Safety claimed that the meeting was open to the public yet only if you agreed with smoke free parks law. The communications with Michael Townsend asked that only those who supported the issue to attend. The email notifications also asked that members NOT distribute openly with the public.

David Phillips was basically the lone member speaking out against this effort and advocating for the community. Leader and Facilitator of the Rialto Community Coalition from Mental Health Systems said that this was not an attempt to go behind the communities backs and that the city leaders would solicit the communities opinion on weather Tobacco Free Parks were something that the community wanted. What is funny is the city never surveys the community when they are going to create yet another Ordinance to further restrict people by creating their own set of laws. Pat a self identified public safety officer with the school district claimed that this Ordinance would also deal with marijuana use in the parks. What is funny isn’t marijuana use already illegal? Why would we need a separate city law to deal with this?

I am not a fan of Tobacco use but I also know that if we make something legal and then make engaging in this very practice illegal we are heading down a slippery slope of government control and abuse. If this is so good for the community why is there no talk of how to first involve the community. The meeting was to look at ways of leveraging various elected officials to see things their was verses what the community really wants. What was very sketchy was the way the Rialto Unified School District Public Safety Officer made it clear that she would during work hours speak to her boss Eisenhower High School Principal and new Parks and Recreation Commissioner Scott Sparks about this effort to see where he was leaning on an issue that the public HAS NOT EVEN BEEN POLLED ON.

Congressman Pete Aguilar Wont Stand By His Websites Statement

Well here we go again we have another example of what today’s elected official calls being moral, ethical leaders in today’s society. Instead of saying yes I said that yes it is on my website he trys to explain away a conversational statement by saying that wasn’t on my Congress Website it was on My Campaign Website? Wait so were only supposed to be honorable and fourth right on our official websites? Does the Campaign Website give him the opportunity to split the baby? What makes matters worse is the statement in question is Pete Aguilar calling out Republicans for their Campaign tactics when he wont follow the same rules for himself.

Sorry Congressman you can’t split the baby.

Rafael Trujillo Exits Stage Left But May Be Waiting In The Wings

Rafael Trujillo is a name you may know but may not be able to remember where from. Prior to September his greatest claim to fame would be a former aide to numerous State and Federal elected officials and a member of the Rialto Parks and Recreation Committee. He has tried to run for every local office that is available to him and has always fallen short. He has even used political favors to try and get appointed to Rialto City Council but not even that worked.

It wasn’t until a seat came open on the West Valley Water Board that Rafael found his way in. This September Rafael was appointed as a Director of the water board. He still had to cross a hurdle that he has yet to successfully win an election where the people had to choose him. He failed to win one of three seats on the water board even though he worked hard to tarnish the reputation of the only incumbent seeking re-election Alan Dyer.

At the November 5th meeting Rafael hinted at the future for him even though he had already lost the election? What pray tell can be his future when he lost the election?

On top of all this Rafael was given a glowing recommendation of his time on the board three whole months. Below is Rafael’s speech after he was given his Resolution for his three months as a water board director.

Here are our problems with this:

  • Two board members left with this election Betty Gosney and Rafael Trujillo. The resolutions were done on different meetings Mrs. Gosney the outgoing President and 13 year veteran did not get her resolution and was called a racist. Rafael Trujillo revived his with a unanimous vote for only three months of service.
  • When President Clifford Young gave Rafael Trujillo his award Mr. Young gave Rafael time to speak yet he didn’t limit him to the same three minutes that he limited all other speakers to.
  • Rafael refers to issues he was passionate about but fails to remember his passionate issues when accepting his public resolution.
  • The West Valley Water Board continues its witch hunt on Mr. Dyer and if they find enough dirt to remove him from his seat you can guarantee that Rafael will be there waiting in the wings.
  • Are there people on the board feeding Rafael information from closed session meetings? Everything having to do with the Boards illegal informant is done in closed session and Rafael seems to be well versed in what has been going on.

We write all of this not because we dislike Mr. Trujillo or to cause him grief we simply want to get our elected officials to work on the peoples behalf not their own.

Would you believe that temporary appointed Water Board Director Rafael Trujillo who only served a few months on the Board will Recognized, Honored and Commended for his time on the water board but Betty Gosney the long time elected board member will get no such recognition? Well it is true. As you can see below that Rafael Trujillo will be recognized at tomorrows West valley Water Board Meeting. Some people are saying that Clifford Young has worked behind the scenes to be a puppet master of other people and it looks like it has worked out for Rafael with yet another recognition for following another persons agenda without thinking for himself.

The two resolutions look very different and speak to the tone the majority of the board was acting when each resolution was penned.

Here is the one for President Betty Gosney:

Adopt Resolution No. 2015-18 Commending President Betty Gosney for More than 12 Years of Dedicated Service.

Here is the one for Appointed Director Rafael Trujillo:

So from the get go the Board majority penned resolutions that should have sounded the same yet are much more different when it comes to wording and perceived tone. Another question is why were these two resolutions made separate of each other? It would be inappropriate to deny President Gosney her Resolution and give one to Appointed Director Trujillo. President Gosney who had served on the West Valley Water board for 12 years has underwent a lot of attacks and game playing by a majority of the board especially Vice President Clifford Young. So after the lastest round of attacks and political games that were played President Gosney asked if Clifford Young’s signature could be left off the resolution which is her right. Clifford Young did not like being left out and he knew ahead of time so he invited Irma Flores to the meeting to call President Gosney a racist for not wanting the only African American member of the board’s signature on her resolution.

Now remember we called Appointed Director Trujillo a rubber stamp for Vice President Young and originally Appointed Director Trujillo seconded the motion to approve President Gosney’s resolution for service. He changed his mind after Clifford Young instructed his fellow board members to not no on this resolution.

Personally I have always thought it was silly to give resolutions on behalf of an entire body to a specific person or group. Many times most of the elected body of any city or board have no idea who they are recognizing or even agree they should be recognized.

Below is the entire body of the Water Boards agenda tonight.

BUSINESS MATTERS Consideration of:

1. Approval Resolution No. 2015-18, Adopting the Rosenberg’s Rules of Order as Official Parliamentary Procedures for West Valley Water District Meetings.

2. Approval of Resolution No. 2015-19, Appointing Shanae Smith as Board Secretary Confidential Assistant Reporting to the Board of Directors and Two (2) Assistant Secretaries.

3. Approval of Resolution No. 2015-20, Recognizing, Honoring and Commending Rafael Trujillo for Outstanding Public Service as a Board Member.

West Valley Water Board Swears In New Members & Changes Rules

On Thursday December 3rd West Valley Water District ushers in a lot of change. With the coming changes the cloud of controversy that hangs over the sitting board remains.

The first order of business will be to administer the oath of office for the three board members that were elected in November. The three people include Greg Young, Alan Dyer and Donald Olinger. Greg Young was one of the three people that current Vice President of the West Valley Water Board was supporting which lays a layer of uncertainty over his seat on the Board. One of the people Greg Young replaced (Rafael Trujillo) appeared follow Clifford Young’s lead even when it led to potentially violating the Brown Act as well as possibly misappropriating funds and hiding information that the public inside closed session that should have been heard before the public. Alan Dyer the only sitting incumbent won re-election but not without being under extreme scrutiny by Clifford Young, Linda Gonzalez and the private counsel that is being paid public funds to investigate Mr. Dyers residency and secretly report back to the Water Board in closed session. Don Olinger is a common name in the city of Rialto as a former teacher, school board member and a former West Valley Water Board Director. Given the latest antics that the current board has underwent Mr Olinger has his work cut out for him.

The next major item on the board agenda is a change from the Roberts Rules of Order to the Rosenberg Rules of Order. Now you may say who cares what system they use. Well I would caution you to hold that thought it was Clifford Young who asked for this change and as he stated in the first meeting of November he is not at all happy with the increase of public participation that his actions have garnered lately. If you look below we copied some of the areas of the Rosenburg’s Rules of Order sections for you and the one that stood out the most was “a five-member body with a few members of the public in attendance” Clifford Young wants to use a system that works with low public participation.

If one is chairing or running a parliament, then Robert’s Rules of Order is a dandy and quite useful handbook for procedure in that complex setting. On the other hand, if one is running a meeting of say, a five-member body with a few members of the public in attendance, a simplified version of the rules of parliamentary procedure is in order.

Below it talks about these 21st Century rules have found a welcoming audience. How is this possible if its used to lower public attendance? We see the writting on the wall and more public elected boards will be doing what they can to get better control of what the public is ALLOWED to participate in.

These rules have been simplified for the smaller bodies we chair or in which we participate, slimmed down for the 21st Century, yet retaining the basic tenets of order to which we have grown accustomed. Interestingly enough, Rosenberg’s Rules has found a welcoming audience.

Finally this is the best part for Mr. Clifford Young he wants to be able to silence people that speak against him and his tactics.

The chair should always ensure that debate and discussion of an agenda item focuses on the item and the policy in question, not the personalities of the members of the body. Debate on policy is healthy, debate on personalities is not. The chair has the right to cut off discussion that is too personal, is too loud, or is too crude

It is unfair to ask someone to bottle up their passion for a given issue but when it comes to elected power and water issues nobody seems to want to play fair lately.
