Internal Affairs Investigation Ruins K9 Partner “Jordy’s” Career

Initial reports are that the city has paid over $6000 in boarding fees for former officer Glen Andersons partner Jordy. He was kept at Adlerhorst in Jurupa for ten months at $25.00 per day. This poor hardworking police dog is one of the greatest victims of whatever the Police Chief had an issue with former officer Glen Anderson.

The department purchased a new dog costing around $11,000 from Adlerhorst using money from the police department that could have been spent elsewhere if the Police Chief had not cut ties with the Friends of Rialto Police K9 program. Reports are that K9 Jordy was given back to Adlerhorst for another dog the a new K9 officer choose. Rialto Police added two officers since officer Glen Anderson was fired. These officers will be going through the basic class which cost is approximately $5,000 each costs that the Friends would have normally paid. Due to the length of time Jordy sat at the kennels he was no longer desirable for purchase by any other police agency and was sold to a private party.

This awesome police dog and a former Military Veteran (K9 Military Dog) was locked up, had to spend his birthday in a cage all because of an issue our Police Chief had with one of his officers. Whether officer Anderson was fired for a good reason or for a power struggle the Dog paid the ultimate price for something that was out of his control. The blame falls to Chief Deanda since his actions against former officer Anderson led to Jordy’s lockup.

It’s not just Rialto Now that is worried about Jordy one of our biggest critics since we began writing about the issues at the PD commented this on one of our last articles:

The people of Rialto have the added burden of costs that are not needed because of the chief’s actions against the Friends of Rialto Police K9’s.

We have received some heat for these stories. These stories are not meant to be done put of spite but to inform the people of Rialto about what is going on in your city. Lets look back at some of the things we have highlighted that if we didn’t write about our failed leaders would have been able to hide their failures and get away with the consequences we the people have to pay:

  • Selling off Rialto’s water – We were key in trying to shut this action down working to highlight that the cities scare tactics were nothing more than just that scare tactics. We also pointed out that NONE of the improvements would ever be made. Five years later we keep electing the same people and all that has been done is our rates are skyrocketing and some of the water meters have been replaced. Almost every single improvement is YEARS behind schedule and our leaders could care less.
  • Money moved around to pay for pet projects – We have been harping on the money movement game for years. It wasn’t until former councilman Shawn O’Connell saw it for himself did it come to a stop temporarily. Were now doing it again and allowing our leaders to get away with it.
  • Councilman Trujillo & Sanctuary Cities – Had it not been for this blog newly elected Councilman Trujillo would have held his sanctuary city meeting and Fontana Herald reporter would have reported it in a much different light. If not for this blog we would be in jeopardy of loosing MILLIONS in federal dollars.

So when we write about these actions it is up to you to dig into them for yourself and look at each situation with clarity and not allow personal relationships to cloud your judgement.

Rialto Police Chief Cuts Ties With Friends of Rialto Police K9 Program

Earlier this week our offices received a letter that is addressed to Rialto Police Chief Randy Deanda, Mike story and city of Rialto.

This letter goes into detail about the knowledge of the city of Rialto approving the work done on the K-9 obstacle course and yard. It also goes into detail about an interaction with our police chief and the president and founder of friends of the Rialto Police K-9 Association.

The letter details a complaint where Chief Randy Deanda banged on Greta Hodges door and personally delivered a letter stating that the friends of the Rialto Police canines were no longer to be involved with Rialto Police canines the letter also stated that Randy Deanda had spoken to Rialto city council members and that they all agreed with the chief on this decision the letter also goes into the fact that Chief Deanda apparently brought a witness with him Captain Wilson from the police department to verify that he delivered the letter.

The letter details that Chief Deanda opened a internal affairs investigation and officers interrogated Greta Hodges founder of The Freinds of Rialto Police K9 on the telephone and at the canine obstacle course the letter states. As of June 20th 2016 the police department no longer need the services of the friends of the Rialto Police canines a group that has funded canine operations in the city of Rialto for decades. It’s hard to Fathom with a basically cash balance budget that we would be in a position to start funding K9 purchases and operations when there’s a non-profit organization willing to do the work and provide the funding. It’s also odd that a police chief can by himself without any written Authority from city council mayor or the city administrator tear up or sever ties with an organization like this. The letter also states that Chief Deanda said that the Police Departments budget has approved and they no longer need the help of the Friends of Rialto Police K9’s. This is confusing as Rialto is looking at yet another extension of the Utility Users Tax or the creation of a Public Safety tax to provide police services.

Another point of reference that the letter spells out is the way that the Chief’s actions have hurt the Friends of Rialto Police K9 with other officers, vendors, donors and the city leadership. This action by Chief Denada has created what some say an unnecessary division among the Friends and the Police Department.
From what we can surmise is that this all began with whatever issues lye between Chief Deanda and Former K9 officer Glen Anderson who was fired last month after a lengthy IA investigation.

Another victim of this situation is former officer Glen Anderson’s K9 partner Jordy who has been stored at the Alderhorst training facility for almost a year now. It is very concerning for some in the community and The Friend’s of Rialto Police K9 that this powerful skilled dog has been allowed to be an additional victim of this sad series of actions.
We looked further into the authority of the Chief to be able to cut ties with this organization and it appears it is up to him but it is odd that this type of decision would not be made public.

Rialto Police Department Names Erica Duque Officer of the Year

Officer Erica Duque was named the officer of the year at this years awards ceremony for the Rialto Police Department. Officer Duque is a Rialto Native growing up here and going to school here. Officer Duque comes from a long line of Law Enforcement professionals and is a dedicated public servant. Officer Duque still has family that lives here in Rialto and that has kept here up to date on what is going on here in our city both on and off work. Officer Duque has worked with the Community Policing and Reentry Support Program in her most recent assignment. Officer Duque is putting her unique knowledge of Rialto and her care and compassion for everyone to work to help her colleagues solve more problems and obtain results that can make Rialto residents proud.

Not only did Rialto Recognize Officer Duque for her outstanding work but her whole team was awarded for the work they have done together. Below is what Cpl Gregory Marquez said about his staff:

I chose Officer Dwuan Rice and Officer Erica Duque. I also was allowed by the Probation Department @sbcprobation In the selection of a probation officer who would be assigned to my team. Since my old partner Probation Officer Bradley left there wasn’t a doubt in my mind Probation Officer Vicky Whitworth could easily slide right into his spot. In the last year they have worked non-stop from the time they come into work until the time they leave and even get random texts and phone calls from me asking them to complete a task 😄. Last Friday our team received a Unit Citation which is a great honor recognizing our hard work! I also wanted to add that we could have not completed our tasks without the love and support from our Explorers and Volunteers as well as Code Enforcememt Officer Dave Hernandez and his team!

As someone who had the pleasure of growing up with officer Duque I can attest this is a well deserved award.

Officers Fired from Rialto Police Department

Thursday February 16th Rialto Police Department and Chief Deanda took actions against some of Rialto’s most dedicated and popular senior officers the department has. Multiple officers have been reported by those close to the department to have lost their job or are on the verge of losing their jobs. One of those confirmed to have lost their job is longtime K9 Officer Glenn Anderson who was fired from the Rialto Police Department late Thursday.

Officer Glenn Anderson an expert in the realm of canine policing and SWAT work has been on paid leave for almost a year pending the results of an IA investigation into claims that he misused canine resources as well as failed to obtain proper authorization when securing resources for the Rialto Police Department K-9 program.

When you put it like that it sounds worse than it was. K9 officer Anderson worked with a local boy scout troop and the Union Pacific Railroad K9 police organization to create a yard where K9 officers could train and work with their dogs. This area also was a place where the officers K9 partners could freely stretch their legs in a nice grass area that was fully fenced off. Many times, our officer’s breaks are eating a quick bite in their unit has they go from call to call that is unhealthy for the human officer as well as their canine partner as well. Per city and Rialto Police Officials Officer Anderson failed to obtain the proper permits for fence installation and pulling power for outdoor lights to the K9 yard. Officer Anderson is also being attacked for dog food donations from a private pet store to the 501c3 nonprofit The Fiends of the Rialto K9 Association. These donations saved the city thousands every year because instead of using the food vouchers at Pet Smart K9 officers were using donated food to feed Rialto Police Dogs.

There is a mountain of lawsuits and complaints that have been filed against the Rialto Police Department over the last year-and-a-half. Dozens of officers are suing the department for racial age and disability discrimination.

For the last year, the word out is that morale at Rialto Police Department is at an all-time low. One must question the amount of money these actions will cost the city in future litigation.

None of the officers in question made themselves available for questions. Reports of these actions came from officials within the City.

Carter High School Erupts In Fights Triggering School Lockdown

One day after Carter Students competed in various science competitions the school erupted in anywhere from 7 to 10 fights triggering a whole school lock down, a mosh pit, a student stole a police car, fire alarm was pulled and as you see from the video above a Security Officer was assaulted on campus.

Parents picking up kids at other schools were texting their kids telling them to stay away from the trouble and get out safely. Since Carter has opened it has been the school that seems to have a large collection of problems. Last year the former Principal Mrs Foote told us that she was having a lot of issues with fights and sexual promiscuity. Years ago these problems were laid at the feet of Eisenhower and Rialto High Schools but now it seems the problems have come to rest at Carter.

Social Media Expert and former Executive Director of Inland Valley Drug Free Coalition David Phillips says just search the hashtag Carter High School and see what the student body is being exposed to. Sexual behavior videos, marketing of drugs and fights are being pumped into the kids eyes. The old saying garbage in garbage out applies here. If we continue to dump our kids in a well of sewage should we be surprised with this outcome?

After our editor spoke to Sydea Jafri the District Communications Director we found out that most of the social media made things seem worse than they really were. A few fights between four girls was a bulk of what occurred today on Carters campus. The RUSD Security Officer in the video above was not seriously injured. Also Mrs Jafri and Rialto PD personnel confirmed that no police car was stolen by a student today. What occurred according to Mrs Jafri was a couple of cops running along a RPD unit being driven by an officer. Some were concerned with the amount of Law Enforcement on scene if nothing bigger happened, but it seems that the response was just part of an abundance of cation and officer safety.

Mayor Robertson not a Fan of Trump but wants Taxpayers to pay for her to watch Trump Inauguration

Request City Council to approve travel and training request for Police Chief Randy De Anda and Lieutenant Paul Stella to accompany Mayor Deborah Robertson as security detail during the United States Conference of Mayors Winter Meeting in Washington, DC, January 17-19, and the Presidential Inauguration on January 20, 2017.

As you can see the Mayor wasn’t a fan of President Elect Trump. As you see in the text above the Mayor is telling you that she wants a protective detail to go watch a Inauguration of a candidate she didn’t like. Looking at the Chart provided with the agenda there is no allocation for Chief Deanda or Lt Stella yet there is a base amount for the Mayor to attend the Mayors Conference by her self. We know that Councilman Ed Scott was given his ticket to the Inauguration by Congressman Pete Aguliar but who is picking up the travel and stay for Councilman Scott on this trip:

So were paying $7,397.04 for the Chief and an Lt, plus a minimum of $3,200 for the Mayor and another $5,000 for Council Member Scott for a minimum of $15,597.04!!!!!!

Mayor Robertson used the Republican Nominee Trump as a way to hurt people running for election here locally. Here are a few of the examples:

  • Candidates that were republican or had a more conservative leaning Mayor Robertson used this to turn people away from them. She was heard routinely saying those trumpsters are going to take away everything.
  • Mayor Robertson poisoned voters minds when they were considering candidates like her opponent Ed Palmer, City Council Candidate David Phillips and Congressional Candidate Paul Chabot. It was so bad that it was routine for a public event for a Mayor Robertson supporters trying to shut down these candidates when they tried to speak.
  • Mayor Robertson not only hurt Republican candidates but committed democrats who failed to fall in line with her tactics or policies.
  • Lynn Hirtz – Democrat running for city council was tied to Donald Trump by Mayor Robertson.
  • Ana Gonzalez – Bernie Sanders Democrat supporting Hilary was tied to Donald Trump by Mayor Robertson.
  • Joe Britt – Running for City Council was tied to Donald Trump by Mayor Robertson.
  • Ed Killgore – Democrat running for reelection to the water board was tied to Donald Trump by Mayor Robertson.

If the Mayor is so upset over the Election of President Donald Trump why does she have to go and why are the taxpayers paying for it? Mayor Robertson even had former Assembly Member Cheryl Brown calling out people who challenged Mayor Robertson at Democrat meetings as trumpsters that needed to be stopped. What makes matters worse is Mayor Robertson is the Mayor of Rialto a struggling working class city. Our people are hard working but a majority of our families are still struggling or just getting by. Most of our ids will never stay in a $400 a night hotel room, eat lavish meals and fly all over the country. The sad reality is that less than 50% of Rialto youth will never even go on a field trip and when they do it is to s neighboring city that offers more than Rialto.

Reach out to your leaders and let them know that Rialto needs to bring travel costs under control and leave Chief Deanda and Lt Stella home so that they can do their jobs.

Thousands of Dollars Wasted on Travel for Mayors Private Security Detail

For years Rialto public leaders have used your tax dollars to go on lavish trips all over the nation. The situation got so bad that an audit 4 years ago led Councilman O’Connell to ask the Council to approve measures that would bring travel spending under control. These changes were short lived as Mayor Robertson has allowed commisoners to travel on the tax payers dime and now the city council has a $99,000 travel budget for the year.

Our Mayor has used the Mayors Conference to use your tax dollars to spend time taking selfies with Presedent Obama in the distant background and eating rich food and staying in 4 star accomidations. All of these are luxuries that the people of Rialto will never get the chance to enjoy. Mayor robertson was questioned for bringing City Clerk McGee with her to lavish travel destinations with no clear reason for the City Clerk to atend.

Now Mayor Robertson is making good on a campaign promise, reports are that if she won she would be taking Cheif Randy Deanda to Washington DC with her. Well we found out how this abuse of tax dollars would bare out. Mayor Robertson is taking Cheif Deanda and Lt. Paul Stella with her to Washington DC has her own personal Security Detail!!!!!!! 

Lets break down these travel requests that total more than $7,000!!!!!!

  • Where in the budget are they pulling this money?
  • Why are we paying for 4 seperate cab fare’s when they are supposed to be security detail?
  • How much is the overtime going to cost with these two not being home doing their duties?

    We spoke to current Mayors, Council Members and Former Elected leaders and nobody has heard of ever brining their own security detail to any travel. In addition those attending the Trump Swearing in are not brining in their own security they are relying on the Washigton DC city, county and federal law enforcement officers to keep everyone safe.

    Residents already on edge after freshman Councilman Rafael Trujillo tried to start Rialto down the road of becoming a Sanctuary City are wondering what is happening to their city. One resident said “when will our council and mayor just do what is right for us” and another said “if Mayor Robertson couldn’t have her raise she will get her money one way or another”. 

    On top of this $7,000 travel bill for security Mayor Robertson is spending $3,200 minimum on this trip. It is unclear if the taxpayers are paying for Councilman Ed Scott’s travel as well. Unless someone comes to their senses this will be approved on Tuesday January 10th 2017 at 6pm.

    Inland Empire Leaders Seek to make Sanctuary Cities More Palatable

    Today IECN Reporter Anthony Victoria posted a lengthy article that took a look at the events that transpired at Rialto’s City Hall last Friday December 30th 2016. In this story Mr. Victoria’s article begins to craft an alternative definition to the Term “Sanctuary City”. A simple google search will provide you the definition we provided in a story we wrote last week:

    A sanctuary city is a city in the United States or Canada that has adopted a policy of protecting undocumented immigrants by not prosecuting them solely for violating federal immigration laws in the country in which they are now living illegally. … The designation has no precise legal meaning.

    According to Mr. Victoria’s article this is the definition that is now being used:

    The term is used generally to describe the process in which local governments refuse to use their own resources or funds to enforce national immigration laws, according to the California Law Review.

    When we searched the California Law Review we were left with no results for the term Sanctuary City. So why are those in favor of protecting those who break our borders and laws working so hard to redefine what a Sanctuary City means? Well it’s elementary my dear Watson you see the idea of a local governing body standing in the way of prosecuting people who have broken Federal law no longer sits well with the American people, But we are tired of watching our resources being abused. So the term is changed not by legal experts or educational bodies no we have activists and career politicos working to redefine a word to make it more palatable.

    Another popular tactic within this activist crowd is word play. You see we are talking about the future of Illegal Immigrants not legal immigrants or anyone else here LEGALLY. So Mr. Victoria inserts a quote from Ana Gonzalez the former challenger for the City Clerks job last election, Mrs Gonzalez is quoted as saying “A lot of [undocumented residents] are asking, ‘What’s going to happen? Are we going to be safe? The immigrant” population is scared.” You see what they did there they first used the new term undocumented residents (illegal alien) then turn it around to say immigrants are scared (people with a legal right) living here. Why would a legal immigrant have anything to fear?

    Mr. Trujillo who apparently only speaks to Spanish media writers said this to Mr. Victoria:

    Gonzalez and several stakeholders were scheduled to meet with Rialto councilmember Rafael Trujillo at City Hall on December 30 to discuss the issue, but were instead met with protest from Claremont-based group We The People Rising. Trujillo–feeling threatened by the large presence of the group–decided to postpone the meeting. Trujillo claims that the meeting was unofficial and that no city committee has been created to address the issue. A lot of people are afraid of the new [presidential] administration coming in,” Trujillo said. “I’m trying to learn about the issue and what it means.

    Even though Mr. Trujillo claims that no Committee was formed this is the message that Blanca Gomez the Freshman Council Member sent to our editor 2 days before the meeting (see above). To further complicate things for the councilman who refuses to tell the truth, Alejandro Cano Spanish reporter for La Opinion news posted this on his Facebook page the night before the meeting:

    Even though Mr. Cano tries to deny why he was at the Rialto city hall in the video below he made it very clear on his Facebook page what he was doing and why he was there.

    These dangerous activists want you to believe that this law protects your tax dollars and illegal immigrants just looking for a better life. Yet sanctuary cities have been on the front lines of harboring some of the most dangerous illegal aliens that rack up felonies yet get released back into our cities and neighborhoods. Francisco Sanchez admitted to shooting Kate Steinle shooting in 2015 he did this after being released for drug charges and was a 7 time felon and a 5 time deportee. The San Francisco Sheriff refused to honor a detainer request from ICE because his city was a Sanctuary City.

    Rafael Trujillo, Blanca Gomez and these activist groups refuse to look at the bigger picture. President elect Donald Trump has said he will pull Federal Funding from cities that refuse to work with Federal authorities. Since Mr. Victoria’s article failed to address the potential money lost if Rialto were to deny Federal Authorities the right to remove dangerous illegal alien criminals we decided to ask City Administrator Mike Story what this might look like for Rialto:

    I do not have specific numbers on what a sanctuary city would cost the city, but just if we lost CDBG federal funds for capitial and community services programs it could be over 1 million dollars just for that program.  Not sure of the others.

    So what we should be asking Rafael Trujillo and Ana Gonzalez is are you ready to put Rialto in a $1 Million dollar hole? Also Ana Gonzalez statement in the article by Mr. Victoria speaks to not wanting to allow our police to break up families:

    Ana Gonzalez agrees with Nolasco. “Our city is not prepared to do this kind of enforcement,” she said. “If there’s a crime committed, then of course action needs to be taken. But we shouldn’t be focused on breaking up families.

    Mrs. Gonzalez must be confused because police all over this country are forced to do this to people every single day. When a mother or father breaks a law and the police are forced to arrest that person a family is broken up. Many times the families are forced to leave their homes and become homeless because the fruits of their financial support came from illegal deeds. If a bank robber gets caught we don’t let his kids keep the stolen money because that is all they have no we take it away. This is why we used to punish people so that others would count the cost of breaking our LAWS!!!!!

    Councilman Rafael Trujillo Holds Secret Meeting To Make Rialto a Sanctuary City

    On a rainy day in the Inland Empire most people were cleaning out from the Christmas rush and finishing out a last day of work before 2016 ends and 2017 began. One of Rialto’s newest council members was formulating a plan to break federal law and put Rialto’s ability to obtain Federal Funding in serious jeopardy.

    In Rialto voters chose two candidates to replace the two seats left vacant by one councilman’s untimely death early this summer and another choosing to run (unsuccessfully) for Rialto’s Mayor. One of those choices (Rafael Trujillo) has spent his young lifetime working as an aide to State and Federal leaders who would routinely select the audience they choose to speak to and keep their conversational statements from public view. He also has a history of filling elected spots others vacated early and pretending to be the champion of the people.

    Some seemed confused about what a sanctuary city is like Victorville City Councilwoman Blanca Gomez (yes all the way from victorville) So we thought we would share the definition:

    A sanctuary city is a city in the United States or Canada that has adopted a policy of protecting undocumented immigrants by not prosecuting them solely for violating federal immigration laws in the country in which they are now living illegally. … The designation has no precise legal meaning.

    President elect Donald Trump has said that being a Sanctuary City is the quickest way to loose federal funding.

    Well Mr. Trujillo was tested by fire and he seemed to crumble under the weight of his plans for Rialto when the opposition came out to challenge him. Rafael Trujillo had planned to hold a private meeting with Maribel Nunez and organizations like TODEC & LULAC. None of these groups have offices located in San Bernardino County let alone Rialto and Mrs Nunez is the Executive Director at California Partnership an LA. This is important because Rafael Trujillo claimed that those who showed up for his Sanctuary City meeting were not qualified to attend because he was only listening to constituents. These groups represent only the needs of people living in this country illegally outside of California Partnership who also helps low income residents but each are large parts of the push to ignore US immigration laws. Actually the only person we could verify that was a Rialto resident was former City Clerk Candidate Ana Gonzalez everyone else was not a verified Rialto resident.

    Other People who Rafael Trujillo wanted to hear from were Emilio Garcia a professional activist currently lending his voice to boycotting Driscols Berry Farms over immigrant berry pickers rights to be paid more than most other people even EMT’s working for AMR Private Ambulance Service.

    Rafael Trujillo seemed really worried about the cameras because he said the meeting would only resume when the cameras went away little did we know that Rafael Trujillo invited a reporter formerly with the Fontana Herald and now with the Hispanic Publican Unidos en el Sur de California to cover (See image below)

    The image above says it all that Alejandro Cano was there to write a puff piece on Rafael Trujillo’s plans to sneak this idea on Rialto residents. Now Rafael Trujillo was asked a question that I thought was interesting. Is his boss Norma Torres behind this effort?

    Well here is where you connect the dots. Rafael who has never had a thought that was his own works for Norma Torres and Rafael invited Alejandro Cano to cover this action. Now all we need to do is connect the three Sanctuary Cities, Alejandro Cano, Rafael Trujillo and Norma Torres hmmmm.

    Yes Alejandro Cano seems to work very closely to both Norma Torres and Rafael Trujillo. So close in fact that he wrote this article of Norma Torres swearing in her son who was recently elected into the Pomona City Council. At this meeting Norma Torres was quoted as saying “On the issue of immigration and the political ideas of President-elect Donald Trump, Torres said that now more than ever the Council must support local, state and federal authorities in their readiness to confront Trump’s radical policies“. So it begs to question was Arthur Schaper (the person who shot this video) onto something or is Rafael Trujillo taking liberties with his employment in the Congressional office of Norma Torres?

    The end result was the meeting was shut down and the actions were halted for now. Rialto residents that don’t support Sanctuary City for Rialto include Councilman Ed Scott and Councilman Joe Baca Jr. Other vital members of the Rialto community that are opposed are Ed Palmer, Ray Farmer and other residents that were in the crowd of anti Sanctuary City Protesters.

    Ray Farmer “If this is true we are drifting into dangerous waters, I want to know more about this and who is involved, as a long time Rialto residence , I am very concerned,!
