West Valley Water Hires More Of Mike Taylor’s Friends From Baldwin Park

Water Board Director Mike Taylor who has been accused of stacking West Valley Water with all of his dirty friends from Baldwin Park. Since the last election where Clifford Young gained near full control of all board members there has been a push to get rid of people who refuse to get in line with an out of control and abusive Board of Directors.

Prior to hiring the political friends of Board Member Mike Taylor Board Member Clifford Young hired his own friends from Cal State San Bernardino. So when we found out that more Baldwin Park Council Members & Former Cal State San Bernardino employees.

A Press Release that Board Member Greg Young posted under the guise of “transparency” is full of admissions of continued favoritism and abuse of normal hiring practices.

West Valley Water may have taken applications for these positions but sources close to the main office know what it takes to get a job at West Valley and it isn’t fair and open to everyone. The path to obtaining a job is a long list of who you know, can you do as your told without question and do I owe you a favor. What people should know is that in its self is not enough to keep you employed you must go along with the will of Clifford Young no matter what.

“In a whistleblower lawsuit filed in Los Angeles County Superior Court this week, plaintiff David Salcedo alleges he was subject to harassment and retaliation during his brief tenure as chief. He said he was eventually fired when he refused to do favors for Councilman Ricardo Pacheco and complained about the requests.” LA Times Sept 2017

“Salcedo says he refused a request from Councilman Pacheco in March to fix a ticket. According to the suit, the councilman was incensed and eventually hung up on the chief while discussing the issue on the telephone. The lawsuit also claims Pacheco requested other favors, such as towing a truck that was legally parked, posting no-parking signs in violation of city laws and sending a patrol car to investigate a vacant house on the elected official’s street.” LA Times Sept 2017

Richard Pacheco was named Assistant Manager for West Valley Water the same person you see referenced above supporting Police Cheif/West Valley Water Board Member Mike Taylor’s never before seen no fire contract. This isn’t the 1st person Mike Taylor has brought from Baldwin Park he also brought Baldwin Park City Attorney  Robert Tafoya who wrote Mike Taylor’s bullet proof employment contract with the city of Baldwin Park.

Looks like the path to employment at West Valley Water is like entering a crime family. It is less about what you can do for the Water District and more about what you can do for the Board of Directors.

West Valley Water District (WVWD), after a thorough public search that resulted in 25 applicants and multiple interviews, is pleased to announce the appointments of an Assistant General Manager and Chief Financial Officer, who were approved by the Board of Directors on March 29.

Ricardo Pacheco, who works as a project manager for Caltrans and ITT Corp., was named WVWD’s Assistant General Manager. He will oversee external affairs and begins work at the District in the first week of April.

Pacheco holds an engineering degree from California State University, Los Angeles. He has worked as Director of Public Works for the city of South Gate, Calif., an associate engineer for Metropolitan Water District of Southern California, and a project manager for the Los Angeles Department of Water and Power. Pacheco is in his fifth term as a councilman in Baldwin Park, where he has been instrumental in drawing redevelopment to the city.

Naisha Davis was appointed as the District’s Chief Financial Officer. She is a Certified Public Accountant, holds a Master’s degree in Business Administration from California State University, San Bernardino, and is a graduate of Eisenhower High School in Rialto.

For the last nine years, Davis has served as the accounting manager for Lifestream Blood Bank, where she oversaw an $80 million budget and all financial operations, including annual budget preparation, forecasting and cost control. She previously worked as the accounting and human resources manager at Caseworx Inc. in Redlands, Calif.

“Both of our new managers bring with them a depth of experience in their respective fields that will be a valuable asset to West Valley Water District,” General Manager Robert Christman said. “With Ricardo Pacheco’s knowledge of engineering and local government and Naisha Davis’ work in the non-profit sector, they round out a talented team that will contribute to the continued success of the District.”

The appointees were selected from field of applicants after the job openings were posted and advertised. The successful candidates were interviewed and vetted by a Board committee to ensure their competence and ability to support WVWD’s mission and values.

  • Measure M is a tax increase. The 8% Rialto Utility Users Tax (UUT) was given to the city council and all they did is abuse the tax and waste time and money. Now to remove any responsibility to the voters they are giving themselves a permanent TAX increase FOREVER!!!!!!!
  • This levy on utility bills provides roughly $14 million in revenue per year. These funds go into the General Fund and are abused by the city. The mayor and council play games with your taxes and name buildings and parks after their political allies. The council needs this money to cover the MILLIONS in Lawsuits that they have single handily brought on Rialto Tax Payers.
  • To scare you into voting for this measure the city is using the old scare tactic of taking away police and fire services. Councilman Ed Scott has been Quoted saying that rialto police the bottom of the barrel.
    • The police never respond to complaints and are causing more problems then they solve. Rialto Police are famous for the drive by they do when they respond to a call. This consists of cruising by the location at 45 MPH. Rialto Fire spends more time outside the city under a mutual aide agreement than they do inside the city. Also they are preparing to stack a Fire Tax on top of this one next year. ALL WITHOUT YOUR CONSENT!
    • Reducing the Public Works Department by 11 positions, will make little change since the city looks horrid as it is so nothing will change.
  • Had it not been for dedicated people like us the Council was HELL bent on charging this tax on all seniors!
  • Rialto Fire charges annual fees to pick you up in an emergency leading to more people avoiding calling for help and risking further injury by waiting or self transport.
  • Rialto charges you a TRASH TAX because BURRTEC trucks are too heavy for Rialto streets but we can’t charge BURRTEC for it because they are political allies of Mayor Robertson.
  • $100,000 a year is paid so that our elected leaders can travel all over the country on your DIME.
  • Even if this measure passes Rialto will still be bankrupt in 4 years. The only difference is you will be stuck with a Utility Users Tax that NEVER ENDS!!!!!
  • The people signed onto this TAX are doing so to keep the flow of your tax money into their pockets. A small handful have been bullied into signing on to this tax. Multiple people have reached out saying that the Mayor said get on board or else.

Drug Take Back Day 2018

 

In years past Rialto had a location for the drug take back day that was actually in Rialto.

Now that the City Council along with Congress Woman Norma Torres and Congressman Pete Aguilar have destroyed the Rialto Community Coalition there is nobody looking out for drug and alcohol abuse in the city.

The National Prescription Drug Take Back Day addresses a crucial public safety and public health issue. According to the 2015 National Survey on Drug Use and Health, 6.4 million Americans abused controlled prescription drugs. The study shows that a majority of abused prescription drugs were obtained from family and friends, often from the home medicine cabinet.

Teens will regularly raid family members medicine cabinets and either take the pills themselves or go to parties where kids will SKITTLE. When someone SKITTLES on prescription drugs what they are doing is taking a series of different pills from a bowl or basket without knowing what they are or how they will react together.

The DEA’s Take Back Day events provide an opportunity for Americans to prevent drug addiction and overdose deaths.

Are the West Valley Water Board Members Getting Paid Too Much?

As Rialto area tax payers are going to be asked to tax the living HELL out of themselves in June we thought is was time to once again start to air the dirty laundry of local officials. We also would like to remind you that each time these people ran for office they SAID they were running for the people  to have a transparent voice yet all they seem to be doing at West Valley Water is getting fat off of the ratepayers.

Good thing WV has 34 million in the bank.

Seven Year Autistic Boy Threatened With Arrest

 

If you are aware of Rialto Unified School District past with problems with their Special Education program then this story will bother you but not surprise you. Anyone else will both be shocked and surprised at what Seven Year Old Caiden Trujillo had to go through on Monday April 23rd.

Caiden Trujillo a 1st grader at Kordyak Elementary was removed from his classroom and was forced to face adults he didn’t know which included officers from 3 different public safety agencies. Caiden Trujillo is an Autistic child who is in school under an IEP (Individual Education Plan) he is in Special Education in the RSP program (Resource Specialist Program). This program helps kids who qualify as a student learner that requires some assistance but can still find educational success in a regular education environment. “The events that led up to Mondays incident are a direct result of Rialto Unified School Districts lack of ability to do what is right for Caiden Trujillo” his mother and her advocate said.

All children work better under the confines of a schedule this is why kids have regular bedtimes and preform better in school when there is a regular flow to the day. Well Autistic children require as much structure as possible and don’t do well with changes. They trust who they know and any sudden changes to their Aide, Teacher or class day leads to them having a bad day. Caiden has had two teachers this year and his one on one aide was leaving this job for another so Caiden was loosing the person that helped him work through a regular school day.

On this Monday there was a plan in place that when Caiden’s aide left at 11am to do paperwork for her new job. Jon a person that Caiden know was going to take over Caiden’s case for this school year and help train the new staff member, the new staff member would be shadowing Jon so that Caiden would be more comfortable with this change. Well another situation took Jon’s attention to another school site leaving the new employee to work with Caiden without any prior introduction or phasing in period.

Before we go into what happened next we feel it is important that you know a little of the backstory according to Caiden’s mother Sandra Trujillo-Langdon:

  • Caiden had a teacher switch during Christmas break.
  • Mrs Rubalcava Caiden’s new teacher has refused to communicate with Caiden’s mom in person.
  • Mrs Rubalcava said “she only teaches GATE kids not Special Ed kids”.
  • At this years IEP meeting Mrs Rubalcava had to be instricted on how to grade Caiden’s work according to his IEP by District office personel.
  • Caiden’s mother Sandra Trujillo has felt disrespected and treated poorly by both the Principal and Teacher at this school.

So according to Sandra Trujillo’s account when the staff change happened Caiden’s day went from good to bad:

Caiden did not respond well to a new person as his aide and began to act out and cause a disturbance in the classroom. None of the in class interventions were working so Caiden was taken to a designated safe room where he could collect himself and not be a distraction to the rest of the class. The safe room was not working that day and Caiden continued to act out by pushing over a desk and some chairs. Instead of following the IEP and calling mom right away Mrs Kemp the school principal decided to call Rialto Unified School Safety officers and Police officer from Rialto and Fontana Unified School District Police Department. Caiden’s mother did not know what was going on until a staff member called her to tell her to “come to the school quick they are arresting Caiden” and then hung up. During this time Caiden’s older brother a 4th grade student at Kordyak heard somone say that they were going to put his brother into handcuffs as he was passing by the school office.

Sandra Trujillo-Langdon came to the school to be greeted by a Fontana School Police officer that informed her that he would need to speak to her. Mrs Trujillo-Langdon refused the conversation and went to her son who was crying and visibly afraid. Her son said mom they are going to put me in cuffs and take me to jail! Mrs Trujillo-Langdon asked who called the police and Dr. Kemp the school Principal eventually admitted to calling the authorities. Mrs Trujillo-Langdon then asked why were they going to put him in handcuffs and take him to jail and they said it was done to make him calm down it was a threat not something they were going to do for real. At this time the mother asked to have the room cleared so she could calm her son down. While in the room Mrs Trujillo-Langdon saw that Caiden was only going to be better once she got him off campus. So she took her kids off campus through a side door and left. While leaving Mrs Trujillo-Langdon said that school staff and law enforcement officers were acting likr they were hunting down the small family.

Caiden was so effected by this situation that he didn’t want to return home because the school and police knew where he lived. Mrs Trujillo-Langdon had to take Caiden all the way to Buena Park to Knotts Berry Farm to allow him to have peace knowing he was away from the long hands of the police that threatened him. Yet Caiden still suffered as he saw a police officer at Knotts and began to cry please don’t take me to jail I am a good boy and waking up Tuesday morning saying he had a nightmare that he was taken to baby jail.

Rialto Police Lt Paul Stella said that Rialto PD Although one of our officers did respond to the call yesterday at Kordyak Elementary, our officer never made contact with mom and student.  I encourage you to reach out to the Fontana Unified School Police Department who was also on scene and may have further information regarding this call. When pressed Lt Stella would not say from where the call for service originated from “We will not be releasing the Reporting Person’s information and any request via the call for this information under the Public Records Act would have that information redacted.” Rialto Police Lt. Stella is refusing to release the name of the officer or any other details in regards to this incident.

When we reached out to Rialto Unified School Spokesperson Syeda Jafri sent us the following statement:

Syeda Jafri RUSD School Spokesperson also said that a full investigation of this incident will be contucted because the School Distirct wants to get to the bottom of what happened here so that it never happens again.

We have spoke to Sgt Avalos at Fontana School Police he said that they were called out to Kordyak elementary school where a student was being violent and trying to harm a teacher with scissors. When the officer arrived there was a discussion of restraining the child with handcuffs but that was deemed unnecessary. The mother and child left before the Fontana School Officer could interview them.

 

Here is the problem,

  • The parent is made it clear a person in uniform told her son her was going to be put in handcuffs.
  • The School board members are reaching out to begin to get the verbiage around this situation under control (direct blame away from them).
  • The school districts statement never says weather the Rialto Police officer never made contact with the student.
  • Rialto Police Information Officer Stella refuses to give out where the call for service originated from weather it was the school principal, RUSD Public Safety or someone else (even refuses to give the officers name).

So what we have here is a problem because this student refuses to return to school, his mother doesn’t feel safe having him at school and now his brother no longer feels safe at school. The parent is clear that a person in uniform spoke to her and her son says that the officer spoke to him too. The Mother described the officer as a Hispanic man about my height (I am 5’10”).

Only time will tell what really went on here. Hopefully the Districts investigation will pull that out soon.

Were California Voters Lied To With Marijuana Legalization

When Prop 64 was voted in by voters there were 2 types of people that approved the measure. Those who wanted to smoke pot legally or didn’t care if other people did and those who saw a massive opportunity to fix California’s broken finances with Marijuana taxes. Many who were against the proposition warned that this would lead to more youth use and the taxes would not materialize like promised. Four months into the legal weed age of California and it looks like the opponents were right!

  • People posted all over social media and commented on news stories about the massive amount of money California voters would leave on the table if Recreational Marijuana was not made legal. Well four months in and you already have legislators looking to back down the promised tax to voters.

“Alarmed that California’s fledgling legal marijuana industry is being undercut by the black market, a group of lawmakers proposed Thursday to reduce state taxes for three years on growing and selling cannabis to allow licensed sellers to get on their feet.” (latimes.com)

  • What is adding insult to injury is that California has been leading the charge to hurt on industry to prop up another and attacked California residents at the same time. Billions have been and continue to flow into the Green Energy Sector while the California Government artifically inflates the cost of traditional fossil fuels and other traditional energy sources.

“California, long the national leader in clean energy policy, is poised to double down on its investments in the sector, with billions in new subsidies set to flow in over the next few years.” (reuters.com)

  • This means California leaders could care less if people can afford to drive but we must make sure that drugs are cheap and easy to get. Were not talking about drugs that save lives were talking about drugs that fry your brain and attract unsavory attention. Oh in full disclousre there are ZERO studies that have shown that THC the psychotropic portion of Marijuana has any positive benefits at all. The ground breaking science has come from CBD oil a chemical that is extracted from Marijuana & Hemp. Thomas Minnihan a prominent local doctor who works to highlight how CBD oils helped his daughters seizures said:

“One of the hardest things as a parent looking to CBD oil’s as a cure to a horrible sickness is that there is no way to get CBD oil without some THC. Also the grug legalization groups have used sick people as a prop for years and now that they have success they are leaving sick people in the dust”

  • Now when it comes to youth access the taxes collected were supposed to back fill the youth use portion to make it less likely to happen and deal with what youth use that was occurring. With the tax getting lowered and the Cartels seeing more opportunity to introduce their product to a market where it is excepted and cheaper without the tax youth use is still growing and there is now less money to handle it. To add insult to injury legal operations are acting the same way the Cartels do.

“We’ve been seeing that product end up in Florida, end up in New York — places that don’t have cannabis decriminalization and have very harsh punishments,” he said. “When you have prohibition in other states, it drives the price up [there] because it’s not regulated… I’d guess 80 percent of all product in Oregon is, unfortunately, leaving the state.” (vice.com)

After you vote the people behind the effort show their true colors. Dennis Hilton has been on a personal PR tour to make sure everyone knows his and the pro drug legalization lobby true feelings about dumping drugs on California communities and the Cartels big role in the whole game still.

“The bottom line is this: We want it, so we will have it. Period. And we will seek the best prices for the best quality. If competition from the cartels causes a price war resulting in the reduction of usurious taxes, that is great. May the best man win.” Dennis Hilton

So California voters have to ask themselves, do you feel lied to yet? If you do are you big enough to fix it?

New Art Centered Networking Event Has Come To Rialto

If you haven’t been downtown lately you may not know that there are some changes going on in our towns center. One of those changes is a new event called Lunch Break. Destiny a local young adult wanted to do something for the art community that did force us to drive out of town and fight traffic.

Lunch Break was created as a way to bring together community in the Inland Empire through arts, music, and love. Too often we have to travel to Los Angeles in order to get away, decompress, and take a BREAK from the everyday routine necessary for keeping our community afloat!

Now we have the space in our own backyards!

Rialto Police Chief Defends Marijuana Users over Non Marijuana Users

In the past Law Enforcement acted as the buffer between the drug users and non drug users. Nationwide that has changed no matter what the laws are in a given state police are giving up on protecting people from the effects of others using drugs. We as adults are causing our youth to see marijuana as safe.

In Rialto this has come as somewhat of a shock as residents expected more on both side of the issue. Those who consume Marijuana for fun and “medicine” expected the hammer to drop or at least more blow back in an effort to hold users accountable to whatever law they could. The same expectation was had on the non user side of things. People not consuming Marijuana had an expectation that the laws over recreational use would be enforced and their exposure would be minimal. You may ask why would Rialto residents on both side have the same fear/expectation. Well both sides thought this for the same reasons:

  • Rialto has fought hard to break the stigma of becoming a drug and gang haven.
  • Rialto worked hard to keep the problems from San Bernardino’s bankruptcy from spilling over the boarders of Rialto.
  • Rialto has one of the toughest gang injunctions in the county.
  • Rialto wrote the most effective local ordnance in dealing with SPICE (synthetic Marijuana) in the nation.
  • Rialto police hit smoke shops hard making sure they followed all the rules of the SPICE ordnance as well as laws on the taxation of cigarettes.
  • Rialto police officers are multiple year award winning DUI officers with hundreds of DUI convictions under their belt.
  • Rialto City Council and Mayor all appear to support keeping Marijuana under wraps by continuing to ban its sale and cultivation in Rialto.

Chief Kling is showing us why we are in the place we are today with Law Enforcement. Mark Kling left law enforcement to teach at Cal Baptist University. It seems clear that students in the career of law enforcement have been getting a very sad view of policing and keeping law abiding people safe. Yes Marijuana is legal for recreational use but there are laws and rules around that use and Chief Kling seems to care less about making sure those laws are enforced. If Marijuana smoke and its harmful effects on others are not a big deal then why do we have laws limiting smoking cigarettes in your apartment, Alcohol in public and loud parties?

Needless to say the Chief Kling that once worked in Rialto and the one we have now are two totally different people. What are your thoughts on the way the Police Chief is dealing with Marijuana Policy and Laws?

Are the Friend’s of Rialto K9 Association Another Problem In Rialto’s Finances?

This past Saturday the annual Fallen Officer Memorial 5k was held. One thing that stood out to us as we watched Councilman Andy Carrizales Instagram Live was a booth from the Fontana Police K9 Pals a non profit that supports the Fontana K9 unit. Now it isn’t totally odd to see an organization that supports another agency at a local agencies event. What is odd is the fact that the Friend’s of Rialto K9 Association are still bared from funding our K9 program.

This all stems from the Termination of K9 Officer Glen Anderson and the Rialto Friend’s objection to allowing the then Police Chief Randy Deanda from taking over control of their group. It has been over a year since the former Police Chief took action against the Friend’s and used scare tactics to try and strong arm members into submission. Now it seems that they have decided to add insult to injury and while the Rialto K9 group is still unable to provide funding our city can’t afford to fund they will celebrate another organization at a city sponsored event.

More Lies Coming From City Hall

On Monday March 5th the Budget Advisory Committee was given a presentation on why   the City Began getting involved in repairing community mail boxes. Committee Member and Rialto Police Benefit Association President Richard Royce brought this issue to the Committees attention and began the process of fishing out one of many ways the city is wasting taxpayers money.

What happened is that these Community Mailboxes have become a haven for criminals over the last few years in a state where you can steal peoples mail and get away with no jail time. So we put everyone’s mail in one location and then decrease the consequences for getting caught it has become a major problem that the post office never foresaw reaching the levels it has today.

The interesting thing here is why did the city get involved in doing something that is clearly a post office issue and why they once again feel it necessary to lie about it? What happened was the post office wasn’t moving fast enough for the Mayor and some of her friends here in the city. A few group of residents in the Las Colinas area of Rialto didn’t like the answer that the post office had a 6 month wait for Community Mail Box Repair and Replacement. So the mayor directed Public Works staff to purchase and replace these boxes after hours on overtime.

What happened next is people talk and then what started as a favor from our Mayor to her friends became a public program that we don’t have the money for. If it wasn’t for RPBA Union President Richard Royce sniffing out this missuse of funds we may have never known that $30k was spent on a program that was not the cities responsibility in the 1st place. Now the Mayor is trying to take a fake victory lap for something she had nothing to do with. The Post Office has ruffly $1.3 million in boxes that will be used to replace damaged boxes.

Makes you wonder what else we don’t know about……………
