Very few business owners open a new location quite like Peter & Linda at Major Brain Freeze. Major Brain Freeze owners make the whole day a party and an experience. They day started off with a ribbon cutting and there were representatives from the city, city council, assembly member Browns office, the chamber of commerce and police department.
Part of the grand opening is the ribbon cutting but the best part is getting to meet the people behind the Frozen Yogurt creation. Peter & Linda franchise owners of two Waba Grill restaurants decided to take on the world of Frozen Yogurt and have never looked back. Rialto is their 4th location and when we asked them if there were plans for a fifth they said were just enjoying the right now but you never know what the future holds.
Peter the husband of the dynamic duo that is taking the Inland Empire Frozen Yogurt world by storm has roots here in Rialto. He lived here as a child and went to school here. The husband and wife team have worked hard to strategically position their restaurants in vibrant areas with high traffic. In addition to high traffic they are the only dessert option in the centers where they are located making Major Brain Freeze the obvious choice for the sweet ending to your meal.
Major Brain Freeze is more than just a Frozen Yogurt shop its a visual masterpiece. It also reminds many of a retro candy shop with a wide variety of topping choices some customers can go a little overboard….. The owners are fine with that they say have a little fun. They also provide a good sized fresh topping bar as well as yogurt chips, shredded coconut and CANDY ANTS!!!!!!!!!!
We interviewed Andy Carrizales about this addition to the North Rialto Development pad. We asked Andy what he thought of Major Brain Freeze as a potential customer competitor. Andy said that his business Cones Creamery makes hand made Ice Cream and he thought it was good that Rialto residents have an option locally if they are looking for frozen yogurt.

Rialto, California Residents and stakeholders. Now is the time to engage and act. Hassan Ikhrata was at Fontana City Council Defending communist ideas like taxing you for miles driven in your car and stealing 2 lanes of the 10 freeway and turning them into toll lanes at the preliminary cost of $1,650,000,000!!!!! For those of you that have issues with place value that is One Billion Six Hundred Fifty Thousand Million DOLLARS!!!!!!!!! Mr.Hassan uses the 91 freeway as a close point of reference of toll lane success. Maybe Mr. Hassan is unaware but even with toll lanes the 91 freeway is still referred to as the Mark Of The Beast Freeway and The Freeway From Hell.

“This really is a must for our nation. It is not a matter of something we might choose to do,” said Hasan Ikhrata, executive director of the Southern California Assn. of Governments, which is planning for the state to start tracking miles driven by every California motorist by 2025. “There is going to be a change in how we pay these taxes. The technology is there to do it.”

Why is this important to Rialto? Well Mayor Deborah Robertson sits on SCAG & SANBAG and is in favor of these ideas and is speaking on behalf of all 100,000 people that live here in Rialto. We have not been able to get any other council member to go on record about these plans but we will keep trying.
If you have been paying attention then you know that Mayor Robertson & Councilman Ed Scott want Rialto to have a sister city. A presentation was done on March 24th to show the council what this Cuba event would look like.
During the presentation the travel agent giving the presentation never mentioned the forming of a sister city with any city in Cuba because of the existing US policies that prohibit such an action. What the travel agent did say is that the Rialto sponsored trip to cuba would be an educational trip to learn about the food, culture and geography of Cuba. I wish I could show you that footage but the city has since taken down the video from that meeting.
I stood before our mighty elected officials and told them to just say what they really want to do. I told them especially Mayor Robertson let your yes be yes and your no be no were not stupid we will remember you lied come election day. Did anyone heed my warning? No they all stuck to the story that the sister city concept was not something anyone was actively seeking. Then I went to google and typed in Rialto Cuba Sister City and guess what I found:
Throught this interview with http://www.scpr.org Mayor Robertson speaks about a Sister City with a Cuban City. She tries to create the illusion of a cuban culture here in Rialto when most people who grew up here or lived here have never met a Cuban person connected to Rialto.
Here Mayor Robertson claims that Globus is acting on the cities behalf using the people to people program to solicit a Sister City relationship within Cuba.
On January 29th the city held a community forum on a wide range of topics that matter to Rialto. The layout was different from other forums being people were given an opportunity to vote and speak on each topic. The evening wrapped up with Mayor Robertson asking if anyone from the crowd had any additional questions. The event was simple each person was given a clicker and was able to vote with multiple choice selections then make comments afterwards.
Looking back there were no questions on the failed water deal, on the distribution of Community Development Block Grants, on City Councils performance or on how the Measure “U” money will be spent. Why? Because the Mayor and her cohorts don’t want to hear what you feel on those issues. Well we want to know how you feel on one of those questions:
I was not able to attend due to my commitment to the Communities United Meeting that was the same night in Redlands but thanks to You Tube and Mr. Felton at Rialto Network we were able to see the results here:

Notice how none of the regular city people even gave them all excellant. Ask people this same question now that they see travel spending out of control, taxes being wasted and corruption poking its ugly head once again.
Here nobody gave the quality of life here in Rialto an excellent this is beyond sad because when I was a kid Rialto was a great place to be and live.
Yes shopping and eating are the greatest priorities to Quality of Life here in Rialto. So what does Rialto do they shove all the eateries into one small spot creating a traffic nightmare and further frustrate Rialto residents you see our City Council isn’t happy if you’re not upset.
This result worries me because with more warehouses comes more truck traffic and trucks don’t follow the rules of the road and they do major damage to our streets that will create another fee (TAX) and punish us because they refuse to allocate the proper funds to fix our roads.
You can’t read it but sit down restaurants once again led in the voting and I guess that is fine. You can only have so many restaurants before you need other business options to feed those businesses. I don’t know about you but I will shop at Target before I ever step foot in a Walmart or even a Super Walmart. With rude shaggy staff, dirty shelves and story after story of the crime a walmart brings due to their lazy policies on Loss Prevention. Oh and don’t forget even though San Bernardino leads the IE in deadly crime and gang activity they are getting a Golden Coral Restaurant later this year. Yes a restaurant that would do well in Rialto goes to San Bernardino.
Until the city figures out how to create a sales tax base for warehouses in Rialto I agree with None of The Above. The city wants to tax the residents to death because they see us as easy marks.
Rialto is easier to work with than most other cities and recent business owners to open up shop in Rialto attest to this fact. I’m sure after the recent elected officials settle in they will change that overnight.
Yes we think you should enforce property maintenance this is a silly questions. I love how someone doesn’t want to do their job they pass it off on the community to see if they need to enforce the rules or laws.
I would like to know what the city thinks Active Adult Community Housing is? Here is what google says it is:
Active adult communities are real estate developments that offer independent, relatively maintenance-free living to residents aged 55 and over. In “age restricted” active adult communities, 80% of homeowners must be 55 and over, while “age-targeted” communities simply market to the 55+ crowd. Many of the residents continue to work part or full time, which is why the term “active adult retirement communities” is less accurate. The residents are not opposed to children (or grandchildren!) either. Rather, the 55+ component simply assumes that people at the same stage of life probably share a few leisure-time interests and pursuits.
Not surprising that the largely elderly group voting would vote this way.
Wow you mean Rialto streets need to be worked on? Well of course they do but it seems like with the balance of power shifting to the side of corruption, money shifting and lavish traveling at the cities expense. Its so bad Councilman O’Connell had to eat his words when citizens told the council that the Trash Tax would not be an addition to current money spent on roads but a way to shift road money into pet projects to pay off favors to special interests.
Once again Street Maintenance wins out but good luck getting this council to do good things that will improve our lives here in Rialto.
If the 22 people want more free community events they need to bring their friends with with them our market nights had very low turnout numbers and our city refuses to work with anyone else to help make the Market Nights more appealing. Some of the community events are awesome and some are lame the lame ones tend to be the ones where outside help is not excepted at all.
Here is Joe Baca Jr. go to place he is Mr. Parks and he was MIA. The rails to trails is underway and costing the city hundreds of thousands of dollars more than originally planned.

NO I don’t feel safe in Rialto. We are holding onto a low crime rate by holding back a flood with a bed sheet. We need to bolster our staffing within the police department, get our bars under control and finally get serious about the issues of San Bernardino crime rolling into our city.
Yes our police department is in a much better place with Chief Tony Farrar at the helm. He is an approachable person, a good leader and a great cop. One of the things I like most about Chief Farrar is that he doesn’t seem like he is on a fast track to a cushy political career like others that have recently left Rialto Police Department he is busy making our police department the best it can be with the resources he is given. Even as a big PD Supporter there are times I don’t see eye to eye with the police but the command staff isn’t against sitting down and hashing it out and talking about issues. In the end sometimes we have to agree to disagree but the respect remains because they took the time to hear you out.
I would agree with the 22 people that voted on this question. My question is why do we compare ourselves to other cities when it comes to safety or a justification to raise illegal taxes on the people of Rialto? Yet when you ask them to do a simple thing like figure out how to create a sales tax base opportunity from the numerous warehouses that are being forced on the community they throw thier hands up and claim they are trying their best? Well I’m sorry your best isn’t good enough anymore. If San Bernardino can get their warehouses to pay a separate tax to the city why can’t Rialto?
I believe our fire services are great. We use our own ambulances in most cases, fire fighters are kind men and women and Chief Mat Fratus is constantly working to make Rialto Fire an innovative part of Rialto.
I do believe one thing we need is a FREE class that teaches Basic CPR & First Aide because many people have no idea what to do when a friend or family member falls ill or is the victim of an emergency.
The Fireworks Enforcement in Rialto is horrible. The people we have working the Fireworks hotline could not hear or understand the callers, hung up on the callers and did not give the community confidence that our concerns were getting through. Then you have Rialto PD Dispatchers that kept pushing you off onto the deaf fireworks hotline operators it was a major fail. We owe it to our community and veterans to work much harder to:
Eliminate the use of illegal fireworks in the city by hitting our gang areas early and then looking at places where over the years there has been a constant flow of calls for service on a house or specific street. My street is a WAR ZONE every year with illegal fires, illegal fireworks and excessive drinking and drug use. Needless to say its not a family environment on my street the first week in July.
Create a major community event like Redlands does where the entire day is dedicated to family and community with a parade and fun zone ending with a massive fireworks show. We have massive stadiums at our High Schools and we can put together a quality event that people want to attend.
The Mayor made a statement that she is fine with taking the input of 22 people most of them city employees over looking for ways to get more input from more people. I can tell you why the numbers were so low:
No sense of urgency among the elected officials to get their camps excited about spreading the word about this forum. When the council wants something from you like funds for their campaign or your vote you can’t get them out of your face.
The Mayor and her council members don’t want to hear what you have to say unless its agreeing with them. If you disagree with them in any fashion they bark at you, make fun of you or try and shut you up.
It sucks but if you want people to show up you need to entice them with food and have their children involved in the event. They could have the recreation staff have a series of group activities for kids so parents could go and if we have some of our awesome young leaders involved in the process we could begin to expose them to the process and hear what they think Rialto needs.
To end it all you have Mr. Scott slamming Fontana saying that “they (Fontana) doesn’t care” he says this at 2:02 towards the end of the meeting well maybe they are not working with us because of comments like that Mr. Scott.
We need to get involved and show the Council that Rialto cares because if we don’t we will be on the fast track to being just like San Bernardino.
Hello Rialto Now readers and fans. If you were watching from the audience or watching on TV it looks like every council meeting will go on and on no matter how short the agenda may appear. This meeting had six tab items in total and even had one pulled and at 9pm they only moved through half of the tab items.
Consent Calendar
Two items were pulled from the Consent Calendar for seperate approval or vote.
C.1 the regular city council meeting minutes from the meeting January 13th 2015 had a seperate vote and Councilman Ed Palmer voted no. We plan to reach out to Councilman Palmer this weekend and find out why he voted no on these minutes and we will update so stay tuned.
E.4 was pulled to explain that the City Treasurer wanted approval from the City Council to allow a few select investments go beyond the 5 year maturity limit to retain maximum benifit and a larger profit.

Tab.1 was approving the ability to move forward with the Lytle Creek Development project. the developers need approval from the City to present the anexation application to the Local Agency Formation Commission for San Bernardino County this project in its entirety consitsts of 4 neighborhoods. Neighborhoods two and three will be anexed to the city of Rialto and Neighborhoods one and four will remain in the county of San Bernardino. Now let me first say I am not a fan of this project it has destoryed Rialto’s Country Club Area & Golf Course as well as extremely reduced property values in the Country Club Area. Nonetheless the developer has spent years and money going through stall tactics and lawsuits to finally get to this point. It appeared that even though there were questions about the real intentions of the project it was going to be approved to recive county approval, that is until Councilman Ed Scott spoke up. Councilman Ed Scott stated that since the developer had not come to him and meet with him privatly that he wanted to table this vote for two weeks. So this will be the second time just two months into a four year city council term that Councilman Ed Scott wants to delay things because he is unprepared. Also why should a developer be having special secret meetings with City Council Members? I know Councilman Ed Scott took alot of money from developers to get elected and that is one of the many reasons that I feel uncomfortable with Councilman Ed Scott acting as the Gate Keeper to Development here in Rialto. Councilman Shawn O’Connell had no problem voting to continue the item for two weeks but did say that when he has a question on an agenda item he calls city staff prior to the meeting and gets answers verses dropping them on staff in the meeting and creating delays. Councilman Ed Plamer said that this action has been delayed for far to long and voted no on continuing the issue for two more weeks.
Tab.2 was to approve one of the many warehouses that will be dropped in the city of Rialto. Niagra Bottling Company wants to bring a $200,000,000.00 bottling and packing warehouse to the Renaissance plan development operated by Niagra Bottling Company. As you see they bottle water for alot of different companies and they have a history of giving back. Thier were questions if they would add language holding the city of Rialto Harmless form any actions this project would ensue. I was unsure why they said that until I began reciving phone calls apperently WVWD and City of Colton are suing Niagara becuase they are taking too much water from the Basin appreently. That dosen’t bother me much they need to get the water from somewhere so I can buy it from Costco. Makes me wonder though how can Niagara turn nasty IE water into what I love to drink???? Oh this is the Tab item where Councilman Ed Scott tried to make it sound like he was the only one that executives from Niagara Bottling reached out to. It wasn’t until Councilman Shawn O’Connell said that the Niagara Reps reached out to all of the Council and Mayor.
Tab.3 was yet another warehouse in Rialto and though its going to bring jobs its also going to bring problems like increased truck traffic large buildings that normally have empty streets that attract street racing, drug use/sales and opportunities for other elicit behaviors. What is even worse is that this warehouse will be giving extra sales tax revenue to………. ONTARIO!!!!!! Yes our city has been working on this project for almost 10 years and have yet to figure out how to work a sales tax benifit for Rialto but man o man we sure know how to send that tax money elsewhere. Maybe we need San Bernardino to come in and show us how to secure a tax base from warehouses.
Take what you wish from this weeks Council Meeting but I think its time we show up more often and keep their eye on the ball.

Hello Rialto Now readers!!!!! An awesome time was had by all at the first Coffee With The Chief in Rialto for 2015. Why was it awesome you ask? Well first off its kinda nice to have a strong yet open Chief of Police. So many people hold Police Chiefs and their command staff on such a high pedestal that they become “LIKE” gods. When they are simply men and women that will risk their lives for complete strangers. Now that fact isn’t something to be taken lightly but it also isn’t a reason you can’t stop and ask them a question.
Today’s Coffee With The Chief covered a lot of areas today. It was held at the Coco’s restaurant on Valley and Riverside Ave’s and the waitress was super nice as she took care of each persons order and kept the coffee flowing. Chief Farrar was in attendance along with Cpl. Marquez, two Detectives, three Lieutenants and Captain Deanda. Chief Farrar began by welcoming everyone and went over these topics:
Crime Reduction – Overall Crime was down by 20% in 2014. Chief Farrar said that crime had been dropping for a while now and does expect crime rate to level off.
Women’s Law Enforcement Fitness Challenge – On March 21st Rialto Police Department will be taking any females interested to the San Bernardino Sheriff’s Department physical agility course and going over the physical agility course portion of the tests and training to become a Sworn Police Officer. Chief Farrar said its his goal to attract more females into Police Work and hoped that this event would be the catalyst to attract them. The most difficult portion Chief Farrar said was scaling the 6ft wall and that they would help the women learn a technique that would lend them success on this obstacle.
How does Rialto Compare in Crime Stats to other cities? – Chief Farrar said that he has been asked this multiple times and has been reluctant to venture down this road because of the differences each local city faces. He decided to look into it finally and the results were promising. Chief Farrar compared Rialto to three other cities that touch rialto, have police departments (not sheriff) and are of comparable size. Cities he used where Fontana, Redlands, Rialto & San Bernardino. Rialto had a lower overall crime rate than all cites that were used. Redlands had a lower violent crime rate than Rialto. Even though Rialto has more residents than Redlands.
Promotions – Chief Farrar said that the Department is looking to do some more promotions in the next 4-5 months these promotions will add two more captains.
Work Load Study – Rialto Police Department will be doing a Workload Study to better evaluate if the work load is being evenly distributed. Rialto Police is now at 103 Sworn Police Officers and is only down 3 budgeted Sworn Positions. Chief Farrar hoped that the workload study would give them a clear idea of where to look to add more resources and or staff.
Rialto Police Appreciation Awards – On February 20th Rialto Police will be recognizing staff and community members.
20/20 Interview – Captain Randy Deanda was interviewed by ABC News 20/20 show about the Judith Oakes case. Judith Oakes is the former Rialto Unified School District employee that was caught and convicted of stealing school lunch money down her bra to the tune of over 1 million dollars.
Request a Training – Rialto Police Detectives went over the police program that offers training to local businesses on how to best protect themselves from becoming a crime victim.
Cold Cases – Rialto Detectives also let us know that they are waiting on the DA’s office to approve the case files they have on two cold cases in Rialto. Since 2013 the Detectives Office has closed 8 cold cases.
Use of Force & Police – I asked a question about training for local community groups especially the Flores Park Neighborhood Watch in better equipping our residents on how to properly handle a situation with a officer and avoid the horrible situation on both ends. Chief Farrar said that the key is to follow the instructions to allow for a more positive outcome more often and avoid tense standoffs that should have never happened.

If there ever was a year our Police Officials could use a “Thank You” or a “Pay It Forward” this year would be that year. Here locally Rialto Police have had a busy end of 2014 with a few deaths and some more aggressive robberies. On top of that every cop has been on edge since the Civil Rights Community decided to take their frustrations about the decision to not charge the Ferguson officer in the shooting death of Michael Brown out on police all over the Country.
Being a Police officer is not an easy thing to do. You put on a badge and a uniform and are the front lines of safety in our cities and streets. Look at San Bernardino that community has been falling apart around its self with many major crimes and Officer Garcia from San Bernardino becoming gravely shot and left fighting for his life.
Today please stop and say thank you even a simple two word phrase and a hand shake can change someone’s day.
We would also like to highlight two elected officials we caught saying Thank You to Rialto Police by purchasing doughnuts for the police today. Its nice to see our leaders “LEADING” us to do the right thing.

The Rails to Trails program is explained by americantails.org as the following:
Rancho Cucamonga as the lead agency, together with San Bernardino Associated Governments and surrounding cities, is developing a multi-purpose trail along the Pacific Electric Railway line. The trail links five cities across the west end of San Bernardino County, and connects to a 7-mile rail trail project in eastern Los Angeles County, creating a 21-mile east-west trail corridor. The trail is a source of great civic pride in Rancho Cucamonga, and is credited with improving health, the environment, and the local economy; increasing real estate values along the trail corridor; providing links between the trail and mass transit systems (Metrolink, bus); and promoting historic preservation through connections to historic landmarks and historical sign displays.
As stated in the excerpt from the article Rancho Cucamonga is the lead agency in the area with the oldest portion of trail and the most expansive. Rancho also does something else very well they maintian and keep the trail as safe as possible. Can Rialto create a safe place for residents to excersise? I have been bringing this up for the last few years as the City has taken grant money to get this project started and completed. Last time I brought this up to the Police Chief and his command staff at coffee with the cheif in October I was told that the area where the trail will go is much safer than it used to be. So I was interested in this was it safer? Also if it is safer how much safer is it? We went to Crimemapping.com to see how it laid out for the last two months and this is what we saw:
Now I’m not sure what you call safe but 245 crimes in just a 2 month span does not look very safe. Also most of these crimes are violent types of crimes assults, robberies stolen vehicles. So Since Rancho Cucamonga is the case study and the reason we are undertaking this endevor lets look at a simular section of trail and the area once again using http://www.crimemapping.com what does it look like?
It looks very, very diffrent same time period same type of area where the trail dumps off into the next city 47 crimes in two months. This is why when people want to workout they go to this trail its safe.
Now the next disturbing trend on this project is that this public trail will be the first to have access gates to our schools. Yes the public and children will be able to slip onto campus through an approved back door. I spoke to Russel Silva who was an unsuccessful candidate for RUSD School Board and he shared my same concerns about access gates on the trail. Speaking to School Board Member Edgar Montes he was in favor of the gates and didn’t see a major security issue?
Finally are we creating a fee path for criminals to further and easier victimize our community? Before the area had trash weeds and uneven ground making it more difficult to traverse. Now we are going to give criminals clear free access to homes back yards, ability to go from one city to the next and remain off the beaten path, easier access to schools and a new area to tag and sell drugs at.
Don’t believe me are you still buying the load of garbage we have been fed by those at city hall that agree with this project? Right now the walls of the construction site have large graffiti tags from one end to another. The construction crews see it everyday and don’t do anything, Mike Story has been advised 4 times by me (David Phillips) personally and I have called the graffiti hotline twice on this spot. I even spoke directly to the graffiti removal person over the phone and alerted him to the issue and nothing has been done. Here are some pictures of the tags from Cedar behind Rialto Middle School.
Rialto Police Department has said they will re-staff the bike patrol unit but this has happened before and the unit keeps getting shut down its almost the first thing to go. What we have here is a lot of people ignoring the issues to feed some self serving political agenda. Here are a list of the issues one more time:
Cost – The City Council would like for you to take their line that its grant money and not your money being spent on this project. That is untrue grant money is your money just in a different form. Also general fund money is being spent on this project now. We are paying people salaries to oversee and manage the work being done and this trail will need maintenance and repairs. Rialto does not have a strong suit maintaining public facilities.
Safety – Don’t let anyone fool you the areas that this trail will extend to are not nice areas. You would not sell your home and move into the area most of us wouldn’t even drive through. On top of that we are going to give additional access to two schools and further stretch safety measures. Not to mention this is prime drug trafficking area and it appears that the people tasked with completing the project cold care less about what the area looks like.
Since the city has been so dead set on this project no matter what issues people bring to their attention we need to make sure they deliver on what they promised. It’s time for campaign promise’s to be real life promise’s
So in the twelfth hour of the 2014 race for Rialto City Council it appears Ed Scott has once again used people in his campaign. Ed Scott has a campaign flyer that has him pictured with Lt Kathy Thompson & Police Volunteer Terry Thompson without their permission and in uniform. Reports are that both officers are very upset and not Ed Scott Supporters. See the image below:
Reports are the Thompsons are doing something Ed Palmer and Deborah Robertson didn’t do when their images were used without permission they are filing a complaint with the FPPC (Fair Political Practices Commission) to have this use investigated. Ed Scott’s lies are building and it’s not even November 4th yet:
Told RPBA that he was in support of Measure “U” and then at the last candidate forum he said he was against it.
Used Mayor Pro Tem Ed Palmers photo on his facebook page without permission.
Used Mayor Robertson’s name as a supporter without her permission.
Used Lt Thompson & Terry Thompson’s images without approval.
Do you see a pattern here lies and using people so I guess the banner tag line should be:
“I will lie and use people to get what I want” instead of “Proven Leadership” the only thing he has proven is that he has poor leadership qualities.
