Well 2014 came and went pretty quick. It was a year that was full of tasty tid bits that promise to carry over into 2015 and beyond.

Interview with Rialto PD SCAT Sgt

Three weeks ago rialto Police released a Press Realease on a major sweep they did that targeted tagging crews in the City of Rialto. We wanted to get some first hand knowlwdge from a source close to the investigation so we reached out to Rialto Sgt. Andy Shrouds.

Which crew was responsible?

We do not release the name of the tagging crew because that is exactly what they desire; the publicity. If we were to release the name, then they would gain notoriety and status within the tagging community.

What portions of the city were their tags most widely done?

The vast majority of the tagging has taken place in the central portion of the city. Along Foothill Blvd. between Pepper and Cactus, and north and south from Baseline to Merrill.

What other agencies or resources were uses to make these arrests (school district, local businesses, community)?

We had manpower assistance from the San Bernardino County Probation Department in the form of 8 officers. We also acquired valuable intelligence from  Rialto Unified School District Safety Officers.

Can you speak to recent issues where graffiti was not removed even though it was called in?

I have not personally heard of any instance where graffiti was not removed if it was called in, bet then again, we are not responsible for the removal of graffiti.

Rails to Trails Update

Hello Rialto Now fans and readers. A few weeks ago we posted an article about Rialto’s portion of the Rails to Trails project. We had hard questions about safety and ability to properly maintain the space without letting it look like other common walkways that have been known to become litter and grafitti filled. Well we had a meeting with Lt. Andy Karol & Lt. Bill Wilson and we learned alot about the dedication and attention this project will get.

First off we used stats from http://www.crimemapping.com we did this because at meetings with neighborhood watch captains in the recent past we were told that this was a good way to get a idea of what is going on around you. Well in our meeting we found out that these stats are far from acurate and most of the time change once officers arrive on scene and investigate a call the outcome is diffrent than what was logged on the crime mapping website. We were given reassurances that the grafitti was not a common issue and would be removed right away. When asked why it took so long to remove we were told that the graffiti was left up as a investigative tool to obtain information used to effect a large amount of arrests tied to tagging crews in the Rialto Area.

Crime isn’t perfect in that area but it has gotten better with the city cleaning up and taking over multiple low income housing areas. With the passing of the new tank farm fuel storage tax that will bring in additional revenues that the city can use to increase safety and security in the area. Talks include stronger partnerships with RUSD public safety department and bringing the sworn bike patrol back.

Long story short the Police Department is dedicated to making Rialto a safe place to live, work and play.

On the issue with the access to the schools we agreed to disagree. Apparently RUSD hired former Rialto Police Lt. Joe Cirilo to give the district a idea of where they are weak and strong in their safety and public safety. This causes me to ask who brokered this deal because our interactions with Joe Cirilo were nothing positive and many times he acted more like a bully than a public servant.

Rialto Community Coalition brings #SoberSkater Event to Rialto Teens

In an effort to help promote healthy lifestyles in Rialto for area teens, the Rialto Community Coalition will be holding a Substance Abuse Prevention Event at the Skate Park on Willow Avenue next to the Johnson Center on November 24, 2014 from 1PM – 4PM.

“Meeting teens where they are is vital to successful prevention methods,” said David Phillips a Rialto Community Coalition member. Many times we see Skateboarders as bad kids or trouble makers but once you get to know them and learn more about skateboarding you can see all the talent and potential that lies within”. As the Neighborhood Watch Captain of the Flores Park Group and being involved in many different other community groups, I understand that it is vital to reach out to our youth, especially starting with the skateboarders. There was a stretch where the skate parks were having issues with drugs and gangs. The key to safety was getting adults in the community to invest in a safe atmosphere for teens to skateboard.  It takes more that money it takes personal time”.

The Rialto Community Coalition hopes to add to the success of their other public forum at Eisenhower High School  called “Don’t Go There” where they used exhibits, media, and a powerful presentation from Ray Lozano to highlight the dangers of using drugs and alcohol. At the upcoming #SoberSkater event, participants will be asked to sign a pledge that states that they choose to be a Sober Skater. Also, the planning committee chose the name #SoberSkater to help attract teenagers on social media using hashtags since this is the way teens interact and seek out information on social media sites.

Michael Townsend, a Prevention Specialist with Central Valley Prevention Program, had this to say about the #SoberSkater event:

“The best way to prevent underage drinking and drug use is to identify the target population, develop ways to reach them, and increase enforcement during high risk times.  By hosting the #SoberSkater event, the Rialto Community Coalition is doing exactly that.  They have identified Thanksgiving break as a high risk time for underage drinking and drug use and they have identified skaters as their target population.  In addition, they are working closely with the Rialto Police Department regarding their enforcement efforts. The Rialto Community Coalition members realize that having youth, who have made a commitment to sobriety, speaking directly to other youth, is a very effective method of getting their message out.  So the coalition has engaged youth in this campaign to reduce social hosting.”

The event will include a semi-pro skateboard team called NAI (New Age Intelligence), gourmet food trucks, live music, vendors, and resource providers. There will also be a best trick contest. For more information, visit their Facebook event page at the link below.

Federal Sercet Service Agents Hastle Inland Empire Community Members

So it appears that Pete Aguilar is so scared of his chances of losing to Republican Congressional Candidate Paul Chabot that he asked Vice President Joe Biden out to Colton to try and stir up the Democrat Base. Well Paul Chabot supporters took to the street near the high school to have a pro Chabot rally and they were impeded by the Secret Service. We interviewed Sara Johnson Hector the event coordinator for the Paul Chabot Event for this story.

Sara how many people did you have?

For the Chabot side we had apprx 65, I believe the Press Enterprise reported 320 Biden/Aguilar side.

When did everyone arrive at the Paul Chabot part of the event? What was the reaction from the Vice President Biden’s Secret Service Detail?

The majority of us arrived at 8:30am. I arranged the event. I was approached within minutes by two Secret Service men informing me we could stand on the curb until 11:15am. They anticipated Biden to arrive at that time. Then, we would have to leave the area. I informed them that I had approval from the owners of the home (510 Rancho Ave.) to use their front yard. They said we could go on the front yard because it was private property.

So you were there peacefully and obeyed the wishes of the Secret Service?

We were there almost three hours without any problems.

What happened after that?

At about 11:30am, all streets were closed off. They didn’t allow any traffic and no one was allowed to cross the street. We were all on the grass at this time.

 

At about 11:40am, two U Haul trucks parked in front of us, blocking us. We tried to cross the street to not be blocked by the U Hauls, but we’re told by the Colton PD that we couldn’t.

I knew it was Secret Service because they talked to me when I arrived that morning.

We moved to the very corner of the grass, where we could see the parade of police and limo pass us. Aguilar had his window down and mad-dogged all of us. We did not see Biden.

Yes. I want you to know I worked on this for days. I went to City Hall, City Managers, City Development Department. I asked for an area were we could peacefully sit-in. Not one person assisted me. I was given a run around. Finally, the City Managers Assistant called me and said they had no involvement with the event; if I wanted an area, I would have to ask Aguilar. The Police Department told me we could sit-in wherever we wanted, as long as we didn’t disrupt traffic. I actually rented the front yard from the homeowners.

So it appears that Colton City is just playing games with peaceful demonstrators. Not surprising to those who have watched a City Manager be remove a Police Chief take over temporary duties of the City Manager only to leave frustrated with the game playing and childish attitudes of city council members. So it looks like Pete Aguilar shut down one of the busiest freeways and streets in the IE to show off to a few hundred people that were already going to vote for him?

Will Election Lies & Breaking The Rules Win In Rialto’s Council Race?

So in the twelfth hour of the 2014 race for Rialto City Council it appears Ed Scott has once again used people in his campaign. Ed Scott has a campaign flyer that has him pictured with Lt Kathy Thompson & Police Volunteer Terry Thompson without their permission and in uniform. Reports are that both officers are very upset and not Ed Scott Supporters. See the image below:

Reports are the Thompsons are doing something Ed Palmer and Deborah Robertson didn’t do when their images were used without permission they are filing a complaint with the FPPC (Fair Political Practices Commission) to have this use investigated. Ed Scott’s lies are building and it’s not even November 4th yet:

  • Told RPBA that he was in support of Measure “U” and then at the last candidate forum he said he was against it.
  • Used Mayor Pro Tem Ed Palmers photo on his facebook page without permission.
  • Used Mayor Robertson’s name as a supporter without her permission.
  • Used Lt Thompson & Terry Thompson’s images without approval.

Do you see a pattern here lies and using people so I guess the banner tag line should be:

“I will lie and use people to get what I want” instead of “Proven Leadership” the only thing he has proven is that he has poor leadership qualities.

City Council Candidates & Measure “U”

Last Monday the Chamber of Commerce and the Woman’s Club held a candidate forum where candidates for City Council & School Board open seats. Something very intriguing came up during the Candidate Forum their thoughts on this year’s Measure “U”. The candidates were asked a very simple question “Do you support measure “U”? A simple yes or no answer was what the moderator asked for and he got it from all but one candidate. Each candidate gave a yes answer except for Ed Scott who gave a long drawn out response that was interrupted by the crowd asking for a yes or no. He finally said no. So why is Mr. Scott the only person running for city council that is against this Tax on the tank farms? What is different?

  • Difference #1 is that this time council and city officials have shown where the money will go and has made steps in the right direction to prove to residents that they will keep their promises.
  • Difference #2 Is that the city is working to make good on their promise to lighten up on the community in regards to taxing them to death. They have placed a ordnance that has already been approved by the council that if measure “U” passes the utility tax will be lowered by 25%.
  • Difference #3 is that Ed Scott supported Measure “V” 2 years ago but now he won’t support measure “U”? The difference from the two measures are simple no promise to the community that the money would be spent on worthwhile projects and there was no community confidence in the seated council to do the right thing.
  • Difference #4 this year Ed Scott has taken thousands of dollars for oil companies and gas station owners to oppose measure “U”. Ed Scott said he didn’t like the way this measure is drafted. What is funny is the only 2 things that have changed are the reduction of the Utility Tax and a solid commitment to the community that the money will be spent in the right places. So by Ed Scotts own admission he is against good things happening to the people of Rialto.

We are supporting Measure “U” and we recommend you do too. Before you buy the Kinder Morgan fear tactics look at where the money is expected to be used. The expectations is that it will help keep up on our streets, improve infrastructure, and help pay for costs of keep Joe Baca Jr. Rails to Trails program safe.

Ed Scott Lies On Campaign Mailer

So apparently the Ed Scott for City Council Campaign put out a last minute campaign piece claiming a few odd endorsements for his bid for another shot at a city council seat.

As you can see above the endorsement from Mayor Deborah Robertson stands out the most. Just two years ago the Ed Scott for Mayor campaign was using mailers against Deborah Robertson saying that she misused tax payers money and was double dipping with her pension from San Bag. It was a heated race and mud was throw back and fourth but in the end Mayor Robertson came out on top.

We reached out to Mayor Robertson via text message and she had this to say after seeing this mailer.

“I stated to all the candidates that I would not endorse anyone. I’m there to work with the other elected officials the voters in rialto send forward.” Mayor Deborah Robertson

 

 

We met up with Ed Scott at the woman’s club candidate forum at the Senior Center and asked him about it and he said Deborah was a supporter and that the mailer was printed wrong. He claims to have the proper original yet has not shown any such evidence.

Don’t worry Ed Scott wont just use the mayor has a false endorsement he has been doing the same thing with other local leaders like Mayor Pro Tem Ed Palmer. He turned his Ed Scott for Rialto Mayor page into Ed Scott for Rialto City Council. He does this without removing old pictures and he gives you the impression that he has a lot of support. No he does not have wide support and it dwindles more everyday as he tries to lie, cheat and steal his way back into office.

On another note it appears Joe Baca Jr. is sneaking his own endorsement mistake. In his sample ballot statement Joe Baca Jr. says he is endorsed by a list of community members. (See Below)

We have heard that one or more of these people were not asked to be included in this statement. We have not heard that they don’t support Joe Baca Jr. but some people would rather not be labeled publicly as supporting one side over the other.

 

 

Final Rialto Candidate Forum Today

The final candidate forum of the 2014 election year is today and will only highlight two of the may areas up for grabs on November 4th. The two areas that will be covered are City Council ( two seats open out of four candidates ) and Rialto Unified School Board ( two seats open with six people for the seats ). One interesting portion of this event is it appears Ed Scott will poke his head out and finally speak publicly on the race which he has primarily done through private fundraisers and mailers & signs. It will be nice to see a majority of the candidates out together and we can hear their view points at the same time. Rialto School Board Q&A with Russel Silva

Welcome to our third RUSD Board member Q&A out of six candidates. Russel Silva carry’s the very coveted endorsement of the Flores Park Neighborhood Watch. He also is a smart person that has offered some great responses. On thing that stands out to us here is the issue of opening up the rails to trails project to schools Werner Elementary and Rialto Middle School. Their is no safety plan in place by either the city or school district but the school district is moving forward anyway. Enjoy the read.

Where did you grow up?  

I was born and raised in Hollister, CA. a small agricultural  community.  I moved to Ontario, CA in 1982 and then I bought a house in Rialto in April 1984, where I live today.

What High School did you graduate from?  

Graduated from San Benito Joint Union High School, Class of 1973. It was the only high school in San Benito County at the time.

Did you attend College? If so where did you attend and what was your major? 

Went to several junior colleges; West Valley in Saratoga, CA; Chaffee and San Bernardino Valley. My interests have mostly been towards engineering. No degree.

What is your current career field? How did you find yourself picking that career? 

My love is civil engineering. From the time I started working for the Engineering Department in Hollister I was hooked. Surveying, designing, drafting, inspection are just some of the duties I had. But the best fun was seeing the jobs I worked on come to life; housing tracts, shopping centers, industrial buildings, city infrastructure. As a kid growing up I never understood all the behind the scene stuff that makes a city function, or for that matter any successful organization. I guess engineering was in my blood.

How has your work life prepared you for the Rialto Unified School Board?

I have worked all my adult life so the majority of my education is a result of my ‘hands on’ experience. Having worked 24 years in the public sector and with my current job as Capital Projects Coordinator I manages bids, establish and write RFP’s and contracts for consultants and contractors, act as a project manager, and handle payment processing and change orders for the project assigned me. Every project has a budget and it I my job to make sure I stay on budget. I scrutinize all payments for accuracy and work progress, as well as all change orders to make sure that extra work does exceed the 10% public contract threshold. I rarely have contracts that exceed the 10%.

What do you see as the top three issues at Rialto Unified School District? 

Of course 1) student education and performance,  2) better fiscal control and accountability,  3) student safety, including on campus bullying.

What are your thoughts on Common Core?

The basic concept of the Common Core is great as it is trying to give every child nation wide the same opportunity to succeed and graduate with the same educational skills. The down falls; 1) I think it was thrown at us too fast. Teachers were not given ample time or training to unwrap this new program and present it to the students. 2) the textbooks and technology to make CC successful are behind. 3) because the way the system is set up to be taught, many teaches are handcuffed. What I mean is teachers all have their own style of teaching, but CC doesn’t allow for that. Sometimes teachers need to add that extra pop to grab the students attention. All in all I think it is a good system, but I wish it allowed a little more flexibility for the teachers. The District needs to provide more training as well.

With the new funding program programs like ROP are now in jeopardy of being lost. What are your thoughts on eliminating categorical funding and putting these programs in jeopardy?

Eliminating categorical funding for ROP, especially in lower income communities, jeopardizes the opportunity for some of our student to succeed. Face it, there are students out there that are not wired for college. By eliminating ROP you eliminate those students from having an opportunity to step into the working class right out of high school and become a productive citizen. Case in point, I would not be where I am today without the technical skill sets I received in high school.

The city of Rialto is moving forward with their rails to trails program. Some at city hall are pushing the school district to create additional access points at schools like Rialto Middle and Werner Elementary so students can access the school from the trail. What are your thoughts on this as it creates another access point for people that don’t belong on campus? 

Bad idea. Creating an access from an unmonitored, unsupervised community trail that is used not just by the average biker or walker or fitness trainer but criminals, pedifiles, child molesters, drug users and pushers is only asking for major trouble. At Warner Elementary that access gate would be 230 feet away from the nearest building and security camera. The District would have to station security to that gate every time it is in use to make sure the students are safe; and that costs money. If they use the security cameras by the time an insident is noticed and security is alerted, the incident is over and someone could be hurt. Cooperative agreement with agencies is common practice, but not at the cost of the life of a student.

Would you support working with people in the community to help Offer College and employment support to our young people as they enter the 21st century job market?

Absolutely! I love the idea of the Middle College for those students driven to achieve higher education. But I am also open to creating an internship program that will enable students to get hands on training in a field of their choosing with local agencies and business.

One big problem with our school board now is the pattern of abstaining from voting on issues leaving issues unresolved, what are your thoughts on this practice?

I think the bigger problem is that I don’t think the School Board is fully informed about many of the issues that they are asked to vote on. This leaves them having questions and discussions that lead to leaving issues unresolved. Administration works for the Board and part of their job is to keep the Board fully informed on all critical issues and contracts which I see not happening today. Many of the discussions the Board has in the open forum could have been answered with better communication from staff to the Board.
